Madison Street, Whiteville, NC, 28472 The City Council Special Meeting of the City of Whiteville was called to order on Tuesday, April 27, 2021, at 5:00 p.m., at 317 S. Madison Street, Whiteville, NC, Advisement of Virtual Meeting. This meeting was made available in a virtual 28472. environment. 1) ROLL CALL PRESENT: ABSENT: Terry Mann, Justin Smith, Jimmy Clarida, Vickie Pait, and Kevin' Williamson Tim Blackmon, and Tim Collier OTHERS IN ATTENDANCE: Darren Currie, City Manager; Bonnie Williams, City Clerk; Colburn Brown, Finance Director; Robert Lewis, Planning Director; Madison Ward, Economic Development Planner; Hal Lowder, Emergency Services Director; David Yergeau, Fire Chief; Travis Faulk, Public Works Director; Newlyn McCullen, WWTP Director; Ivey Schofield (The News 2) CALL TO ORDER - Mayor Mann called the meeting to Order at 5 pm. Reporter) 3) PURPOSE OF MEETING FY21-22 Budget Workshop Meeting: Water/Sewer Mayor Mann explained the purposed of the special meeting and deferred Mr. Currie began by briefly reviewing the agenda for the meeting. He reported that in addition to himself, Council would hear from Mr. Brown, Mr.McCullen, and Mr. Faulk. Mr. Currie reported that the agenda would be begin a discussion of the water/sewer system with al brief review of the following: 1) benefits of asset managment planning, 2) an overview of departments and operations, 3) rate issues, 4) capital needs, 5) two different enterprise business systems, and 6) the importance of asset Mr. Brown reviewed with Council the NC Water and Wastewater Rates Dashboard, ntpsletc.sog.unc.edresourcemerthcarrolina-aterand- astewateraterdmamboad in an effort to demonstrate how the City needs to adjust rates for water and sewer. He explained that the rate adjustment is needed so that the City willl be more aligned in its rates and also make the City more attractive for grants fori future water/sewer projects. Mr. Brown reviewed a financial spreadsheet with Council relating to water and sewer for FY21-22. Brief discussion ensued regarding how to implement a rate change, whether it be all at once beginning on July 1 or it be implemented on a2or 3 year program. Mr. McCullen reported on the' Waste Water Treatment Plant (WWTP) department's operations, needs, status, and upcoming budgetary to Mr. Currie. management planning. requests. Mr. Faulk reported on the Water and Sewer divisions within the Public Works department. He reviewed the divisionss operations, needs, status, Mr. Currie provided ai few closing agruments with brief discussion with Council about potentially conducting a special meeting in the future to discuss strategic ways to expand the services of the WWTP. and upcoming budgetary requests. 4) ADJOURNMENT Kevin Williamson MOVED to approve the adjournment of the Special Meeting on April 27, 2021 at6 6:27 pm.
