TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on October. 3, 2022 at 7:00PM in the. Jimmie. L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Thad Jones, Alderman Russell Ipock, and Alderman Todd McMillen. II. Invocation by Alderman Ipock. IV. Pledge of Allegiance. V. Approval of minutes from last meeting. Alderman McMillen made a motion to approve minutes. Motion was seconded by Alderman Cannon and carried. Vote 5- VI. Approval of Cash Receipts and Disbursements. Alderman Belrose made a motion to pay bills. Motion was seconded by Alderman Jones and carried. Vote 5-0. 0. VII. Public Comment. Andrew Black-8 805 College Street thanked the Police Chiefand Corporal for the long hours they have put in lately. VIII. Police Report was presented by ChiefKeys. The two positions with the department have been filled. Officer Hess is training to be our new SRO officer at the school and Sergeant Sheldon comes with 9 years experience in law enforcement. Both of these individuals willl be a great asset to the department. Corporal Herring has been patrolling College Street in the mornings. Bailey Lane and Oaks Apartments still haven't filled their property manager position. We are still monitoring those areas to deter any incidents from arising. The department participated in the Child Safety Seat campaign. We currently have enough points through the Governor's Safety Highway program to purchase a new radar system and other equipment for the police department. We willl be sending Corporal Herring and Sergeant Sheldon for radar class as soon as it's available in the area. There will be aj pork chop plate sale at the VFW this Saturday for the deputy that was injured in a wreck last week. IX. Mayor's Reports. I'd like to welcome Sergeant Sheldon and Officer Hess to the Town of Vanceboro. They both will be great assets to the department. Congratulations to Public Works Director, Vernon Edwards for making it into the Fall edition of the Tarheel Pipeline magazine. Wea appreciate you for your 45 years ofservice to the Town. October 31" will be the Halleluiah Night at the Vanceboro Methodist Church. There will be 10 churches coming together to host this event from 5:30 p.m. to 8:00 p.m. Tree Lighting Service will be held at 7 p.m. on December 1*t here at the Town Hall. The employee Christmas dinner will be held on December 20th at 6:30 p.m. at the VFW. Craven County Clean Sweep was canceled and will be rescheduled in the future. Our Christmas decorations for the Town have been refurbished and almost complete. Wewilll bei installing lights at the Wastewater Treatment Plant in the future. Wes survived Hurricane Ian, we received 4inches of rain and had a few gusts of wind; overall the Town was prepared. We had permission from Craven County to tiei into their water should we need to. Our prayers go out to Florida. Iattended the Craven County Parks and Recreation meeting; they will be resurfacing the tennis court: and will be completing the LED light project on Field 3 out at West Craven Park. They are planning to have volleyball at the park in the future. We: are accepting Basketball signups here at the Town Hall for ages 7 to 12 years old for Craven County. Iattended the friends of the library meeting; I'd like to thank them for all they are doing to make our library great. Birthdays this month include our Town Clerk, Beverly Drake. Our thoughts and prayers go out to the Town Clerk's family as they lost her Brother-in-law, this past week. The overhanging limbs have been cut back on Farm Life. Avenue, Second Avenue, Main Street and Harvey Street. Edging of the curbs along Farm Life Avenue has been completed as well. Limbs have been cut back from around the stop sign on Arnold Street. Craven County willl be providing help to the Town for compliance with the 160D requirements. We will be taking sealed bids on the old flat bed truck and backhoe near in the future. We received our first installment of] Powell Bill funds this week. Thanks to. Alderman Belrose and his wife for planting mums at the stop light, it really looks great. Applications for water, wastewater and storm water grants were submitted last week for the fall cycle with the State. X. Alderman Reports. Alderman Cannon recommended that the Town appoint Blair Wetherington to the Friends of the Library Board. The next movie night for the Town will be October g"at 6:45 p.m. The library will be placing another Free Little Library somewhere in Town. Wel have found aj portrait of the first librarian in Vanceboro, we will see if the library wants this portrait or we can display it here at the Town Hall. We should form work groups within the Alderman to focus on areas such as Public Works, Finances, Park/Rec, Water & Wastewater, etc. Meeting Minutes October 3, 2022 Alderman Belrose stated that he read through the audit findings from 2021 on pages Alderman Ipock stated that ten churches would bej participating in this year's Halleluiah Night and invited everyone to come out and participate. Alderman Jones bragged on how well the National Night Out went and made a suggestion to the Town for Jeff Holzbach to be our DJ for the Christmas Tree Alderman McMillen stated that on October 15th the Vanceboro Christian Help Center will be having a sidewalk sale from 8 a.m. to 2 p.m. Ireceived two quotes for the picnic shelter at the Town park. The shelter will be 20' x 24' with a concrete pad. Joe. Anderson Builders quoted $25,500 and Drake. Farm quoted $20,547. We received $15,000 from the Bate Foundation to help build the picnic shelter. We will have to prepare thel land first in order to build the shelter. The Town will have to do a budget amendment for the $5,547 to complete the building of the shelter. Alderman Cannon made a motion to approve $5,547 budget amendment to go to the park. Motion was seconded by Alderman Jones and carried. Vote! 5-0. 79-85 and questioned it. Lighting. XI.
