TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on September 9, 2019 at 8:00PM in the. Jimmie L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Stephen Belrose, Alderman Keith Cannon, Alderman Todd McMillen, Alderman Dennis Smith and Alderman Billy Whitford. III. Invocation by Alderman McMillen. IV. Pledge of Allegiance. V. Approval of minutes from last meeting. Alderman Whitford made a motion to approve minutes as corrected. Motion was seconded by Alderman Smith and carried. Vote 5-0. VI. Approval of Cash Receipts and Disbursements. Alderman McMillen made a motion to pay bills. Motion was seconded by Alderman Whitford and carried. Vote5 5-0. VII. Police Report was presented by Chief. Jenkins. National Night Out/Back to School Bash was held Saturday August 10th from 5:30 to 8:30 p.m. The weather held off and the event turned out well. Wewere planning to host a driving while impaired checkpoint but the weather postponed that on August 23"d. We turned it into a saturation event with multiple agencies in the area. VIII. Craven County Solid Waste & Recycling - Assistant Manager Gene Hodges. Mr. Hodges, Assistant Manager with Craven County stated that the new Recycling program for Craven County begins on October 7th. Recycling bins are being delivered August 26th - September 26th in the Vanceboro community. Each bin should come with aj packet explaining how thej program works. The fee for this service is $60 per year and willl bei included in your property taxes each year. Ifyou have further questions, please call the Craven County Solid Waste & Recyeling at 252-636-6659. IX. Clerk. Resolution to Apply for AIA Water Grant - Shannon Russell with East Carolina Solutions will be applying for this grant for the' Town. Alderman Smith made a motion to approve the Resolution to Apply for. AIA Water Grant. Motion was seconded by Alderman McMillen and carried. Vote 5-0. Budget Amendment - To add the grants for our park, the grant for the. AIA for the Wastewater Plant and the grant for the police department. Alderman Cannon made a motion to approve the Budget Amendment. Motion was seconded by Alderman X. Mayor's] Report. Hope everyone had a safe and fun filled Labor Day. The edging of the sidewalks and curbs should be done within the next six weeks. AlI Star Lawn Care won thel bid to complete this project for the Town. My wife and Iwill be celebrating our 20th Anniversary this month. Delinquency letters have been mailed to some of our customers in town to begin a new payment agreement to get past due bills caught up within the next six to twelve months. We are still waiting for the State to send the $50,000 for thej park. We will start clearing off the property next to' Town Hall for Phase II of the Richard W. Bowers Park. We have met with the playground provider and will have different age appropriate equipment for all age groups. Duke Progress Energy should be out soon to have the electric pole working for the Basketball Court. National Night Out/Back to School Bash went well, thank you Chief for all your work and effort to make this event successful. Railroad crossing work should be completed in our area. Be sure to watch out for school buses, both sides of traffic are required to stop when the red light is on. US House election will be tomorrow at the Vanceboro Fire Department, come out and exercise your right to vote. Congratulations to our Assistant Clerk, Brittany Mumford on the birth ofl her baby boy. Razor Sharp Cuts along with Pastor Alliance group hosted al Back to School Bash, thank you to' Torrence Heggie and Pastor Rheama Dawson for organizing this event. Wer will soon have an auto parts store coming to the Town. Craven County ABC Board will be attending the next board meeting on October 7th. Iencourage our citizens to support our local stores here in' Town. I sprayed for fire ants at both oft the Town cemeteries this month. Representative Keith Kidwell is trying to help in the process of getting our Wastewater Treatment Plant downgraded back to a Grade II facility. With the upgrade to a Grade II we have to test three times a week, which is higher cost to the Town. Anthony Wright sent a thank you card thanking everyone for their kind words, prayers during his time of recovery. Hei is expected to make a full recovery. Iattended the Craven County Parks and Recreation advisory board meeting. Cameras have been installed at West Craven Park. Reservations can be made for the shelter at both West Craven Park and Creekside Park through Craven County. Tennis courts at West Craven Park should be getting lights soon. Attended the meeting here at Town Hall with NC House Representative Keith Kidwell. The meeting was well attended and I thank Mr. Kidwell for all he is doing for our community. The air conditioner was replaced at the Town Hall due tol Hurricane Dorian. Limbs will be picked up throughout town over the next couple ofweeks, please place them out by the road. Ift there is leaves to pick up please have them in bags next to the road also. Ditch mowing should be done soon throughout town. Chiefa and] Ia attended Craven County Emergency Management meeting to discuss the] plans forl Hurricane Dorian. Prayers are with Emerald Isle and Ocracoke Island where they sustained damages. We were blessed to only lose power for a short time; the only street we had to block in Vanceboro due to flooding was' Third Street. We appreciate the lineman that has worked hard to restore power throughout the community. Ifelt we were prepared Smith and carried. Vote 5-0. Meeting Minutes September 9, 2019 as possible and things went somewhatwell. We have had above normal water leaks this month, thanks to Vernon Edwards and his commitment to the Town. XI. Alderman Reports. Alderman Belrose had no comment. Alderman Cannon had no comment. Alderman McMillen asked if the town reassesses our contracts each year for the lawn maintenance services for our cemeteries. He also questioned ifwel had ordered the radar sign yet for the police department. Alderman Smith had no comment. Alderman Whitford had no comment. XII. Public Comment. Mr. Andrew Black - 805 College Street- Thanked Vernon Edwards for picking up limbs so quickly this time after the storm. He also questioned the calcium buildup in his faucet. Vernon will place him on thel list to flush his service line each month. XIII. Adjournment.
