TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on September 14, 2020 at 8:00 PM ini the Jimmie L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call. Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Thad Jones, Alderman Todd McMillen and Alderman Dennis Smith. III. Invocation by Alderman Cannon. IV. Pledge of Allegiance. V. Approval ofminutes from last meeting. Alderman McMillen made a motion to approve minutes. Motion was seconded by Alderman Smith and carried. Vote 5-0. VI. Approval of Cash Receipts and Disbursements. Alderman Smith made a motion to pay bills. Motion was seconded by Alderman Jones and carried. Vote 5-0. VII. Craven County Public Library. Julie Cox, Librarian oft the Vanceboro - Craven County Public Library spoke about the 83 year legacy of the library. She shared information on the: services offered to the community and the vision she sees for the Alderman Cannon made a motion that we have a lease agreement between the Town of Vanceboro and Craven County. Motion was seconded by Alderman Smith future of the library. and carried. Vote 5-0. VIII. Shabach AME Zion Church. Department of Insurance considers the 2002 Model office as modular. Thez zoning is commercial. The church will move: forward in IX. Police Report. The department assisted with the storm shelter during Hurricane Isaias on August 3rd and 4". Attended a Celebration Parade for Pastor Donald Wells and Lady Elect Brenda Wells for their 14th Pastoral year with St. James Church of Christ. Thanked Officer Keys for his case regarding stolen lottery tickets which resulted in a felony charge. Officer Anthony attended SRO training in New Bern on August 25th. We are checking on the school multiple times throughout the day. The department is planning to welcome a part time reserve officer soon. We will also be hiring a full time officer as well. The two newcomers are at the range their expansion. certifying tonight. October 15th through the 31t, we will be working security at the X. Mayor's Report. Hope everyone had a safe and fun-filled Labor Day. There are no birthdays this month. My wife andIare celebrating our 21*t Anniversary this month. Attended the ribbon cutting ceremony at Kent's BBQ on August 21*t. The limbs have been picked up from Hurricane Isaias. We. have been having issues with the backhoe the last month. We have had several deaths this month: Jean Boyd- Clerk of Court, Mayor Mac Hodges - Washington, Katherine Pinkos, Alderman Smith's Aunt Alice, David Novak, and Vadie Marie Taylor. Our thoughts and prayers go out to all of the families. The Town received $15,000 to help with Phase II of the Richard W. Bowers Park from the Bate. Foundation. Morningside Drive will be moving forward with development of the Elks Park subdivision. O-Reilly's Auto Parts should be opening in October. Imet with Craven County Manager Jack Veit and Commissioner Tom Mark about setting up a lease contract for the library with Craven County. The library is in need of several repairs at this time. Ifthe County decides to close the doors of the library the building would convert back to the Town of Vanceboro. Met with new librarian, Julie Cox and County Director Kat Clowers, they have some great ideas to carry the library forward into the community. Thanks to Alderman Smith for his work and beautification through the Town. Danny Smith has made an offer ofS1450.00 to purchase the Street Sweeper and the 2009 Chevrolet Colorado. Attorney Scott Davis has sent a letter to the Cemetery Commission to enquire of the Town purchasing land with the perpetual money to place a columbarium at Celestial Memorial Garden. Next Town Board of Alderman Meeting will be held on October 5th at 8 p.m. September 17th is the next Recycling day. NC House Representative Keith Kidwell stated that Craven County should be receiving 275K for Viper radios through the CARES ACT. The tours for the Water and Wastewater plants will be rescheduled soon. The flag pole has been fixed at Vanceboro Cemetery. We will need to replace banners soon throughout Town. All Star) Lawn Care will be completing the edging and curbing throughout Town for the same price they quoted last year. We are still awaiting a quote for the ditch work. Limb mulching should be completed soon. Basketball Court has been opened back up, hope everyone will have fun and practice social distancing. A-1 Sewer did work on Cleve Street and cleared a drainage tile. Barnhill Construction completed some street paving on Buck Lane and First Avenue. Evangelist Renee Whitaker with House of Pentecost will be hosting a free meal for the community on September 18th from 3 to 7 p.m. September 11", was the 19th Anniversary of the attacks against our Nation, a day we will never forget. Our new reserve officer was formerly in the military and lives here in the Town of XI. Street Sweeper and Chevrolet Colorado.. Alderman McMillen made a motion to sell the Street Sweeper and 2009 Chevrolet Colorado to Danny Smith in the amount of $1,450.00. Motion was seconded by Alderman Jones and carried. Motion was seconded by Alderman Belrose and carried. Vote 5-0. XIII. Alderman Reports. Alderman Belrose had no comment. Alderman Cannon had no comment. being canceled for this year. Alderman Jones asked if any decisions had been made on the Tree Lighting Service Alderman McMillen stated we were closer to making final decisions on the playground structure. Leveling of the grounds should be taking place soon for the structure to take place. Alderman Smith had no comment. XIV. Public Comment. Greg Singleton - Director of Community Workforce Readiness at Craven Community College - The program is designed to help those struggling to find Marie Wiggins - 100 College Street = Stated the backhoe had leaked oil in her driveway which messed up her stone that Alligood of Washington had placed. She got a quote tol have it fixed on August 11"h. Alderman Smith and Alderman employment opportunities. McMillen will meet with Marie soon. Willie R. Smith - Craven County Child Support - Partnered with the. Job Readiness Boot Camp to help individuals to find employment and be: successful. XV. Adjournment.
