VOTE: 7-0 (Unanimous) Nays: 0 Absent: 0 Vickie Pait MOVED to approve the minutes for the regular meeting held Yeas: 7 (Terry Mann, Jimmy Clarida, Vickie Pait, Tim Collier, Helen B Holden, Emory' Worley, Kevin Williamson) 7) PUBLIC COMMENT None. 8) BUSINESS 8.1) Consideration for Ordinance No. 2u208/.Becney.funs Ordinance, The American Rescue Plan (ARPA) Mr. Brown explained that the American Rescue Plan funds are also known as the Coronavirus State and Local Fiscal Recovery Funds, and are distributed by the US Department of the Treasury. These funds were authorized by Sections 602(b) and 603(b) of the Social Security Act, as added by section 9901 of the American Rescue Plan Act, Publication L, No. 117-2 on March 11, 2021. Allowable categories for use of these funds include investments in water, sewer, and broadband. He noted that in order to receive the funds and be compliant with the rules for accepting the funds, a project budget ordinance must be approved and adopted by the governing body. He explained that the City had already accepted the funds and now the matter of approving and adopting the project bduget ordinance is simply a housekeeping item that needs to Mr. Brown explained the content of the proposed budget ordinance and brief discussion ensued pertaining to the status of street repairs and funding sources. Briefly discussed was the matter of lighting the tennis courts, Mayor Mann advised that would be a conversation later in a different meeting. Council Member Williamson stated that he wanted Council to be presented with at formal presentation regarding the status of the paving equipment and crew for paving projects. B Holden, Emory Worley, Kevin Williamson) 8.2) Considerationi for the Rescheduling.or Cancellation oft the Following Mayor Mann explained that the date for the regular Whiteville City Council meeting scheduled on December 27, 2022 falls during the week of the scheduled City Holiday(s), for Christmas. He reported that the City will observe Christmas on the dates of December 23, 26, and 27, 2022 (Friday, Monday, and Tuesday). Brief discussion ensued. Jimmy Clarida MOVED to approve canceling the meeting scheduled for December 27, 2022 due to the observance of Christmas Holidays and call for a Special Meeting should the need arise. VOTE: 7-0 (Unanimous) Nays: 0 Absent: 0 UpcomingMeeings:December2Z.2022 Yeas: 7 (Terry Mann, Jimmy Clarida, Vickie Pait, Tim Collier, Helen B Holden, Emory' Worley, Kevin Williamson) 9) COUNCIL COMMENTS Council Member Williamson reported that he had heard there is an opportunity for US Census information to be reviewed in order to ensure the information is correct for aj jurisdiction. He asked that the City take that opportunity. Mr. Brown advised that he would reach out to the City Attorney in order to make a plan. Council Member Worley stated that he had concerns with the staffing of the fire department as depicted on the monthly report. He asked if the City should be concerned with the City's ISO rating. Chief Yergeau responded by stating the issue regarding staffing is a national problen and extends to police department staffing as well. He advised that the staffing level is not helping the City but nor isith harming the current ISO level. Chief Yergeau briefly discussed with Council the ways that the Cityi is trying to recruit and retain staff for the Fire department. He reported that talks and plans are in place to partner with Whiteville High School and Southeastern Community College to develop fire academies. Mayor Mann reported that Mr. Currie has been in discussions with both the high school and the college as well. Mayor Mann reported that he recently spoke with Dr. Whichard, Superintendent for Whiteville City Schools, regarding at tree that he intends to take down due to the tree being sick. He reported that the new tennis courts are not safe with the tree sO near by to the courts. Mayor Mann wished everyone al Happy Thanksgiving. 10.1) Monthly Departmental Reports for October 2022. 10) REPORTS The following departments submitted monthly departmental reports to Council for the month of October 2022: City Clerk, Economic Development & Planning, Fire, Human Resources, Inspections, Parks & Mayor Mann asked Ms. Ward to report on the downtown activities scheduled for Saturday night (November 26th). She reported it is the lighting of the downtown Christmas tree at 5pm, and that family friendly events also would be held. She also reported that the Whiteville Christmas parade is scheduled for Sunday, December 4th at 6pm. Mayor Mann, Council Members Collier and Worley stated that they would be riding in the parade. All concurred thati ify you planned to ridei in the parade, you should meet in the City Hall parking lot at 5:30 pm on December 4th. Ms. Ward thanked Mr. Spivey and his staff (Parks and Recreation) for all of their help and hard work for the upcoming Mr. Brown reported that during the night (November22nd) the Public Works department would be making a repair on water lines in Flowers Pridgen Road area. He provided an update on the status of materials needed for the improvements in West Whiteville Park. He reported on the MAPS Salary Study and its schedule for a recommendation to Recreation, Police, and WWTP. Christmas related events.
