YANCEYVILLE TOWN COUNCIL MEETING MINUTES Tuesday August 15, 2023, 6:00pm The meeting ofthe Yanceyville Town Council was held in the Yanceyville Museum of Art at the Yanceyville Municipal Services Building located at 158 East Church Street, Yanceyville, NC and streamed through the WebEx platform on' Tuesday, August 1, 2023, at 6:00pm. Council Members present: Mayor- Alvin Foster, Mayor Pro Tem- Odessa Gwynn Brian Staff present in person: Kamara Barnett-Town Manager/Clerk, Miranda Harrelson- Deputy Clerk, Lee Farmer- Town Attorney, Elvis Strader- Public Works, Jonathan Reagan- Public Massey, and Keith Tatum Works, and Kathryn linton-Administrative Assistant Item 1: Call to Order Mayor Alvin Foster called the' Town Council Meeting to order at 6:13 pm. The meeting opened with aj prayer. He asked all to stand for the pledge of allegiance. Mayor Foster also stated that the Yanceyville Town Council rules and procedures reflect the revisions ofthel North Carolina open meeting law ofthel North Carolina General Statues, a copy oft the Yanceyville Town Council rules and procedures are available upon request. Item 2: Review and Adoption of Agenda - Mayor & Council Mayor Foster added Item 9: Closed Session Contractual and Attorney Client Consultation. Afterab briefreview, Mayor Pro Tem Gwynn made ai motion to adopt the agenda as with said amendments. The motion was seconded by Councilman Tatum and passed with a unanimous vote. Item 3: Consent Agenda a.) Minutes from July 11t,; 2023 Town Council Meeting. Mayor Foster asked Town Council to review the Consent Agenda. After a short review, Councilman Tatum made a motion to adopt the Consent Agenda as presented. The motion was seconded by Councilman Massey and passed with a unanimous vote. Item 4: Public Comment None Yanceyville Town Council Meeting Minutes August 1#,2023 Item 5: Water and Wastewater Treatment Facilities Update: Gary Stainback, Inframark Mayor Foster introduced Mr. Gary Stainback, Inframark. Mr. Stainback presented the monthly Representative update as follows: Yanceyville Water Treatment Plant Disinfection by Product (DBP) samples, which consist ofTrihalomethanes (THM) and Haloacetic Acids (HAA) are compliant with thel limitations for each sample site. Total Organic Carbon (TOC) sample results have improved with the optimization ofthe Carbon feed system. TOC reduction is compliant with the state limitations. Staff collects distribution water quality samples throughout the week and collaborates with Public Works on specific hydrant flushing needs. Sample results have indicated compliance with parameters such as turbidity, iron, manganese, pH and bacteriological. Yanceyville Wastewater Treatment Plant Treatment process is compliant with permit limitations. Town received a Notice of Violation (NOV) from the state regarding effluent exceedances which occurred in April 2023. Theseincluded weekly Biological Oxygen Demand (BOD), Total Suspended Solids (TSS) and Ammonia Nitrogen. These exceedances werei related tot thei malfunctioning decanter valve on the treatment system and were reported at that time. The system returned to compliance once the repairs were completed in April. The facility has been compliant with all limits inl May, June and data received to date in July. The town has provided a response to thel NOV. Mayor Foster thanked Mr. Stainback for presenting a detailed report. Item 6: Discussion of Advanced Metering Infrastructure (AMI) Mayor Foster introduced Scotty Wilkins and Will Cauthen, USG Water Solutions. Mr. Wilkins and Mr. Cauthren presented al PowerPoint presentation to explain and discuss AMI Metering Asset Management with Proposal regarding the Town ofYanceyville. Attached copy ofPowerPoint presentation. After al brief discussion, Mayor Foster asked for a motion. Councilman Tatum made a motion to approve the Advanced Metering Infrastructure (AMI) Program contingent upon Local Government Commission LGC approval and authorizing the' Town Manager, Kamara Barnett to seek approval with the 10-year option presented. Friday, August 4th, 2023, Matthew Boswell & HBB will be providing entertainment at our First Friday Event. Food will be available for purchase and Cruise-in welcoming all cars trucks, motorcycles, etc. Please invite someone and come out and enjoy thel local talent. Town Manager asked Mr. Jonathan Regan to stand. She introduced Mr. Regan to Town Council as the newest addition to the Yanceyville Town Staff as a Maintenance Technician in the Public Works Department. Town Manager Barnett noted that Mr. Regan is a pleasure to work with and a She also mentioned that the September Town Council Meeting will be held on the second Town Manager Barnett explained that two grant applications were submitted on behalf of the Town to the Community Foundation of the Dan River Region 2024 grant cycle. One was submitted regarding the Yanceyville Museum of Art, the home of art pieces from over 50 local and regional artists including Maud Gatewood. Over the years, numerous painting pieces have deteriorated to the point where we: must do something to protect them. Due to the water leaking and moisture seepage into the foundation and flooring of the space, the overall humidity, and natural aging, the pieces are in need of repair. We are hoping to obtain funding to restore the damaged pieces. Amanda Hodges assisted in completing the grant for submission. This is a very detailed process, and this is just the first step in having the pieces evaluated, restored, reframed, and rehung. With the new: roof and ventilation plans moving forward to the town hall building, this is the time tol have this grant submitted sO that when repaired, the artwork can then bel housed Councilman Massey/ Deputy Chief YFD: noted that the other grant application was submitted on behalfoft the Yanceyville Fire Department. He explained that with the anticipation of increased traffic along NCI Highway 86 due to the Casino inl Danville Va. The Fire Department wis seeking funding to add some additional rescue equipment to the rescue trucks to assist with accidents such as a vehicle stabilization system, air bag system, and updates tol lighting used at Mayor Foster indicated that the December Town Council Meeting needed to be changed to the second Tuesday, December 12th, 2023, due to a meeting conflict.
