TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on February 1, 2021 at 8:00F PM in the. Jimmie L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call. Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Thad Jones, Alderman Todd McMillen and Alderman Dennis Smith. III. Invocation by Alderman Belrose. IV. Pledge of Allegiance. V. Approval of minutes from last meeting. Alderman McMillen made a motion to approve minutes as corrected. Motion was seconded by Alderman Smith and carried. Vote5 5-0. VI. Approval of Cash Receipts and Disbursements. Alderman Jones made a motion to pay bills. VII. Police Report. The department is working with multiple agencies regarding the robbery that occurred in Town on January 3"d. We are working security at the stores in Town around closing time to deter crime. The department has started their training for the 2021 year; it should all be completed by May. The department would like to thank Andy and Melanie Caprara for their donation of $1,000 to purchase body armor: for our police. Al letter was also sent out to the Caprara's in appreciation. New Police vehicle is being VIII. Mayor's Report. Recycling pickup will be on February 4t this month. The next Board of Aldermen meeting will be held on March 1*t. Thej park on Farm Life Avenue has been cleaned up. A new flag and swing was replaced, thank you to Mr. Donald Phillips for taking this project upon himself and keeping this park maintained. The, job readiness boot camp is in its second week of operation. Mr. Singleton from Craven Community College stated they had a respectable start. Ifyou know anyone in need of this program please let them know, iti is a great way to get a new start in life. Haven'theard anything regarding the Elks Park project. Keep looking for trees to plant at the WWTP. Wewill schedule the Water & Wastewater Treatment Plant tours for the Board of Alderman soon. The manhole has been fixed on the corner of Mill and College Street. Thank you Vernon and Public Works employees for getting this repaired. The fence has been put up at the Richard W. Bower's Park here at the' Town Hall. We: are still waiting for FEMA for the Hurricane Isaias cleanup. We sent a thank you letter and pictures to the Bate Motion was seconded by Alderman Smith and carried. Vote 5-0. outfitted; we should have it back by the end of the week. Foundation to thank them for their donation to the playground. Thank you to Mr. & Mrs. Caprara for their donation to thel Police Department. Wel have contacted NCDOT about the 8000 block of Main Street to patch the street with some asphalt; this should be done in the future. Wej patched a place with asphalt on Main Street and Bailey Lane. Firel hydrants have been painted throughout Town, it looks very nice. The State Inspection for thel Fire department started today. We'd like to thank Keith Morris,Jeff Vanvorhees, and Jonathan Furr for all of their hard work and dedication to the Vanceboro Voluntary Fire Department. We'd also like to thank all oft the volunteers that serve this community; there are around 59: members at this time. The American Red Cross is having a blood shortage; the VFW here on First Avenue will be having their next blood drive on March 20th. Come out and support our local blood drive. Turnage Construction provided an estimate to do repairs at Grand Avenue and Mill Road. The repairs should help with the flooding on Grand Avenue. The total for both Alderman Jones made a motion to move forward with Turnage Construction to complete the work at Grand Avenue and Mill Road. Motion was seconded by Alderman Smith repairs are $5,775.00. and carried. Vote 5-0. IX. Alderman Reports. Alderman Belrose stated that the street needed to be repaired by Andy Caprara's house on Second Street and Cleve Street. The mat outside of the boardroom door needed to be Alderman Cannon stated the library had held their board meeting and had elected some new people to the board. The library was inquiring about the $3,500 that the' Town used to give each year from the budget. They should have a pop up (mobile) library that will be coming to Town soon. Ispoke to Mr. Cahoon regarding building up the grounds behind the Police Department. It will be difficult to have access to the area and will need to have permits and an engineer to oversee the project. It would run about $3,000 al load tol have rocks brought in. The Vanceboro Strawberry Festival committee has decided to put off thei festival for the first weekend in May and depending on the Covid situation it Alderman Jones thanked Jimmy Jenkins for helping Maddie out. He also thanked Vernon Edwards for the work hel had completed regarding the manhole. Alderman McMillen met with the Chairman of the Zoning and Planning Board, Russell Ipock, regarding the overlay of Main Street. The Zoning Ordinance was adopted in 1977 and some of the verbage usage has changed over the years.
