Madison Street, Whiteville, NC, 28472 The Regular Meeting of the City Council of the City of Whiteville was called to order on Tuesday, March 28, 2023, at 6:30 p.m., at 317 S. Madison Street, Whiteville, NC, 28472. 1) ROLL CALL PRESENT: ABSENT: Terry Mann, Jimmy Clarida, Tim Collier, Helen BI Holden, and Emory Worley Vickie Pait, and Kevin Williamson OTHERS IN ATTENDANCE: Darren Currie, City Manager; Carlton Williamson, City Attorney; Bonnie Williams, City Clerk; Colburn Brown, Finance Director; Blake Spivey, Parks and Recreation Director; Doug Ipock, Police Chief; David Yergeau, Fire Chief; Robert Lewis, Planning Director; Hal Lowder, Emergency Services Director; Madison Ward, Economic Development Planner; Joseph Williams (The News Reporter); and Members oft the Public Mayor Mann called the meeting to Order at 6:30 pm. Yeas: 5 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Absent: 2 (Vickie Pait, Kevin Williamson) 6) APPROVAL OF MINUTES 6.1) Consideration for Approval of Minutes and regular meeting held on March 14, 2023. Tim Collier SECONDED the motion. VOTE: 5-0 (Unanimous) Holden, Emory Worley) Nays: 0 Jimmy Clarida MOVED to approve the minutes for the special meeting Yeas: 5 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Absent: 2 (Vickie Pait, Kevin' Williamson) Brief discussion ensued with Council Member Worley asking ifa section in the minutes for the Special meeting on March 14, 2023 addressing the costs of police vehicles, if listed as correct. The minutes stated the costs to be $300,000 for three vehicles. Mayor Mann reported that was correct and Chief Ipock explained that the referenced $300,000 was reflective of a vehicle rotation program for 3 years. No changes to the motion. 7) PUBLIC COMMENT None. 8) BUSINESS 8.1) Application for 2023 Healthy City Program Mr. Spivey explained that the Parks and Recreation Department is asking for approval to apply for the 2023 Healthy Cities Grant. He reported that if awarded and accepted, the City would receive $35,000 towards building a new Fitness Court at the Recreation Center Complex along the walking trail. Mr. Spivey and Mr. Currie advised that this fitness court will be much like the one located in the north part of the City. Mr. Spivey advised that there is a funding match of $125,000-5175,000, if awarded. Mr. Spivey showed a brief video explaining the grant and the benefits offered byt the fitness court. Discussion ensued with Council Member Worley asking what the impact might be regarding local gyms. Mayor Mann stated he did not think there would be any significant impact to businesses for local gyms. Mr. Spivey reported that he estimated $125,000 would be the City's part of the match. Mr. Currie advised that the project could provide opportunities for local artists. Mayor Pro Tem Clarida and Council Member Holden stated they thought the project is a goodi idea. Jimmy Clarida MOVED to approve the submittal of the Healthy Cities grant application and authorizing the City Manager to sign the application. VOTE: 4-1 Helen BI Holden SECONDED the motion. Yeas: 4 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden) Nays: 1 (Emory Worley) Absent: 2 (Vickie Pait, Kevin' Williamson) 9) COUNCIL COMMENTS Council congratulated Ms. Ward and Mr. Lewis on the City obtaining the national designation in the Main Street program. Mayor Mann commented on the community meeting held the night before. Brief discussion ensued. Mayor Pro Tem Clarida asked Mr. Spivey what is a probable award date for the grant. Mr. Spivey advised it could be July 2023. 10.1) Manager's Update 10) REPORTS Mr. Currie reported on the progress of the Mollies Branch Phase II, stating it has slowed down due tot the contractor running into a snag with existing lines. He reported that elevation shots were off causing the manhole at the intersection of Caldis and Madison Streets to be off. He reported that the contractor has worked out a fix with the engineer and Departmental reports for the month of February were received by the Council in their agenda packets from the Office of the City Clerk, Economic Development and Planning, Fire, Human Resources, Parks Terry Mann MOVED to approve the adjournment of the regular meeting held on Yeas: 5 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, progress should pick up over the next week. 10.2) Monthly Departmental Reports for February 2023. and Recreation, and WWTP departments. 11) ADJOURNMENT March 28, 2023 at 6:47 pm.
