Aaron Cutler, 893 Williams Drive, Whiteville, spoke before Council. Mr. Cutler stated he had questions and concerns regarding the west side of town. He stated there was brush in the ditches there and expressed concern that this would contribute to possible flooding with the upcoming hurricane season. Mr. Cutler stated there were groups that wanted to assist with cleaning out these ditches, to which Mr. Cutler was instructed to contact City 8.1) Public Hearing-Ordinance, No. 2024-0-95-Text/ Amendment Request- Mayor Mann opened the Public Hearing for Ordinance No. 2024-0-95- Text Amendment Request-Calvary Baptist Church at 6:36 p.m. Robert Lewis, Planning Director, noted there had been no complaints regarding the sign. It is located in the RA-20 area of the Extraterritorial Jurisdiction-ET.. When the sign was discovered, a letter was sent to Calvary Baptist Church. The sign was then turned off to allow the church to take the necessary steps to get the sign in compliance. Mr. Lewis stated the Planning Board has recommended approval of this Text Amendment. This Text Amendment would allow electronic identification signs in the RA-20 zoning designation for religious institutions. Mr. Lewis also noted additional language was "cleaned up" in this ordinance Members of Calvary Baptist Church were in attendance at this Council No individuals in attendance at this meeting came forward to speak Manager Darren Currie with this information. 8) PUBLIC HEARING Calvary Baptist Church inr regards to outdoor signs. Mayor Mann closed the Public Hearing at 6:42 p.m. 9) BUSINESS 9.1) Discussion & Decision-ordinance No. 2024-0-95-Text, Amendment Request-Calvary Baptist Church Council was presented with Ordinance No. 2024-0-95-Text, Amendment Request-Calvary Baptist Church. Calvary Baptist Church has submitted a Text Amendment amending language to Chapter 155, Section(s) $155.065 Table of Permitted Uses, Section(s) $155.140, to add electronic identification signs in the RA-20 (Residential Agricultural) zoning designation for religious institutions. The Planning Board held a public hearing and recommended approval of the Text Amendment Mr. Lewis read P&Z#24-04-01 Statement of Plan Consistency and "Per the Land Use Plan, Chapter 8, Land Use Policies and Strategies, recommends the review of existing development ordinances and identify regulations in need of update or removal. Therefore, the proposed ordinance is consistent with the policies and strategies discussed in the Comprehensive Land Use Plan by the City of Whiteville and is in the Jimmy Clarida MOVED to approve the Statement of Plan Consistency request at their May 13, 2024 meeting. Council Member Collier stated Mayor Mann represented the City well. 11) REPORTS 11.1) Manager's Update for. July 9, 2024 Mr. Currie stated the area was currently in a Drought D2 designation and the situation was being monitored. He noted the City was ok right now. Citizens are encouraged to conserve water as much as they can. He stated the Mollie's Branch project was closer to construction. Information has been given that allows the City to receive these funds. He stated the City did not know when the project would start, but he Mr. Currie informed Council that several employees had expressed their thanks to administrative staff and Council for what was approved for the City's employees.
