Mayor Mann explained that the Hwy 701 By-Pass road construction project was under the jurisdiction of NCDOT and Mr. Collier might want to reach out to them or the paving company 8.1) Consideration for Resolution No. 2023-R-162 Adoption oft the 2022 Mayor explained that the Council was being asked to adopt the City of Whiteville Local Water Supply Plan and submitt to the North Carolina Department of Environment and Natural Resources. The intent of the Water System Supply Plani is to address foreseeable future needs when eighty percent (80%) of a water system's available water supply based on an annual average daily demand has been allocated to water users. This plan is to provide guidance to the utilities staff, City Manager, and the customers of the Utilities Department during times of drought and water supply disruption. It can also help in times of man-made and natural disasters. The procedures in the plan are to reduce potable water demand and supplement existing drinking water supplies whenever existing water supply sources are inadequate. The main reason for this adoption of the new resolution is because the system is being reassigned from Newlyn McCullen as WWTP Director to Nathan Guyton as WWTP Director. This grant was applied for in September of 2023. He reported that the items applied for in this grant were for Rollnrack Hose Management System. He explained that under this grant award, the NCLM will pay up to $5,000 of the cost of the grant item. Walter Street and Property ID#2796 and near 609 Powell Street and Property ID# 2808 have been reviewed and accepted as buyout properties through NCORR. He reviewed the Columbus County tax cards for the properties and Resolution No. 2023-R-164. Mayor Pro Tem Clarida reported that there is al big holei in the street near Baldwin Circle with two holes on Baldwin Circle. He asked Mr. Currie if hewould send Public Works out to the area to repair the holes. Councit Member Collier asked that the Council consider purchasing the property near the tennis courts in order to preserve the resurfacing of the courts in the park. Mayor Mann reminded Council of the upcoming Intergovemmental meeting and that ity will be held int the Columbus County Administrative Office. 10) REPORTS 10.1) Manager's Update Mr. Currie reported on the following areas: 1) Both West Whiteville and Nolan Avenue Park courts are being re-painted and sealed. 2)Mollies Branch Phase Il- Paving and patching oft the streets are complete and for the most part, the project is complete except for some final paperwork and minor punch list items. 3) Staff is still working on the BRIC grant submission and is still working with the American Flood Coalition (AFC) for a second BRIC grant application. This project will entail buyouts of some of the downtown areas and the AFC is supplying the City with grant writing assistance. 4) Veteran's Day Parade was cancelled due to inclement weather and will not be rescheduled. 5) The Waccamaw River Drainage Study meeting will be held on November 16, 2023 at City Hall (6pm to 7:30 pm). Mr. Currie deferred to Mr. Lowder to provide more information on the study and the meeting. Mr. Currie stressed that the study area is not just Whiteville but is the Columbus and Bladen Counties region. 11) CLOSED SESSION 11.1) Pursuant to NCGS 143318.11.(4X1.4.
