In particular, outdated information on the internet regarding some of Whiteville's businesses. 8) BUSINESS 8.1) Consideration for FY2023-24 Budget Amendment #2 Golden Leaf Mr. Brown presented this matter to Council. He explained his request to Council regarding FY23-24 BA #2. He reported that FY2023-24 BA: #2 establishes the special project fund for the engineering costs of the Mollie's Branch stream restoration project funded by the Golden Leaf Engineering Cost Mollie's Branch Foundation. VOTE: 6-0 (Unanimous) Nays: 0 Yeas: 6 (Terry Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Emory Worley) Absent: 1 (Kevin Williamson) 9) COUNCIL COMMENTS Council Member Collier asked for clarification regarding why the City now has a policy to not have candy thrown to children from vehicles during parades. Mr. Currie explained that due to the death of child in a parade in Raleigh last year, the City's insurer (NCLM) does not recommend that practice to continue. He reported that the NCLM recommended that a policy be in place to discontinue that practice. He advised that parade participants can walk in the parade and hand out candy to children as they would be away from moving vehicles. Council Member Worley asked for clarification regarding elected officials being present in all parades. Mr. Currie explained that parade organizers answer a question on the City's Special Event application, asking if an invitation is extended to elected officials to ride in their parade. Mr. Currie stated that if the answer is no, an invitation is not extended to Council and if the answer is yes, staff will extend an invitation to Council on behalf of the parade organizer. Council Member Worley also asked for an update pertaining to manufacturing being brought back to the City through the City's Economic Development program. Discussion ensued with Mr. Currie explaining that when the position was first approved and implemented, its focus was on small businesses being brought into downtown and throughout Whiteville. Mayor Mann extended a thank yout to all City staff who gave up their Saturday to work the Music Festival downtown. 10) REPORTS 10.1) Manager's Update Mr. Currie reported that the Music Festival went well for the most part and extended his many thanks to staff and volunteers who assisted and ensured the day was fun for everyone. He extended a special thank you to Sally Mann and the Columbus County Arts Council for allowing staff to use their building. He reported that it gave staff a place to sit down, eat and relax a bit. He reported on the Mollies Branch Phase II stating that the project is completed as far as installation of pipe and manholes and cleanup has begun on the last half of the project. He advised that this completes the main line from Washington Street to lift station #1. He reported that the Mollies Branch Stormwater Project surveying has now begun and staff will get an update from the contractor on this next week. He reported that Water and Sewer proectsy/applications which Council approved at the last regular session meeting have been submitted to NC DEQ. He reported the City should be hearing about the results around the first of the year. Mr. Currie reported that Columbus County Government is holding a dedication ceremony for the Columbus County Government Complex on Monday, October 16, 2023 at 4:30 pm and has extended an invitiation to Council and city staff to attend.
