TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on September 12, 2022 at 7:00PM in the. Jimmie. L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Russell Ipock, and Alderman Todd McMillen. Those Absent: Alderman Thad Jones. II. Invocation by Alderman McMillen. IV. Pledge of Allegiance. V. Mack Gay Associates. Mike Tolson with Mack Gay & Associates reviewed the completed AIA Wastewater Grant information and the completed Capital Improvement Plan for the Town. VI. East Carolina Solutions. Resolution for AIA Wastewater Grant. Alderman Ipock made a motion to apply for the AIA Wastewater Grant. Motion was seconded by Alderman McMillen and Resolution for AIA Water Grant. Alderman Ipock made a motion to apply for the AIA Water Grant. Motion was seconded by Alderman McMillen and carried. Vote Resolution for AIA Stormwater Grant. Alderman Ipock made a motion to apply for the. AIA Stormwater Grant. Motion was seconded by Alderman Belrose and VII. Carr Riggs & Ingram. Alderman McMillen made a motion to approve minutes as corrected. Motion was seconded by Alderman Ipock and IX. Approval ofCash Receipts and Disbursements. Alderman Belrose made a motion to pay bills. Motion was seconded by Alderman Ipock and carried. Vote 4-0. carried. Vote 4-0. X. Public Comment. Sharon Wright- -3 318 College Street stated that traffic is flowing at excessive speeds along College Street. Itis a danger to kids that are playing in the streets. She also stated that the children arel kicking the stop sign while waiting for the bus and is Victoria Ratchford - 7834 Main Street thanked the Board of Alderman for the variance for her mobile home. She stated that the old mobile home will be moved within the next couple of weeks. She also stated that the camper would be moved out of sight soon. She congratulated Chief Keys on his promotion. making the stop sign more unstable. XI. Police Report was presented by ChiefKeys. National Night Out went well, I'd like to thank all of the volunteers who helped in making this a success. Paperwork has been submitted to Raleigh for the two new police officers. They will be sworn in as soon as we: receive the information from Raleigh. Mr. Eddie Banuche, manager at Bailey Lane Apartments and' The Oaks Apartments has resigned his position. We will be monitoring more at these locations and will bei in contact with the new manager as soon as possible. Overdoses has increased throughout Craven County over the last month, we are stopping more vehicles in hopes to stop the flow of drugs in' Town. We received $2,000 in drug money from NC: Department of Revenue. We are also planning to send in more evidence to the State soon. XII. Mayor's Reports. Sorry to hear that Mr. Eddie Banuche has resigned his position at the apartments, he did a great job supervising both complexes. Hope everyone had as safe fun filled Labor Day. Our thoughts and prayers go out to Mr. Charlie Rogers family. Mr. Rogers was active in the fire department and the rescue squad; he will be missed greatly. The prison officials advised that they would not be able to help with the picnic shelter at this time. NC House Representative Keith Kidwell held a meeting at the' Town Hall. He helped introduce a few new bills into law; any damages to aj police vehicle are: a felony now, families are able to visit their family in nursing homes during end of life, and also clergy can now visit in hospitals. New Bern Riverfront Convention Center is now called Craven County Riverfront Convention Center. Next recycling date is September 15th. October 1st, will kickoff Clean Sweep in the area, anyone wanting to participate can meet right here at the Town Hall parking lot. October 3rd is our next Board of Alderman meeting. Our annual edging and ditch work throughout Town will be done October/Noyember. I attended the ribbon cutting ceremony at Elite Aerials, Alderman Ipock and Meeting Minutes September 12, 2022 Alderman Belrose were also in attendance. Wel had a big limb fall on Harvey Street this week, thankfully no one was injured during this event. Thanks to Fire Chief Stacey Lewis, Town employee John Raines, a Duke Progress Energy worker that lived close by and Frankie Rodriguez: for their help in cleaning up the debris. We have ordered our new backhoe and flatbed truck for the Town. We should have the backhoe the early part of November. Thanks to Brittany and Beverly for working on our Christmas decorations and making them look new again. XIII. Alderman Reports. Alderman Cannon stated that the movie night with the library went well. There were about 50 people in attendance and the weather turned out nice for the event. He thanked Hud Jordan and his wife and Julie Cox for all their work with the event. He asked if the trees and shrubbery hanging over the sidewalks could be cut back SO that you could walk under them on Farm Life Avenue. Alderman Belrose commented on the Town locating the manholes that were not accessible and making them accessible. He also commented on the fence by the road at the property located on Main Street beside the bank. Chief Keys will make contact with the property owner to get the fencing hauled off. Alderman Ipock stated there is a house for sale on Farm Life Avenue. He also asked if we could purchase better quality post cards to mail out water bills on. Beverly stated that she would contact the Post Office and make them aware that Alderman McMillen is still looking for estimates on the Picnic Shelter for the Richard W. Bowers Park. The shelter will be an A frame shelter that is 20' x24'. East Carolina University will be helping the Town with zoning for our existing land use and future land use. This should help with completing a strategic plan for the Town. We will be meeting here at the Town Hall Wednesday at 5:30 p.m. XIV. Audit Contract. Carr Riggs & Ingram presented thel FY21-22 Audit Contract. Mayor.
