Mayor Vehaun called the meeting to order at! 5:01 pm. A. Approval ofthe Agenda (2:45) Council Member Ervin made a motion to approve the agenda, with one change, moving public comment to after Presentations and Reports. Council Member Thornton seconded the motion which passed unanimously, 6-0. B. Consent Agenda (3:25) 1. Approval of the September 19, 2023, Regular and Closed Session Meeting Minutes 2. Approval of the Tax Collection Report for the period ending August 31, 2023. 3. Resolution 2023-014 - Encouraging the voluntary reduction ofs single-use plastics (Resolution supersedes Resolution 2023-013 adopted. August. 15, 2023) 4. Resolution 2023-015 Expanding the Interlocal Agreement with the North Carolina League of Municipalities for the purpose of adding employee healthi insurance. 5. Introduction of Ordinance 2023-Oxx- - Amendment to Ch. 22. Miscellaneous Offenses for the purpose of updating public safety standards regarding weapons and firearms. 6. Ordinance 2023-023 - Budget Amendment toi the General Fund FY 2023-2024 Operating Budget to Vice Mayor McAllister made ar motion to approve the Consent Agenda. E. New Business (1:30:5) 1. Public Hearing-Ordinance 2023-024, azoning text amendment to Ch. 54 of the Town of Woodfin Code of Ordinances to clarifya and update definitions, standards, and/or uses affecting building and structure Height, Non-conformities, and Mountain Village zoning. Planning Director Hurley gave a brief overview of the zoning text amendment. Mayor VeHaun opened the Public Hearing at 6:41 pm. There was no public comment. Mayor VeHaun closed the Public Hearing at 6:42 pm. 2. (1:43:19) Council Member Edgerton made a motion to approve Ordinance 2023-024, finding that it isr reasonable, is ini the public interest, is consistent with the Town of Woodfin comprehensive plan, and meets the development needs or the community ini that the request: 1. Provides additional clarity and predictability to development requirements, thereby supporting economic development; and 2. Ensures that the Town's planning, zoning, and permitting processes facilitate sustained and positive development and support the needs of business and industry. 3. Preserve and enhance Woodfin's open space, natural environment, and community character. Council Member Ervin seconded the motion, which passed unanimously, 6-0. F. Adjournment (1:44:29) which passed unanimously, 6-0. Council Member Ervin made a motion to adjourn the meeting.
