Madison Street, Whiteville, NC, 28472  The City Council Special Meeting of the City of Whiteville was called to order on Tuesday, November 7, 2023, at 5:00 p.m., at 317 S. Madison Street, Whiteville, NC,  28472. 1) ROLLCALL PRESENT: ABSENT:  Terry! Mann, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait, Kevin Williamson, and Emory' Worley  None.  Council Member Collier arrived late tot the meeting at 5:03 pm.  OTHERS IN ATTENDANCE: Darren Currie, City Manager; Carlton Williamson, City Attorney; Bonnie Williams, City Clerk; Madison Ward, Economic Development Director; Robert Lewis, Planning Director; Doug Ipock, Police Chief; Dr. Gary Lanier, Columbus County Economic Development Commission; Joseph Williams (The News  Reporter) 2) CALLTOORDER 3) PURPOSE OF MEETING  Mayor Mann called the meeting to Order at 5pm.  3.1) The purpose oft the Special Meeting is to report on negotiations of property acquisition & economic development terms. Mayor Mann explained that the purpose of the Special meeting is for Council to receive a report pertaining to negotiations of property acquisition and economic development terms for discussion.  4) CLOSED SESSION  4.1) Pursuant to NCGS 143.318.11 (a)(1) (4) To discuss matters relating to the location or expansion ofi industries or other businesses int the area served by the public body, including agreement on at tentative list of economic development incentives that may be offered by the public Vickie Pait MOVED to approve Convening Open Session and Moving into Closed Session pursuant to NCGS 143.318.11 (a)(1)(4)T To discuss matters relating to the location or expansion of industries or other businesses in the area served by the public body, including agreement on a tentative list of economic development incentives that may be offered by the public body in negotiations at 5:02 pm. Helen BI Holden SECONDED the motion. VOTE: 6-0 (Unanimous), Pait, Kevin Williamson, Emory' Worley) Nays: 0 Absent: 1 (Tim Collier) Helen BI Holden SECONDED the motion. Mayor Mann reported that there had been some question about members of the Council riding in upcoming parades. He explained that the Veteran's Day Parade is Saturday, November 11th and in the past did not include an invitation for members of Council to ride in the parade. He reported that the Christmas parade is Saturday, December 2nd and did not know if an invitation for members of Council to ride in that parade would be extended.
