Madison Street, Whiteville, NC, 28472 The Regular Meeting of the City Council of the City of Whiteville was called to order on Tuesday, October 24, 2023, at 6:30 p.m., at 317 S. Madison Street, Whiteville, NC, 28472. 1) ROLL CALL PRESENT: ABSENT: Terryl Mann, Jimmy Clarida, Tim Collier, Helen BI Holden, Vickie Pait, Kevin Williamson, and Emory Worley None. Ceremony. Chief Ipock and Police Records Specialist, Kimberly Bullock introduced Officers Lacy Barton and Ethan Thompson. Ms. Bullock issued the Oath of Office to the new Officers and Chief Ipock presented them with their badge. Chief Ipock recognized three newly promoted Sergeants, Jonathan Pickering, Charlie Arnold, and Briana Blanks. Ms. Bullock issued the Oath of Office to the new Sergeants. 9) BUSINESS 9.1) Surplus Police Vehicles to Southeastern Community College_(SCC) Chief Ipock requested Council to consider donating one police vehicle and two police bikes to Southeastern Community College (SCC) for use int the Basic Law Enforcement Training (BLET) program. The vehicle is a2 2013 Dodge Charger with an odometer reading of 104,797; the VIN number is 2C3CDXATSDH568057 andi its current value is approximately $3,000. The approximate value of the two bikes is $200. He reported that the vehicle and the bikes are no longer used in the department and feels that SCC and its BLET program can provide good training to its Jimmy Clarida MOVED to approve donating one police vehicle and two students. Mr. Currie explained that employees exiting city employment are encouraged to complete exit interviews to assist staff in learning of the reasons for employment changes. Mr. Currie and some Council Members stated it appears to be a sign of the times with the younger workforce. Council Member Williamson asked that lighting for soccer and football fields be considered in the upcoming fiscal budget. 11) REPORTS 11.1) Monthly Departmental Reports for September 2023. The Council received the following September monthly departmental reports in their agenda packets from: City Clerk, Economic Development, Fire, HR, Inspections, Parks and Recreation, Planning, Mr. Currie reported on the Mollies Branch Phase II project. He explained that the project is nearing the end of completion. The contractor is working through ap punch list at this time. He also reported that surveyors have begun their work regarding the Mollies Branch Stream Restoration project. He stated that adjacent property owners have been mailed letters notifying them of surveyors Council Member Collier askedi if the Council would consider purchasing a small piece of property adjacent to West Whiteville Park. He stated that he had concerns with vegetative debris falling on the newly resurfaced courts. Mr. Currie advised that with the direction of the Council he would work with Council Member Collier to contact the owner and begin negotiations.
