A. Approval of the Agenda Vice Mayor Ervin made ar motion to approve the agenda. Council Member Kahn seconded the motion which passed unanimously, 5-0. B. Consent Agenda 1. Approval of the. January 16, 2024, Regulara and Closed Session Meeting Minutes. 2. Approval of the. January 29, 2024, Special Meeting Minutes. Council Member Thornton made a motion to approve the consent agenda. Vice Mayor Ervin seconded the motion, which passed unanimously, 5-0. New Business 1. Woodfin Town Council Annual Strategic Retreat I. Town Council and Town Staff introduced their selves by describing their superpower. II. Orientation: Kristy Carter/Retreat Facilitator A. Roles: Council, Manager, Staff Kristy Carter went over the rolls ofl local government: How Town Council, Town Staff and Town Manager work together to process information and carry out task. Retreat Facilitator Carter asks everyone to start thinking about their roll and goals for 2024. Retreat Facilitator Carter discussed key governance roles including community building activities, strategic vision, trustee steward, consistent advocate, decision making, and oversight-maintenance oft the town. III. Looking Ahead to 2024 A. Comprehensive Plan: Shannon Tuch & Kristy Carter 1/Page Facilitator Kristy Carter gave the Town Council and Staff al brief overview oft the steps taken to develop the Comprehensive Plan. Thet task fort today is to decide what the strategic priorities are for the comprehensive plan. What items are you willing to pay a premium for? Finishing the Greenway, community gardens, town hall, to change the chemicals that we use in public works to control vegetation, community center, Riverside Park, and affordable housing are some of thei ideas that were suggested by Council Members. Questions posed were: 1) Why! have a plan? 2) Who uses the plan and how? 3) What does the plan include? 4) Action Steps-Opportunities to use the plan: To make decisions on future development, zoning regulations, and capital projects. B. Financial Outlook: Sheri Powers & Shannon Tuch Finance & Budget Director Powers along with Manager Tuch gave staff and Town Council an overview oft the 2024 Budget. 1) FY2024 Budget Review & Update Revenues/Expenses + Fund Balance) 2) Revenue Expansion + Expense Reduction Opportunities 3) Debt Service & Projections 4) Tax Revaluation Analysis 5) Expansion Budget Considerations (Parks, Staffing, Solid Waste, Streets) 6) Town Hall Feasibility Next Steps: Sheri Powers & Shannon Tuch a. Cost Estimates & Debt Capacity b.A Architectural Plans RFQ - West of the River Community Meeting/De-annexation Request: Shannon Tuch Manager Tuch: summarized the feedback gathered from community members that attended the West of the River Community Meeting. Manager Tuch also reviewed the location, population, number of properties, land area and town property tax percentage of the areal being considered for de-annexation. Manager Tuchs shared factual responses to comments that were made at the community meeting by residents. She also gave al brief Mayor McAllister: and Council Members posed questions to gain additional information on the topic from overview of the legislative process that would bet followed for de-annexation. Manager Tuch's presentation. Retreat Facilitator Carter posed two questions toi the council: What aret the questions you have? What do you need to make a recommendation? After a brief discussion Council Member Edgerton proposed that the Town Council add the vote for or against de-annexation tot the April Town Council Agenda. Review 2023 Goals Retreat facilitator Carter reviewed 2023 Town Council Goals and asked Town Council and staff what goals were accomplished, and which goals staffa and council are still working on. Town Council and staff shared accomplishments in 2023. 2/Page B. Keep, Add, Remove, Edit Retreat facilitator Carter introduced high, moderate, and low categories for the future Council to-do list. The Town Council brainstormed ideas and priorities that thei towns shouldi focus on, aligning them with Town Council Goals and placing them as a high, moderate, or low priority.
