April 12, 2024, and April 26, 2024 Springfest, May 18, 2024, Downtown. 10A-3P Stokes County Arts Council. Amotion was made by Commissioner Jarvis to adjourn the March 14, 2024, meeting. The motion was seconded by Commissioner Hairston. Motion carried unanimously. Adjustments to Agenda Ar motion was made by Commissioner. Jarvis to accept the agenda as presented. The motion was seconded by Commissioner Hairston. Motion carried unanimously. 1 Public Comments-0 1.Consent Agenda a. Approval of Minutes November 2023 Commissioner Mitchell asked Town Attorney Campbell for his input on the matter of the November 2023 meeting minutes. Mr. Campbell stated though hey was not at the meeting he had reviewed the minutes and procedurally and the substance oft the minutes appear to reflect that as well as appropriate int that respect. b. Approval of Minutes March1 12, 2024 AI motion was made by Commissioner Jarvis to approve the November 2023 minutes and the March 12, 2024, minutes. The motion was seconded by Commissioner Hairston. Motion carried unanimously. C. Walnut Cove Fire Department Quarterly Report by Chief Booe Chief Booe presented the Board with the highlights from the quarter, including the number of int town calls, out of Town calls and call assists. He also reviewed the training, social media outreach as well as training completed. Chief Booe also recognized those in the fire department who had completed individual training and recognition. Chief Booe also made note oft the response times as well. They have submitted: a grant application through FEMA for air packs and portable radios, it will be May June before they willl know if they are awarded. Commissioner. Jarvis inquired if with the current growth int the town he predicts for 2025, where does the fire department stand as far as being prepared. Chief Booe stated he could see an increase of 200-250 calls but not doubling the number of calls, Commissioner. Jarvis stated he wanted to make sure for budgeting purposes the fire department has all they need. Additionally, he asked what the Town can do as far as support for grants, etc. Chief Booe stated they have received a lot of support from Senator Tillis office and federal level to submit letters on their behalf. Commissioner. Jarvis asked if the continued education services are on track to provide the needs of the Fire department. Chief Booe stated yes, hei is the one who teaches the courses also they reconstructed the program and it is right on track and moving forward to provide the best EMS & Fire classes to Stokes County. Chief Booe also wanted to inform the Board, the Fire department will be completing fire hydrant testing in the Spring. Mayor Brown wanted to thank Chief Booe and the Fire Department for all their hard work and all they do for the Town. d. Stokes County Sheriff's Quarterly Report by Sheriff Lemons Sheriff Joey Lemons presented the Board with the quarterly report reviewing the number of incidences that have happened in Town along with breaking those calls down by event. Their main concern being security checks for people out of town. Sheriff Lemons wanted to thank the Board for the invitation and the opportunity to speak. Additionally, they have completed training with the Fire department ICS (incident command system), this training prepares various departments in the event active shooters or natural disasters. Commissioner Mitchell stated he wanted to give credit to the Sheriff department for the increased patrolling in the Town but he did question one officer he witnessed sitting in the same spot of2 hours. Sheriff Lemons stated because of the number of different officers in the areai if Commissioner Mitchell would get him the date and time, he would be happy to follow upi in regard to someone sitting. Additionally, Sheriff Lemons added officers are permitted to sit to complete reports but not for an extended period of time. Sheriff Lemons also stated he will reiterate to his officers to be more proactive within the Town, Commissioner Mitchell stated thati is all he asks. Commissioner. Jarvis stated he would like to commend Sheriff Lemons for his services, he has seen him out personally patrolling the Town. Sheriff Lemons stated he ran on "Twill tell you the truth, I'm not going to lie toy you" 2 and he still feels the same way. Mayor Brown thanked the Sheriff and the department for all they do for the Town. Chief Booe spoke up and stated he also wanted to commend the Sheriff for putting a patrol **The Board was informed of an impending Tornado warning to affect the Town of Walnut Cove. There was a consensus of the Board to recess the meeting due to the safety of the citizens and Board Commissioner Jarvis wanted to: state before the Board recessed the possibility of developing a moratorium on Lakeside Dr., and Windmill to prevent commercial vehicles from traveling on those streets. Commissioner Mitchell spoke up and stated the Town can not accommodate certain areas of the Town it would be like the flashing stop signi incident. He continued there needs to be al lot of public discussion, public hearings and we have to be fair to all, we must be fair leaders. Commissioner. Jarvis commented that no thru truck signs do not seem to be working, and Windmill is a very narrow street, Ar motion was made by Commissioner Jarvis to recess until April 25, 2024, ati the Walnut Cove Library at 6:30pm, to include Old Business, New Business, Departmental Reports and Items of General Concern. The motion was seconded by Commissioner Hairston. Motion carried unanimously. car in front oft the Fire department, it has helped decrease speeding. members. both have become cut thru streets. 2.
