VANC TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on December 6, 2021 at 8:00PM in the. Jimmie L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Keith Cannon, Alderman Stephen Belrose, Alderman Russell Ipock, Alderman Thad Jones, and Alderman Todd McMillen. III. Invocation by Alderman Jones. IV. Pledge of Allegiance. V. Public Hearing - Sign Ordinance. Alderman Jones made a motion to open the public hearing for the sign ordinance. Motion was seconded by Alderman Ipock and There was no one from the public present to speak regarding the public hearing for Alderman McMillen shared the ordinance to amend the zoning ordinance ofThe Alderman Belrose made a motion to close the public hearing for the sign ordinance. Alderman Jones made a motion to pass the Zoning Ordinance of the' Town of Vanceboro to include the use and distribution of signs throughout the town. Motion carried. Vote 5-0. the sign ordinance. Town of Vanceboro in regards to signs within the town limits. Motion was seconded by Alderman Ipock and carried. Vote 5-0 was seconded by Alderman Belrose and carried. Vote 5-0. VI. Public Comment. No Public Comments. VII. Approval of minutes from last meeting. Alderman McMillen made a motion to approve minutes as corrected. Motion was seconded by Alderman Cannon and carried. Vote 5-0. VIII. Approval ofCash Receipts and Disbursements. Alderman Jones made a motion to pay bills. Motion was seconded by Alderman Cannon and carried. Vote 5-0. IX. Approval of2022) Board of Alderman Schedule. Alderman Belrose made a motion to approve the 2022 Board of Alderman Schedule. Motion was seconded by Alderman Ipock and carried. The new schedule also includes moving the time of the meeting X. Approval of2022 Holiday Schedule. Alderman Belrose made a motion to approve the 2022 Holiday Schedule for the Town. Motion was seconded by Alderman Jones and XI. Police Report was presented by ChiefJenkins. Annual firearm training has been completed for 2021, thank you to River Bend for assisting the department with the training. Craven County paid our officers to work off duty detail at the local ABC Store here in town, providing extra security through Thanksgiving. Do the Right Thing winner for November was Graham Powell. The department has complied with the Senate Bill 300 that was passed from the State. Sergeant Keys is in radar school this week. We had some juveniles that painted graffiti throughout several places in town; they have apologized by letter and have completed some community service for their punishment. Craven County GIS maps will provide a lot ofinformation to our residents, it is capable of providing right of ways throughout the streets in Vanceboro. Public comment time is for people that have a need oft the Board of Alderman to approve, such as: variances, etc. Most situations can be handled during normal business time by contacting the Town Hall at 252-244-0919. Ditch mowing throughout town should be completed soon. Limbs at our debris site located in front of the Wastewater Treatment Plant should be mulched soon. Steve Tyson is our new NC House Representative for our area beginning December 1, 2022. He will try tol help us resolve the cemetery being listed as a perpetual care cemetery. Jim Perry will be our new NC Senate representative as of December1, 2022. The new representatives to our area will also be trying to find funding for Vanceboro to repave Farm Life Avenue and money to help with our Water & Wastewater Plants. NC House Representative Keith Kidwell will be at the Town Hall tomorrow at 6 p.m. for anyone that would like to speak with him. Birthdays this month include Alderman Jones and Alderman Ipock. Deaths this month include: Hayden Wetherington - Alderman I pock's Uncle, Former Alderman Earl Wright, and Former Sheriff Pete Bland. Our thoughts and prayers go out to each of their families. NC Department of Transportation has looked at the 8100 block of Main Street, hopefully they will be resurfacing this area in the Town. Special to7 p.m. Vote 5-0. carried. Vote 5-0. donation of $1500 to the department for new equipment. Meeting Minutes December 6, 2021 thanks to Shabach Church for all of their upgrades to the mobile offices located at their church. It really looks nice and we appreciate the effort that they have put into making it look great. The Town mowed the grass at the property located behind the fence at the Vanceboro Cemetery. Fines will be added to the property at the Craven County tax office. We have completed two interviews for the vacant opening in Public Works department. The new employee should be starting employment on December 20th. Recycling will be picked up on December gth. Our next Board of Alderman Meeting will be held on January 3r at 7 p.m. Our Annual Christmas Tree Lighting went well, thank you to Joshua Lewis for providing the music and the Town staff for all of their work to make this possible. Nextyear we're hoping to bring back the schools, day care centers and the band. We will look into a grant through the Bate Foundation to provide a shelter at the Richard W. Bower's Park. Thank you to Alderman Belrose and his wife Pam for keeping the flowers looking great at the Park. Thank you to. Alderman Cannon for the trees at the light, it looks great. Iattended the Friends of the Library on November 16". Town Hall will be closed December 23, 24 and 27th for Christmas. There is a burning ban in effect for all of North Carolina. Thank you to the Vanceboro Fire Department for responding to a firel here down by the creek that was spreading up to the park. They were diligent in their response and got control and we appreciate all of their efforts. Iattended the Annual Christmas Fire dinner, it was a great success. Rescue has been on 1273 calls this year and the fire department has responded to 284 calls. We appreciate all they do for our community. Thank you to Danny Elks, Van Jones and Stanley Kite for over 45; years of service to the VFD. Elks Park houses are being built quickly; they have already sold five of those properties. Town Christmas party for our employees, Board of Alderman and Planning/Zoning Board is planned for this Monday night at 6 p.m. at the VFW. Town Clerk, Beverly Drake was able to attend Ronnie Antry's retirement party this past week. He has been with Craven County tax office for 47 years and was currently the Tax Administrator. We thank him for all his work over the years and wish him well in his retirement. Thanks go out to Andy and Melanie Caprara for their donation to thel Police Department. XIII. Alderman Reports. Alderman Cannon had no comment. fire at the creek yesterday. Alderman Belrose thanked the Vanceboro Fire Department for extinguishing the Alderman Ipock stated that the tree lighting was nice. He enjoyed the hot chocolate and thanked the' Town Clerk and Assistant Clerk for the work to put it together. He also inquired ift the sidewalk by G &HI Designs would be fixed soon. Alderman Jones wished everyone a Merry Christmas and Happy New Year.
