FVANC TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on February 7, 2022 at 7:00PM in the. Jimmie L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve. Belrose, Alderman Keith Cannon, Alderman Russell Ipock, Alderman Thad Jones and Alderman Todd McMillen. III. Invocation by. Alderman Cannon. IV. Pledge of Allegiance. V. Approval of minutes from last meeting. Alderman Jones made a motion to approve minutes. Motion was seconded by Alderman Ipock and carried. Vote 5-0. VI. Approval of Cash Receipts and Disbursements. Alderman Ipock made a motion to pay bills. Motion was seconded by Alderman Belrose and carried. Vote 5-0. VII. Public Comment. No Public Comments. VIII. Police Report was presented by ChiefJenkins. The ABC Store will be installing a Flock system that will alert law enforcement ifs someone has warrants, expired licenses, etc. Invoice for the SRO at Farm Life Elementary has been received from Craven County. The department is about 60% done with the yearly in-service training. We have scheduled a CPR/AED training with Alderman Cannon. There were no incidences related to the snow we received. Do the Right Thing winner for January was Kaden Kirkland. We are planning to do a plate sale in March or April; the VFW will be helping with this event. We have had two incidences occur at the light pole in the 8100 block ofMain Street over the last week. We are still investigating the shooting that took place in Vanceboro last week; one subject has been charged thus far. Sergeant Keys has completed his practical training. IX. Clerk-E Budget Amendment #2. Alderman Ipock made a motion to approve the budget amendment to include ARP funds into the Wastewater budget. Motion was X. Planning/Zoning Board - Nominations for vacant seat. Alderman Ipock nominated Hudson Jordan to fill the vacant seat on the Planning and Zoning Board. No further nominations were made. Hudson Jordan will fill the vacant seat on the XI. Mayor's Report. We received a thank you card from the family of the late. Alderman Earl Wright thanking us for the flower, and love shown to the family during this time ofl loss. Our condolences go out to the family of] Betty Ross. We have contacted the prison regarding increases to their water/sewer with the' Town. Limbs located at our Town permit site should be disposed of soon. We received $32,447 this year in Powell Bill funding for our streets. We will definitely have to buy some new Christmas decorations in the next budget year. Elks Park is progressing along nicely. Ireached out to the project manager about the road; he stated that they would fix what they have damaged. The house on Farm Life Avenue has sold; we have three houses on James Street and one on College Street for sale at this time. Ditch mowing has been completed in Town. March 3rd is the next recycling date, next Board of Alderman meeting is March 7th. Thel light pole at the 8100 block of Main Street has been hit twice over the last week. We disbursed the $3,500 to the library. It's income tax time, we: should start receiving money from Debt Setoff for past due water accounts. The lawn mower needed a new motor and town employee Chris Edwards was able to find one and will put it on for us; this will save the town around $1,500. Cornelius Bradley brings a lot of mechanical skills to the Town also. We'd like to encourage our Town residents to make sure they pull in the recycling and garbage cans back to the house instead of leaving them at the road. The town will pick up leaves but they need to be bagged. Wel have had two snowfalls SO far, the first one we: received around 3" and the second one was, just a dusting. Thankfully the" Town was prepared for this event and wel had no incidences to seconded by Alderman Belrose and carried. Vote 5-0. Planning and Zoning Board by acclamation. report. XII. Alderman Reports. Alderman Belrose had no comment. Alderman Cannon stated that the friends of the library would be hosting a movie night on April 2nd. On April gth they will be having a craft fair. The Vanceboro Strawberry Festival will be held on May 7th and is scheduled for a one day event. Alderman Ipock would like to see the' Town have a vision for 2 years, 5 years and even as far out as 10 years. This would help tol know the needs that we have in water or wastewater and work towards achieving it. He stated that in Proverbs you have to have a vision or the people will perish. Meeting Minutes February 7, 2022 Alderman Jones spoke with Tom Toler from the VFW. They are having a dinner and dance; DJ. Jeff Holzbach will be providing the music. This event will be on Friday, February 11" and will include steak and baked potato. Alderman McMillen presented information for the plaque to honor thel late Alderman Dennis Smith. He also shared a new agreement between the Town of Vanceboro and the Vanceboro Christian Help Center. He will carry this agreement to the next meeting with the Christian Help Center. XIII.
