Madison Street, Whiteville, NC, 28472 The City Council Special Meeting of the City of Whiteville was called to order on Tuesday, May 10, 2022, at 5:00 p.m., at: 317 S. Madison Street, Whiteville, NC, 28472. 1) ROLL CALL PRESENT: ABSENT: Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, and Kevin Williamson Tim Blackmon, and' Vickie Pait OTHERS IN ATTENDANCE: Darren Currie, City Manager; Bonnie Williams, City Clerk; Colburn Brown, Finance Director; Travis Faulk, Public Works Director; David Yergeau, Fire Chief; Doug Ipock, Police Chief; Robert Lewis, Planning Director; Amanda Taylor, Accounting Technician; Madison Ward, Economic Development Planner; Roger Lee, Building Inspector; Joseph Williams (The News Reporter); and Emory Worley Mayor Mann called the meeting to Order at 5:03 pm. 3.1) Budget FY2022-23 Final Review and Discussion 2) CALL TO ORDER 3) PURPOSE OF MEETING Mayor Mann deferred the meeting to Mr. Currie. Mr. Currie explain that the purpose for this meeting was present to Council a summary of highpoints to begin the preparation for the FY2022-23 budget. Mr. Faulk briefly addressed Council regarding the proposed expansion of the street crew. Mr. Brown approached Council and reviewed with them the proposed expanded street crew in the Public Works department. He briefly reviewed the scope of capabilities in expanding the streets division. He advised that some of those capabilities would 1) allow staff toi immediately patch utility cuts and potholes, 2) reduce the number of complaints from citizens and reduce liability claims, 3) use of higher quality repair materials for longer lasting repairs and is more cost effective and efficient, and 4) expanding the street crew allows for more focus, higher productivity, and greater efficiency. Mr. Brown explained how the proposed budget can absorb the cost paving equipment and materials. Discussion ensued between Council, Mr. Brown, and Mr. Currie. Mr. Brown explained the distribution of costs associated with a paving crew (Sewer, Water, Sanitation, and Powell Bill). Mr. Brown advised that an increase in water and sewer fees were needed to assist in funding the venture. Discussion ensued pertaining to availability of equipment and funding. Mayor Mann stated that he felt there was a consensus among the Council to move forward with adding the venture tot the proposed budget. All council members concurred. Mr. Brown continued by explaining the proposed budget summary relating to the City's operating funds, professional fees and allocation of costs, increasing fuel costs, debt schedule, requests for additional headcount, the City's conceptual spending plan, requested and proposed capital outlay expenditures, proposed ARP funds budget, and fund summaries of the proposed budget. 4) ADJOURNMENT May 10, 2022 ate 6:12 pm.
