TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on August 1, 2022 at 7:00PM in the. Jimmie. L. Morris Boardroom . Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Russell Ipock, Alderman Thad Jones and Alderman Todd McMillen. III. Invocation by Alderman Jones. IV. Pledge of Allegiance. V. Public Hearing. 307 Harvey Street. Planning and Zoning Board Chairman made: a recommendation to the Board of Alderman to not allow mobile home in accordance Alderman Belrose made a motion to close the Public Hearing. Motion was seconded Alderman McMillen stated that the Mobile Home Overlay was put into place on May 11, 2012 and Mr. Ted Frederick purchased the mobile home park back in 2009, prior to the new overlay being adopted into the' Town of Vanceboro. Mr. Ted Frederick stated that he would be updating the appearance of the mobile home park and would be making it look more aligned and better. He: also stated that maybe the Zoning could be changed to make it a mobile home park. Alderman Belrose made a motion to grant a variance to Mr. Frederick for the mobile home park updates. Motion was seconded by Alderman McMillen and carried. Voting was as follows: Alderman Cannon - No, Alderman Belrose- Yes, Alderman Jones- = Yes, Alderman McMillen - Yes and Alderman Ipock- - Yes. Vote with the Town's Mobile Home Overlay that isi in place. by Alderman Jones and carried. Vote 5-0. 4-1. Mr. Frederick willl have to provide trailers no older than ten years, he will have vinyl under skirting, the trailer will be 14x70 and will have: a shingle or metal roof. VI. Public Hearing. 801 Farm Life Avenue. Planning and Zoning Board Chairman Jeff Holzbach made a recommendation to the Board of Alderman to change this Alderman Ipock was recused from the vote because he is the property owner of801 Alderman Jones made a motion to close the Public Hearing. Motion was seconded Alderman Jones made a motion to change the Zoning of property located at 801 Farm Life Avenue to Commercial. Motion was seconded by Alderman Belrose and VII. Approval of minutes from last meeting. Alderman Ipock made a motion to approve minutes as corrected. Motion was seconded by Alderman Jones and carried. Vote VIII. Approval of Cash Receipts and Disbursements. Alderman Jones made a motion to pay bills. Motion was seconded by Alderman Ipock and carried. Vote 5-0. Public Comment. Jeff] Holzbach -3 319 Moore Street - Thanked the Town of Vanceboro Board of Alderman for allowing Officer Keys the opportunity to be Police Chief. He wished him the best in his endeavors. X. Police Report was] presented by Interim ChiefKeys. Imet with the Vanceboro Christian Help Center, VFW, and the Fire Department Chief regarding the upcoming National Night Out on August 13th at 6] p.m. Wel had a checkpoint station this month that helps us collect points through the NC Governor's Highway Safety Points. The department has enough points at this time to purchase a radar system. B&G. Electronics will be lettering our police vehicles next week. ALE is still working on the paperwork for the FLOC system at the ABC Store. XI. Swear In - Police Chief. Alderman McMfilen made al motion to promote Sergeant Keys to Police Chief of the Town of Vanceboro. Motion was seconded by Alderman Cannon and carried. Vote 5-0. Mayor Braxton swore in our new Police Chief. Jared Keys. Meeting Minutes August 1, 2022 XII. Mayor's Reports. Congratulations to Chief] Keys on his) promotion. Birthdays this month include Public Works employee Pernell Fields and Chris Edwards and Alderman Cannon. We arel looking into having the East Carolina University art students do some murals throughout Town. American Rescue Plan funds have been deposited into our account. North Carolina House Representative Keith Kidwell will be having a meeting on August 2nd at 6:30 p.m. We were awarded a grant from the Bate Foundation to build a shelter at the Richard W. Bowers Park. Thank you to Alderman McMillen for working on this grant. The next Board of Alderman meeting will be September 12th at 71 p.m. The Town Hall will be closed on September 5th in observance ofLabor Day. The next recycling date for the Town will be September 18th. National Night Out will be held August 13th at 6 p.m. in the vacant lot beside Kent's Barbecue. The library will be hosting a movie night in the vacant Iot beside Kite's on August 4th at 8:30 p.m. Elite Aerials opened today; they willl be holding a ribbon cutting ceremony soon. Police Department calendars came in; all proceeds will help with National Night Out. There are no houses for sale at thie current time in Town. We were awarded the. AIA grant for our water system. This will map out our water lines and manholes, etc. We didn'tqualify for the 9.6 million dollar grant for Water this time. East Carolina Solutions will be resubmitting this grant application in September. Town Attorney Scott Davis met with the State prison regarding back prison water bill money that is owed, they should agree on a solution soon. We willl be having two interviews tomorrow for the vacant police officer positions; hopefully they will bei filled soon. The estimate for lettering of the police vehicles is $1600. Our Police Department has been addressing different yard issues over the last month. XIII. Alderman Reports. Alderman McMillen thanked the Bate Foundation for their continued support to the' Town. Headvised that he would need input from the Board regarding space Alderman Jones congratulated Chief] Keys. Chief Keys shows great work ethic and Alderman Ipock congratulated Chief Keys and was glad to see us promote from within the department. Thank you to Corporal Herring for all he does for the Town. Property located on Main Street and Farm Life Avenue has sold. Alderman Belrose congratulated Corporal Herring and Chief Keys on their Alderman Cannon congratulated Chief Keys, stated that he is al hard worker and glad that hei is staying with the Town. Library was able to roll over $12K to the new budget this year. They are still waiting on the shelter for thel library. Carolyn Russell resigned from the library board with over 30; years of service. The flower bed at the library has been refreshed. Movie night will be Thursday at 8:30 p.m. Tech Mobile has been in the Ernul area. The State library received 10 million in for the picnic shelter. will be good for our Town. promotions.
