Madison Street, Whiteville, NC, 28472 The Regular Meeting of the City Council of the City of Whiteville was called to order on Tuesday, October 11, 2022, at 6:30 p.m., at 317 S. Madison Street, Whiteville, NC, 28472. 1) ROLL CALL PRESENT: ABSENT: Terry Mann, Jimmy Clarida, Tim Collier, Helen BI Holden, Vickie Pait, Kevin' Williamson, and Emory' Worley None. OTHERS IN ATTENDANCE: Darren Currie, City Manager; Carlton Williamson, City Attorney; Bonnie Williams, City Clerk; Colburn Brown, Finance Director; Doug Ipock, Police Chief; Robert Lewis, Planning Director (via Teams); Joseph Williams (The News Reporter); David Heath; Don Croteau; and other Members of the Public 2) CALL TO ORDER By Mayor Mann at 6:30 pm. 3) INVOCATION Mayor Mann announced that former Council Member Tim Blackmon passed away earlier in the evening asked that everyone share a moment of silence due to his passing. 4) PLEDGE OF ALLEGIANCE Led by Mayor Mann. 5) ADOPTION OF AGENDA Tim Collier MOVED to approve the agenda as presented. VOTE: 7-0 (Unanimous) Nays:0 Absent: 0 Jimmy Clarida MOVED to approve the minutes for the regular meeting on Yeas: 7 (Terry Mann, Jimmy Clarida, Vickie Pait, Tim Collier, Helen B Holden, Emory' Worley, Kevin Williamson) 7) PUBLIC COMMENT None. 8) BUSINESS 8.1) Consideration for Approval of Demolition! in HMGP Buyout Program Mr. Currie explained to Council that this demolition is part of the Hurricane Matthew HMGP program. He discussed a letter from the Adams Company addressing bid summaries along with a recommendation from the Adams Company. He reported that they project cost is $6,700. He stated that staffi is recommending approval of the bid award to Brent Barfield for the demolition work. Brief discussion ensued between Council Member Worley and Mr. Currie regarding asbestos being present in the project. Vickie Pait MOVED to approve staff's recommendation for the approval of the bid award to Brent Barfield for demolition work. Tim Collier SECONDED the motion. VOTE: 7-0 (Unanimous) Nays: 0 Absent: 0 Yeas: 7 (Terry Mann, Jimmy Clarida, Vickie Pait, Tim Collier, Helen B Holden, Emory Worley, Kevin Williamson) 8.2) Consideration for the Acception and Adoption of the Water Asset Management Plan (Resolution No. 2022-R-151) Mr. Currie explained that the City has been working with Engineering Services to produce a water asset management plan to pair with the sewer asset management plan. He advised that this plan identifies all of the water assets and puts together a comprehensive look at the system. He stated that over the next five years, the city needs to invest approximately $28 million. He stated that currently, with the aid of this study, the City has an application submitted for approximately $5.9 million to begin this process. He stated that staff is requesting Council approval for this plan by the adoption of Resolution No. 2022-R-151. Brief discussion ensued between Council and Mr. Currie pertaining to the timeline for the plan andi its impact on local street paving. Jimmy Clarida MOVED to approve Resolution No. 2022-R-151, to accept the Water Asset Management Plan. Helen BI Holden SECONDED the motion. VOTE: 7-0 (Unanimous) Nays: 0 Absent: 0 Yeas: 7 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Kevin' Williamson, Emory Worley) 8.3) Magnolia Park Final Subdivision Plat Approval Mr. Robert Lewis joined the meeting via Teams to present this matter to Council. He explained that Mr. Don Croteau was present should the Council have any questions. Mr. Lewis explained that Mr. Croteau has submitted an application and final plat for a major subdivision in the 5300 Block of Pleasant Plains Church Rd. (PID#4579, 90388, 5444) for the use of two-family dwellings (duplexes). He explained that the total acreage is +5.9 acres and the applicant proposes to subdivide the lots into 12 lots for a total of 24 units. He shared that the Planning Board recommended approval of the final plat per final installation of all utility lines and infrastructure, including streets to city standards and specifications. Mr. Lewis stated that with final plat approval, lots can be recorded and construction may begin upon issuance of zoning and building permits fori individual units. Mr. Lewis recommended approval of the Final Plat for Magnolia Park. Mr. Croteau asked if Council had any questions. Council Member Worley inquired as to whether the City imposes impact fees. Mr. Currie advised that the City does not at this time. Mr. Lewis reviewed with Council the fees associated with plat reviews. Mr. Currie advised that this was the first subdivision for Whiteville in many years. Mr. Williamson (Carlton) reported on the status of impact fees in North Carolina, advising the Council to not proceed with implementing impact fees due to pending litigation on the matter. Mayor Mann asked Mr. Croteau if the selling price of the units were the same as first proposed. Mr. Croteau advised they were and iterated the prices. Council Member Worley asked ift the units were stick built and Mr. Croteau confirmed the units are: stick built. Jimmy Clarida MOVED to approve the Final Plat for Magnolia Park Subdivision including infrastructure and street dedication to the City of Whiteville. Helen BI Holden SECONDED the motion. VOTE: 7-0 (Unanimous) Nays: 0 Absent: 0 Yeas: 7 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Kevin' Williamson, Emory Worley) 9) COUNCIL COMMENTS Council Member Williamson thanked staff for their efforts with the Columbus County Fair Parade and stated it was a good parade. Council Member Collier asked that if the Christmas Parade was now taken over by the City and would all of Council be riding together in that parade. Mr. Curried confirmed that the City has taken over the Christmas Parade and that Council would ride together. Council Member Worley commented on the NC Cycle event from last weekend. He commended everyone who organized and worked the event. He also asked that someone replace the United States flag outside of City Hall,, he reported thati it is in rough condition. Mr. Currie stated he would follow up. Mayor Mann commented on the NC Cycle event as well, stating that he had recieved positive comments about the City's hospitality and the City. He stated that he had recieved al letter from Ms. Joan McPherson (Chamber of Commerce), that was from the wife of one of the cyclist from Winston-Salem. He read the letter to Council. He stated that the author of the letter says her husband was very impressed with Whiteville. 10.1) Manager'sUpdate 10) REPORTS Mr. Currie reported on the following areas: 1.M Mollies Branch Phase II He stated that the contractor is moving some equipment in over on Franklin Street as well as other supplies. He stated that the contractor confirmed the start up date is still around 2. Water Asset Management Plan (on the agenda )- He advised that this plan lays out and identifies all of the water system assets. He reported that there is a condition identified for each asset, excellent, good etc. and that many of our assets are in need of repair. This lays out a capital improvement plan the City can work towards. This plan also aids the City with applications and points relating to the application 3. Meeting with Representative David Rouzer He reported that several community leaders had lunch this week with Representative Rouzer and he provided the group an update on the legislative actions that are upcoming in Washington D.C.
