Public Hearing Review and approval of Ordinance #2024-03, adopting the Woodfin Together comprehensive plan - Nate Baker, Quantum Engineering Mayor McAllister opened the Public Hearing at 6:42 pm. There was no public comment. Mayor McAllister closed the Public Hearing at 6:43 pm. Vice Mayor Ervin made ar motion to approve Ordinance #2024-03, adopting the Woodfin Together comprehensive plan finding that iti is reasonable, in the public interest, is consistent with town adopted goals and plans, and meets development and other goals of the community in that the request: 1. Meets the statutory requirements fora a municipal comprehensive plan; 2. Ensures that the towns planning, zoning, and permitting process, facilitates sustained and positive development, and supports the need ofr residents, business and industry; 3. Promotes Council's strategic goals including excellent town: services, affordable living, equity andi inclusion, investment in transportation andi infrastructure, and fostering sense of place through quality government facilities. Council Member Kahn seconded the motion which passed unanimously, 5-0. 2. Discussion regarding the disposal oft town-owned property located at 99999. Appalachian Village Road andi identified int the Buncombe County Tax Record as PIN 9731-54-0323. Council Member Kahn made a motion toi instruct stafft to: 1)i initiate a rezoning of the property located at 99999. Appalachian Village Rd. identified int the Buncombe County Tax Record as PIN 9731-54-0323 from Transitional District to Residential-21, and 2) movei forward with the disposal of the same real property by usingt the upset bid process. Council Member Edgerton seconded the motion which passed unanimously,5 5- 3. Discussion on how the Town Council would like to respond to the de-annexation movement, after the community meeting with residents residing west of the river; and what direction the Town Council Member Edgerton made a motion to direct Town Staff to follow up with residents west of the river inwritingt that is limited to a notification stating that there had been a request for de-annexation, and present them with an opportunity to share any feedback, thoughts or policy arguments they may have that the town should consider as it works through that petition; including a means by which to communicate those thoughts.
