TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on February 3, 2020 at 8:001 PM in the, Jimmie L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call. Those Present: Mayor Chad Braxton, Alderman Stephen Belrose, Alderman Keith Cannon, Alderman Thad Jones, and Alderman Dennis Smith. Those Absent: Alderman Todd McMillen. III. Invocation by Alderman Smith. IV. Pledge of Allegiance. V. Public Hearing. Chapter 32 - Curfew for Juveniles (Change age from 161 to 18). Alderman Smith made a motion to open the Public Hearing to change the curfew age from 16 to 18 years old. Motion was seconded by Alderman Jones and carried. There being no comments to change the curfew for juveniles from 16 years old to 18 years old, Alderman Jones made a motion to close Public Hearing. Motion was A motion was made by Alderman Smith to change the curfew age for juveniles from 16 years old to 18 years old. Motion was seconded by. Alderman Jones and carried. VI. Approval of minutes from last meeting. Alderman Smith made a motion to approve minutes. Motion was seconded by Alderman Cannon and carried. Vote 4-0. VII. Approval of Cash Receipts and Disbursements. Alderman Smith made a motion to pay bills. Motion was seconded by Alderman Jones and carried. Vote 4-0. VIII. Police Report was presented by ChiefJenkins. Started In-service training for the year. Attended the Chiefs Conference in Cherokee NC, met with several vendors and other agencies. Spoke with Vanceboro Christian Church about safety and planning for a security team in the act of an armed subject during services. An arrest was made on West Railroad for the illegal sales of narcotics. Subject is under $30K bond. Investigation took three months and we were able to utilize the new oculus we received from the grant. Do the Right Thing winner for January was Makenna Jones, a second grader. We met to discuss security for the upcoming Vote 4-0. seconded by Alderman Smith and carried. Vote 4-0. Vote 4-0. Strawberry Festival in May. Spoke with the Vanceboro Rotary Club about happenings going on around town. Our pork chop plate sale will be on March 215t. Our mutual aid agreements have been renewed with other agencies in the area. Officer Michael Anthony was commended for his service to the' Town, since 2018. IX. Resolution - School Resource Officer- - Vanceboro Farm Life Elementary. Mayor Braxton and Sheriff Chip Hughes had a conference call to discuss placing a School Resource Officer at Vanceboro Farm Life Elementary. On March 1,2020, Officer Michael Anthony will be the School Resource Officer at Vanceboro Farm Life Elementary. He will work during the summer with the Town ofVanceboro as an Alderman Smith made a motion to sign the Resolution between Town ofVanceboro and Craven County Board of] Education for a School Resource Officer. Motion was X. Mayor's Report. Hope everyone enjoyed the Super Bowl, it was a good game and great time to fellowship with family and friends. Keep the families of Sammy Cutler, John Clay and the Ireland family in your prayers. Mr. John Clay was the school resource officer at West Craven High School. Legislature was back in office for one day, the park money will be on hold until April/May. We need to get Sweeper off of the books. We have been working with delinquent water bill accounts; new process has been going well. Alderman Jones suggested we look into cremation niches for our cemeteries. We will discuss this more at our next board meeting. The Board of Alderman and I attended the Ethic training at the East Carolina Council. Water Plant inspection went well. Christmas decorations have been taken down. All alley ways throughout Town are owned by the Town of Vanceboro. Wel had a situation arise where an owner was building over onto our right ofway. Recycling will be on February 6". Debt Setoff totals has been submitted to the State to set off against tax refunds. Hope will be having a meeting at the Police Building at Twin Rivers Mall in New Bern on February 27"h at' 7 p.m. Attended CRC meeting, they have several openings if anyone is in need ofa job. Craven County will be spending $50K to clean up the beaver dams along the creek. North Carolina League of Municipalities sent an email to all of the' Towns to sign a settlement claim form from the North Carolina Department of. Justice, in which we should be receiving some funds. Mr. Overton with Carr, Riggs & Ingram should be here tomorrow to work on the audit. West Craven High School will be having a barbeque plate sale this Friday. There will be an auction Wednesday morning at 10 a.m. to sell the Fusion building on Bailey Lane. Kite's Supermarket has added hardware sales to their business, come out and support local business. Start thinking about alcohol sales in Town on Sunday, we will bring it back up at a future Town Board Meeting. The roof at the Town Hall needs fixing, we will start getting estimates. Carolina East Health Systems opened the State Employee's Comprehensive Cancer Center on January 25, 2020. This is a great addition to our community. Craven County Family Literacy Program provides education to adults and children at Vanceboro Farm Life Elementary. Ifinterested in this program, they will be speaking at our. March 2nd Board Meeting. Billy Wilkes, former officer. seconded by Alderman Jones and carried. Vote 4-0. Meeting Minutes February 3, 2020 Assistant Director with Craven County Parks & Recreations is now the Director. Lighting upgrades and cameras are being installed at West Craven Park; this will be great for thet tennis courts. Next Town Board Meeting will be held on March 2nd. Thanks to the Boy Scout Pack #58 for coming out tonight. XI. Alderman Reports. Alderman Belrose stated it was nice to see area homes being refurbished, makes the Alderman Cannon stated that Ms. Mary Fillingame had been voted as the chair for the Library Board. Marlene Copeland had also been voted on to the Board. Strawberry Festival registrations are starting to come in. Brian Maher will be coming in to perform, Friday evening will be youth night at the festival. Received neighborhoods look better. assistance from USDA toj purchase a new rescue squad. Alderman Jones had no comment. Alderman Smith had no comment. XII. Public Comment. Billy Whitford -2 225 Vance Street - Thanked the Police Department for the Do the Right Thing Program at Vanceboro Farm Life Elementary. Congratulated Officer Anthony for his new position as School Resource Officer. XIII. Adjournment.
