November 10, 2023, Town Offices Closed Election- November 7, 2023, Walnut Cove Fire Department Adjustments to Agenda Table Items: Item 8e. - and Closed Session and move to the November meeting. Amotion was made by Commissioner Mabe to accept the adjustments to the agenda. The motion was seconded by Commissioner Thomas. Motion carried unanimously. 1 Public Comments-1 1. Ada Linster- - 1129 Martin Luther King. Jr Rd, Walnut Cove Ms. Linster is very upset that the Walnut Tree area was not listed on the clean up notification sent out to the citizens and requests it place on the notification for next year. She is also very upset about the construction on 311 which caused herself and others to be without water and no notification of the water outage. She wants to same respect as others get, she did not want the 10 pages the Town sent out for Code Red. (Chief Booe assisted Ms. Linster with completing her Code Red application afters she Ms. Dalton wanted to remind the Board as well as the citizens of the need to support the schools in the Walnut Cove district, the school board is discussing closing some of the schools int the area. She encouraged everyone to attend the school board meetings and make their voices heard. Ms. Dixon came to speak regarding the lack of communication regarding the water outage. She explained herself along with others do not utilize social media or watch the news and was not way Mr. Hairston came to speak to everyone and stated he was running for Town Commissioner. He gavea Ms. Moore also spoke and reminded citizens shei is running for Town Commissioner as well. She gavea brief history of herself and her involvement in many areas which is affected by Walnut Cove, including help with the coal ash issue, lifetime member of Walnut Cove and her work with United Fund. There was a discussion involving Chief Brian Booe, and the Board. Chief Booe addressed the issue of why' Walnut Tree was having issues of notifications with Code Red, but that had been corrected. He also stated Code Red has been thoroughly advertised to all citizens via social media, the town website, and mailers. Commissioner Mitchell stated he worked with Chief Booe to correct the issue for Walnut Tree area and also the water issues. Commissioner Mabe stated he understood the frustration oft the water spoke) 2. Dana Dalton- = Walnut Cove Colored School 3. Christy Dixon informed of the outage or how long they would be without water. few details of his life including working at Food Lion. 4.. Johnnie Hairston 5. Linda Moore situation but assures the citizens Code Red does work. 1.Consent Agenda a. Approval of Minutes from September: 12, 2023, regular meeting Amotion was made by Commissioner Mitchell to approve the minutes from September: 12, 2023, motion was seconded by Commissioner Mabe. Motion carried unanimously. Old Business a.. Just Plain Country Festival Amotion was made by Commissioner Mitchell to approve the. Just Plain Country Festival for November 11, 2023. The motion was seconded by Commissioner Mabe. Motion carried unanimously. b. Street Closure Request- Halloween Ar motion was made by Commissioner Mitchell to approve the request of Street Closure for Halloween. Motion seconded by Commissioner Mabe. Motion carried unanimously. 2 C. Street Closure Request-C Christmas Parade Ar motion was made by Commissioner Mitchell to approve the request for Street Closure for the Christmas Parade. Motion seconded by Commissioner Mabe. Motion carried unanimously. Assistant Town Manager Bryant stated she had spoken with JP Couch of NC Dot, as a rough estimate the d. Pedestrian Crossing Sign Update cost to install count down pedestrian crossing would be approximately $50,000. e. Cove Group Quarterly Review Assistant Town Manager Bryant presented the Board with a spreadsheet for the expenses fort the Cove Group. Bryant stated the Cove Group she felt were good stewards with the funds. A consensus was of the Board to release the next quarter check of $8000.00. a. Revised Ordinance Change Fire Limit -Public Hearing New Business Amotion was made by Commissioner Mitchell to open the Public Hearing for the Fire Limits. The motion was seconded by Commissioner Mabe. Motion carried unanimously. No one: signed up to speak at the public hearing. AI motion was made by Commissioner Mitchell to close the Public Hearing for the Fire Limits. The motion was seconded by Commissioner Mabe. Motion carried unanimously. b. C.E Emergency Plan Draft Assistant Town Manager Bryant presented the Board with an Emergency. Action Plan (EAP) in the event the Town experiences future water outages. The EAP defines the size oft the severity oft the water leak, who is responsible for various activities and presented an organizational chart for everyone involved to A motion was made by Commissioner Mitchell to approve the Emergency Action Plan. Request for VFQ Flag Grant Town Manager Greenwood requested the Board approve a grant for the Walnut Cove VFW, who maintains all of the flags on Main Street, which includes putting them up and removing them. The grant would be $750, to help with the cost of replacing any flags which need to be retired. AI motion was made by Commissioner Mitchell to approve the $750 grant for the VFW. The motion was seconded by Commissioner Mabe. Motion carried unanimously. 3 e. Christmas Bonus Consideration Tabled until the November 14, 2023, meeting. 4. Departmental Reports Administration: Update: Parks and Events Committee. We remain with only two candidates for the committee. There is no time limit but anyone that may bei interested, please stop by the town office and we have the application there. Update on the Lead Service Line Grant- Please see the email from Mr. Sorrell that it appears we will be approved for our application for lead service line removal of $215,724.00. Thisi is good news and we will keep the Board informed as the grants are approved. Update- Town Hall Bldg. - Amanda and I have met with the architects and contractors. They are re-mobilizing" their crews and anticipate full effort to begin in couple of weeks. Thanks to the Mayor, Commissioners, Amanda and our Lt. Governor and Kyle Hall, grants were redone and we will have the funds to proceed. Veterans day celebration willl be held Thursday, Nov. 9, 2023, at the Palmetto Theater. Please see the calendar of movie: schedule that the Town sponsored with Palmetto Theater. LPAI had a good month. This is the revenue for the month. DMV Transactions: $8,961.14 LPA: Notary: Totals: $2,100.00 $11,061.14 l'am very proud of our tag office staff. lattached the state record showing our staff completed over 81,000 transactions last year with no errors from the state!!! lam glad wel have great staff. Last month, the Eden and Lexington tag offices closed due to no staff. Public' Works P/W had al busy month. We have assisted with leaks from the new construction on Hwy 65 and 311. We apologize for the inconvenience to our customers. Hopefully most of the water and: sewer replacement is almost completed in that area. Hopefully, the roundabout will fully open with completion of Duke Energy work on Oldtown Rd. by the time oft the Board meeting all Bulk pick up should be done. Atthe time of writing, we have moved 10 dumpsters full and anticipate 5 remaining. Relating to enforcement, Cory has removed al loto ofa advertisement signs left on state and town right of ways. Signs, (with exception of election ads) cannot be left on public right of ways and wel have removed most oft them, as well as advertisement on power poles. Cory met with the planning board on Thursday. Updates were given on various building projects and some minor changes relating to necessary documents needed to apply for building permits, i.e. not required to submit a Schedule B Planning/Zoning and Code Enforcement when submitting building plans.
