OFNANC TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on June 6, 2022 at 7:00 PM ini the Jimmie L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Russell Ipock, Alderman Thad Jones and Alderman Todd McMillen. III. Invocation by Alderman Ipock. IV. Pledge of Allegiance. V. Approval ofi minutes from last meeting. Alderman McMillen made a motion to approve minutes. Motion was seconded by Alderman Ipock and carried. Vote5-0. VI.. Approval of Cash Receipts and Disbursements. Alderman Jones made a motion to pay bills. Motion was seconded by Alderman Ipock and carried. Vote 5-0. VII. Flag Presentation. Mayor Braxton presented the family of the late Alderman Earl Wright the flag that was flown during his passing. He also presented the family with a proclamation declaring November 19th as Alderman Earl Wright Day here in Vanceboro. VIII. Public Comment. Hudson Jordan - 704 College Street - Stated that the Zoning and Planning Board spent al lot of time with their findings for a variance at 7834 Main Street. He wasn't pleased with the Board of Alderman approving the variance. Hes stated that we should send out phone messages when an upcoming public hearing is taking place. Troy Freeman - 180 Morningside Drive - Stated that every time it rains heavily that cars are flooded where he lives. He advised that there were pot holes and cracks on Morningside Drive. He also inquired of our water bills being higher than other area Ted Frederick- - Owner of trailer park on Harvey Street-s stated that he would like to update a couple ofl his trailers that are currently there. He is looking at replacing towns. two of them with new trailers. IX. Police Report was presented by ChiefJenkins. Vanceboro Strawberry Festival went well, no incidences to report. Officer Baker did leave his position on. May 7th. The Floc system at the ABC Store should be operating within the next couple ofweeks. Royce Publications did our: annual calendar sale, we received a check from them for $1,200.00. Calendars should be ready by July and will be mailed directly to customers this year. National Night Out/Back to School Bash is planned for August. We will be collecting school supplies for Vanceboro Farm Life Elementary School. X. Mayor's Report. Water, Sewer and Garbage rates will stay the same on the proposed FY22-23 budget. Tax rate will remain the same. Employees will receive a 5% COLA increase. Public Hearing to adopt the proposed FY22-23 budget will be at 12:00 p.m. on June 27th in the Jimmie L. Morris Boardroom. Water and Sewer funds are enterprise funds which mean they should support their self. We received a quote for the prison water tank repairs which was an estimate of $500,000. Hope everyone had a safe Memorial Day. Iattended the service at Vanceboro Cemetery. Thank you to the VFW: for doing this ceremony each year to remember those who gave it all for our freedom. Officer Herring, Officer Keys and Public Works employee Cornelius Bradley all celebrate a birthday this month. Buryl Slaughter, Bill Harrison, Mayor Rodney Williams of Bridgeton, and Barbara Guion all passed away recently. Our hearts and prayers go out to each of their families. The Town Hall will be closed July 4" in observance ofl Independence Day. Our Board of Alderman Meeting will bel held on July 11"at 7 p.m. Vanceboro Strawberry Festival went well this year. There was a memorial service for Tony Caprara at West Craven High School, Alderman McMillen spoke at the service and did a great job. Library has been painted and a new sign has been placed. Craven County is doing a great job with upkeep on the library. West Craven High School graduation is this Saturday, wish all the graduates much success in the future. We received $2,553 from Debt Setoff this month. Wel have one house pending sale here in Vanceboro and at this time our rentals are also full. The backhoe we were planning to get from JCB would take about eighteen months to come in. We have a quote from Caterpillar and John Deere, it is al little higher but we will have the equipment quicker. Friends of the library will be having an outdoor movie night on August g"h. The little free library is in the Richard W. Bowers Park: now; you can give a book or take a book. The library provides services for all ages, and they are doing a great job. XI. Alderman Reports. Meeting Minutes June 6, 2022 Alderman Cannon stated that the Vanceboro Strawberry Festival went well and the parade was good. P'd like to thank the law enforcement officers, fire department, and the Town of Vanceboro employees for helping out for this event. We had about 50 vendors and the entertainment was good. We were packed for most of the event. The officers and the] K9 unit did a great job. Wes should place some of our picnic tables out at the park for the summer, and maybe purchase some umbrellas for the tables. There is a sink hole on Farm Life Avenue that needs to be looked at. Alderman Belrose had no comment. Alderman Ipock stated that he enjoyed seeing thel Kindergarten class from Vanceboro Farm Life Elementary come by the Town Hall. He stated that is was fun listening to the history oft the Town and listening to Brittany present how a Board Alderman Jones thanked Tom Toler of the VFW for the wonderful Memorial Day service at the Vanceboro Cemetery. He stated that the Town Hall should check into Alderman McMillen thanked the Town for placing rock on Williams Lane. He Meeting goes. placing a debit card machine in the office. would still like to see some artwork throughout Town. XII. Budget Amendment. Alderman Ipock made a motion to approve. Budget Amendment #5. Motion was seconded by Alderman McMillen and carried. Vote 5- 0. XIII. Adjournment.
