Grant Award (EMW-202-FG-07258) Mr. Currie explained that the Fire Department received notification that the City has been awarded the FY2021 Assistance to Firefighters Grant (AFG). He stated that the grant award will used towards purchasing Hydraulic Extraction Tools, Air Bags, and a Spreader and Cutter for the fire department. The grant award total is $36,293. He explained that this isa 95/5 percent match grant. The City's cost share of this grant is Vickie Pait MOVED to approve the AFG: 2021 Grant Award. Helen BI Holden SECONDED the motion. Yeas: 7 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Kevin Williamson, Emory Worley) 8.2) Consideration for Application for the NC League of Municipalities Mr. Currie explained that Staff is requesting City Council to authorize the City Manager and Fire Department to apply for the NC League of Municipalities Workers Comp Grant. He reported that this grant will help purchase equipment and services that will either reduce the potential for injury to ai firefighter or reduce the risk of property loss or liability to the department. He advised that members are eligible for up to $5,000, annually for each pool in which they participate and that equipment must directly and primarily benefit the department, its employees, facilities, rather than the general public at large. He stated that the City will apply for ballistic vests for each apparatus should Council authorize applying for the grant. The estimated cost of these vests is $18,081. The City's cost, if awarded the grant is approximately $13,081. He advised that the grants are scheduled to be awarded in December Jimmy Clarida MOVED to approve the City Manager and Fire Chief to submit the grant application to the NC League of Municipalities Workers 2022. VOTE: 7-0 (Unanimous) Nays: 0 Absent: 0 Yeas: 7 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Kevin' Williamson, Emory Worley) 8.3) Amendment: #1 to Buyout Agreement between the Cityof Whiteville and North Carolina Office of Recovery and Resllency_INCORB) Mr. Currie reminded Council that prior to COVID 19, the City was approved for a buyout program in the area of Virgil Street over to Main Street and all streets in that particular part of the City. He explained that this area is prone to flooding and was a part of the original buyout area. He reported that currently the City is working with the Coastal Design Lab and they have worked with NCORR to help expand the buyout area. This new area will parallel Mollies Branch. Mr. Currie and Mayor Mann reported that an estimated timeline for the project is 18 months. VOTE: 7-0 (Unanimous) Nays: 0 Absent: 0 Yeas: 7 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Kevin' Williamson, Emory' Worley) 8.4) Consideration for an Update to the Sewer System Asset Management Mr. Currie reminded Council that at the August 23rd meeting, Council approved for staff to apply for ARPA funds to continue with sewer line/system rehabilitation. He explained that to gain as many points on the application as possible, Council is being asked to update the Capital Improvement Projects list contained in Section 7 of the Sewer Asset Plan-F Resolution No. 2022-R-150 Management Plan. He explained that the projects are the Phase III Sewer Improvements (Thompson Street) as well as Lift-station 2 and Jimmy Clarida MOVED to approve Resolution No. 2022-R-150, to update the Section 7 (Capital Improvement Projects) of the current Lift-station 3. Brief discussion ensued. Sewer Asset Management Plan. Helen B Holden SECONDED the motion. VOTE: 7-0 (Unanimous) Nays: 0 Absent: 0 Yeas: 7 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Kevin Williamson, Emory Worley) 9) COUNCIL COMMENTS Council Member Pait inquired of a house behind Whiteville United Methodist Church, she stated thati it looks bad. Mr. Currie and Mr. Lewis advised that they would ask Mr. Andy Thomas to look at pertaining to a code enforcement issue. She also stated that there is large cat population in that area. Council Member Williamson stated that the ppoerty on Mary Lane looks much better now. Council Member Worley inquired of what is a social district. Mr. Lewis explained that is a concept supported by the Main Street Community to include a logo for marketing and branding purposes. Mayor Mann advised that it is an areai that will be heavily regulated and will serve events like the Mountain tot the Sea Cyclists, who will be in Whiteville in October. Council Member Collier inquired of the display of flags downtown, stating that it had been reported to him that the City would not allow them anymore. Mr. Lowder reported that is not the City's intention. He stated that the City is looking at new ways to display flags more safely. In the past, the flags were placed by private citizen(s) and not owned by the City. Mayor Mann commented that it appears the the trash and Leaf & Limb pick upl has greatly improved with the new contractor GFL. 10) REPORTS 10.1) Manager's Update Mr. Currie reported on the following matters: 1)NCSU Coastal Design Lab He reported that two great meetings had been held at the Dream Center and the Downtown area. He advised there is lots of interest in the options that were displayed as far as flooding. He reported that the Mayor has discussed with the group when they will give Council an update on the floodprint and expect that report 2) Website Design Staff is working diligently on a new website design with VC3 to rebuild the site with more features than in previous years. He reported that every five years the City can rebuild the site as part of the program. Staff is working to make the site more user friendly, easy tor navigate but more information for the visitors to the site. 3) Parades and Festivals He reported that Staff has been working on several parades and festivals that are coming up over the next three 4) NCDOT Project He advised that the by-pass project is beginning to move good. The contractor is concentrating more along the very northern section from Smyrna Road to the four lanes. Utilities are causing some issues along the way. and that the City has lots of old lines int the areas with very little mapping that is helpful. Williams, CITY CLERK bilus I7 RESOLUTION NO.2022-R-150 TOAPPROVE AN UPDATED SEWER: SYSTEM ASSETI MANAGEMENT PLAN WHEREAS: The City of Whiteville has developed a sewer system in and around the City of WHEREAS: Said municipal sewer system is operated and maintained by the City of WHEREAS: The City of Whiteville recognizes the need for, and advantage of, maintaining WHEREAS: The City of Whiteville received an Asset Inventory and Assessment Grant from Whiteville; and Whiteville; and adequate short-term and long-term planning for capital improvements and asset the North Carolina Department of Environmental Quality to assist inj planning for management fort the sewer system; and capitali improvements and asset management; and WHEREAS: Saids sewer system assetr management plan has been updated. NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of Whiteville that the Updated 2022 Sewer System Asset Management Plani is hereby approved; and BE IT FURTHER RESOLVED that the City Council authorizes staff to update the plan as new information becomes available.
