He presented the framed resolution to Mrs. Deborah Guyton. Chief Ipock presented a memorial flag box to Mrs. Guyton and also one to Detective Guyton's daughter, Izma. Chief Ipock presented Detective Guyton's service weapon to Mrs. Guyton. Chief Ipock explained that in compliance with Chapter 17C of the General Statutes of the State of North Carolina and specifically with the appropriate Rules of Chapter 9 to Title 12 of the North Carolina Administrative Code, as promulgated by the Criminal Justice Education and Training Standards Commission under the authority of that Chapter, Ms. Joni Marie Bland, has submitted all required documentation and fulfilled all requirements necessary to the determination of her suitability to be appointed as a Law Enforcement Officer within this State of North Carolina. He presented to Officer Bland her General Certification 8.3) Law Enforcement General Certification Certificate. 2022-23#1 9) BUSINESS 9.1) Stream flow Rehabilitation Program Grant Budget Amendment LFY Mr. Brown explained that FY2022-23 Budget Amendment #1 will establish a special project fund for the Stream flow Rehabilitation Program Grant for debris removal from Soules Swamp and White Vickie Pait MOVED to approve FY2022-23 Budget Amendment #1. Crew Equipment Budget Amendment FY2022- Mr. Brown explained FY2022-23 Budget Amendent #2 which will make provisions in the budget for loan proceeds and the capital outlay for the paving equipment. Mr. Faulk explained the process for ordering the equipment as well as training staff of its operation. Brief discussion Jimmy Clarida MOVED to approve FY2022-23 Budget Amendment #2. 23#2 ensued. VOTE: 6-0 (Unanimous) Nays: 0 Yeas: 6 (Terry Mann, Jimmy Clarida, Vickie Pait, Tim Collier, Helen BI Holden, Emory Worley) Absent: 1 (Kevin Williamson) 10) COUNCIL COMMENTS Council Member Worley provided comments pertaining to his concerns that the City is not doing enough regarding economic development growth. Brief discussion ensued with Mayor Mann and Mr. Currie explaining that thep position and initiative is still relatively new and that great strides towards future growth have been completed by Ms. Madison Ward and her predecessor, Mr. Sean Martin. Council Member Collier asked if a timeline had been established for, improvements at West Whiteville park, Mr. Currie advised that he would follow up with Mr. Spivey and respond. Council Member Holden asked if guidelines have been established for the downtown social district. Mr. Lewis reported that he had the guidelines and the social district would hopefully be established within 60 days. Mayor Mann commented on the staff who work in the finance department who handle utility billings. He stated that he witnessed how busy they were on last Friday in dealing with customers walking in and complaining about the new utility rates. 11.1) Manager's Update 11) REPORTS Mr. Currie reported on the following areas: 1)a brief update regarding customer complaints related to the new utility rates, 2) Phase II Mollies Branch- the Notice to Proceed has been moved back to September 1, 2022 due to the inability for the contractor to get materials, 3) BRIC Grant he reported that the City was notified this week that we did not get the BRIC grant, he advised that staff willy work with FEMA to improve the grant and staff will resubmit and that staff is working with WithersRavnel to help with the grant writing process, and 4) NCDOT Public Meeting on August 9, at the building across from City Hall (Old BB&T branch) there will be a public meeting to review the county transportation plan, he reported that this is an effort to project upgrades and improvements for the county over the next 10-20 years, he advised that the meeting will begin at 4 pm and run to 7 pm and iti is a drop in Mr. Currie deferred to Mr. Lewis so to provide an update on the progress of developing a food truck ordinance. Mr. Lewis explained that at the Planning Board's meeting on August 1, 2022, the Planning Board voted tot table the matter.
