Madison Street, Whiteville, NC, 28472 The Regular Meeting of the City Council of the City of Whiteville was called to order on Tuesday, July: 25, 2023, at 6:30 p.m., at 317 S. Madison Street, Whiteville, NC, 28472. 1) ROLL CALL PRESENT: ABSENT: Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Kevin Williamson, and Emory Worley None. OTHERS IN ATTENDANCE: Darren Currie, City Manager; Carlton Williamson, City Attorney; Colburn Brown, Finance Director; Robert Lewis, Planning Director; Madison Ward, Economic Development Director; Hal Lowder, The regular meeting was called to Order by Mayor Mann at 6:30 pm. VOTE: 7-0 (Unanimous) Nays: 0 Absent: 0 Vickie Pait MOVED to approve the minutes for the regular meeting held Yeas: 7 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Kevin Williamson, Emory Worley) 7) PUBLIC COMMENT None 8) BUSINESS 8.1) Consideration for Approval of Contract with Gresham Smith Engineering Mr. Currie explained that this matter is in reference to a contract between the City and Gresham Smith for the engineering and design work on the Mollies Branch Stream Restoration project. He reported that this project was identified by the Coastal Dynamics Design Lab of NCSU in the flood print for the City. He advised that much public input has been received through several public meetings. He stated that efforts are continuing to get additional funding for construction, however this portion of the project is funded by Golden LEAF and NCORR. The total cost of the project is $252,480 which is divided into five(5) separate tasks. The Golden LEAF grant is $237,480 and the NCORR grant is $15,000 which totals $252,480 for the project. Brief discussion ensued. Jimmy Clarida MOVED to approve the contract by and between the City of Whiteville and Gresham Smith Engineering for the Mollies Branch Stream Restoration Project. Mr. Currie explained that an unknown service was found underground and had to be moved in addition to moving curb and gutters. He advised the cost for the additional work will be split between the City and the contractor. Council Member Collier inquired of the budget for improvements to West Whiteville Park. Mr. Currie explained that the funding in the budget is for playground equipment. Council Member Collier advised that the restrooms and the parking lot are in need of repair. Mr. Currie advised he would look into the needed bathroom repairs and have gravel from the City's gravel reserve added tot the parking lot. Council Member Williamson asked for an update pertaining to the impact to local businesses in regards to the Hwy 701 construction project. Mr. Lewis provided a brief report and advised that future rezonings will be coming to Council as related to the project. Mr. Lewis reported that Biscuitville and Starbucks is still planning to come to Whiteville. 10) REPORTS 10.1) Manager's Update Mr. Currie reported that the Columbus County Intergovernmental. meeting on August 28th at 6:30 will be hosted by the City. He reported that the meeting will be held at Vineland Depot and Mr. Al Leonard will be sending out invitations once all plans are finalized. He reported that the Mollies Branch Stream Restoration project team from CDDL and city staff met with the engineers this week to iron out the details of the City Council received in their agenda packet monthly departmental reports for June from the following departments: City, Clerk, Economic Development, Emergency Services, Finance, Fire, HR, Inspections, Parks and Recreation, Planning, Police, and) WWTP. contract. 10.2) Monthly Departmental Reports for. June 2023 11) CLOSED SESSION 11.1) Pursuant to NCGS 143318.110.0.4) Jimmy Clarida MOVED to approve convening Open Session and Move into Closed Session at 6:50 pm, pursuant to NCGS 143.318.11 (a)_(1) (4) Summary Conference with Legal Counsel - to discuss matters relating to the location or expansion of industries or other businesses in the area served by the public body, including agreement on a tentative list of economic development incentives that may be offered by the public body in negotiations.
