Madison Street, Whiteville, NC, Advisement of Virtual Meeting. This meeting was made available in a virtual environment. Mayor Mann deferred they to Chief the Chief Ipock stated that ATF had been contacted and that had traced Ipock. all the firearms. 8) PRESENTATION they 8.1) Law Enforcement Advanced Certificate Recognition Chief Ipock approached Council and announced that Major Hinz and Lieutenant Riggins had earned and received their Law Enforcement Advanced Certificate. Chief Ipock presented frame certificates to 8.2) General Certification (Law Enforcement) Recognition Chief Ipock announced thati in compliance with Chapter 17C of the General Statutes of the State of North Carolina and specifically with the appropriate Rules of Chapter 9t to Title 12 of the North Carolina Administrative Code, as promulgated by the Criminal Justice Education and Training Standards Commission under the authority of that Chapter, Bradley Dakota Rockwell had submitted all required documentation and fulfilled all requirements necessary to the determination of his suitability tol be appointed as al Law Enforcement Officer within this State. The Commission served notice that Officer Bradley Rockwell is awarded General Certification. Chief Ipock presented a framed certificate to Officer Rockwell. 8.3) Oath of Office for Police Records Specialist Chief Ipock announcedi that Kimberly Bullock joined the police department on August 30, 2021 as a Records Specialist. Sarvis administered the (non-sworn) General Oath of Office Emily to Ms. Hinz and Lieutenant Riggins. Major Bullock. 9) BUSINESS 9.1) Request by Columbus County Legends to Waiver Gym Rental Fees Coach Jerrod Mustaf, respresenting Columbus County Legends, approched Council to request that City Council waive rental feest use oft the Parks and Recreation gym for their basketball program. fort the Coach Mustaf explained the program to Council. Coach Mustaf also explained that he wanted to do at football camp also and would like Council to waive those fees as well. He stated that he wanted the to enteri into a partnership with his program. Discussion ensued City between Coach Mustaf and the Council. All members of Council concurred that they thought the program is a great idea andi is supportive oft the program, but had concerns of fairness for future users oft the facility where fees were being asked to be waived. Coach Mustaf thanked the Council for their feedback, he stated that the Columbus County Legends could and would pay the rental fees ifh had to be. Mayor Mann suggested Coach Mustaf talk with Blake Spivey, the Parks and Recreation Director, to possibly set up an Open Play session without AAU involvement. More discussion continued. Jimmy Clarida MOVED to approve denying a waiver of Recreation Center Gym rental fees.. Helen B Holden SECONDED the motion. VOTE: 5-0 (Unanimous) Holden, Kevin' Williamson) Nays: 0 Absent: 2 (Tim Blackmon, Vickie Pait) Yeas: 5 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B 9.2) Disposition of Unclaimed Firearms Chief Ipock explained that the Whiteville Police Department has a surplus of unclaimed firearms in property and evidence. He advised that per NCGS 15-11.2 (d) Ift the firearm remains unclaimed for a of 30 days after the publication of the notice, then the head or chiefof period the lawe enforcement agency shall order the disposition of the firearm...: (2)Bys sale, trade, or exchange by the agency to at federally licensed firearm dealer in accordance with all applicable state and federal firearm laws... He reported that a notice of unclaimed firearms was published in The News Reporter on June 8, 2021 and. June 11, 2021. Brief discussion ensued with Chief Ipock announcing that two companies submitted bids to buy the lot of firearms. He reported that he received bids from The Pawn Shop ($6682) and Amchar ($5300). Kevin Williamson MOVED to approve the sale of unclaimed firearms by the agency to a federally licensed firearm dealer in accordance with all applicable state and federal firearm laws, in this matter to The Pawn Shop for $6682. VOTE: 5-0 (Unanimous) Holden, Kevin Williamson) Nays: 0 Absent: 2 (Tim Blackmon, Vickie Pait) Yeas: 5 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B 10) COUNCIL COMMENTS Council Member Williamson asked about how costs are recouped when water lines have to be flushed. Mr. Currie explained some of the cost is built into fees because flushing lines is related to general operation and maintenance for the water lines. He stated that sometimes ifa line is broken by a third party, the contractor may be charged for the flushing of Mr. Currie reported on the following areas: 1) Commerce Street project, 2) Lewis Smith Shopping Center Demo project, 3) He welcomed Council Member Holden as this was her first meeting as a Council Member, he advised that he and Ms. Williams had met with her for an orientation prior to this meeting, 4) Christmas Lights update from Madison Ward, 5) Council Member Williamson asked Chief Ipock about his August departmental report relating tot the number of calls to Columbus Correctional Facility. Chief Ipock reported the number of calls was nothing out of the ordinary but what he expected.
