TOWN OF VANCEBORO BOMRD OF ALDERMAN MEETING Held their regular monthly meeting on November 7, 2022 at 7:00PM in the. Jimmie. L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Russell Ipock, and Alderman Todd McMillen. Those Absent: Alderman Thad Jones. II. Invocation by Alderman Belrose. IV. Pledge of Allegiance. V. Approval of minutes from last meeting. Alderman Ipock made a motion to approve minutes. Motion was seconded by Alderman McMillen and carried. Vote 4-0. VI. Approval of Cash Receipts and Disbursements. Alderman Ipock made a motion to pay bills. Motion was seconded by Alderman Cannon and carried. Vote 4-0. VII. Readoption of2022-23 Budget Ordinance. Alderman Ipock made a motion to readopt the 2022-23 Budget Ordinance. Motion was seconded by Alderman McMillen and VIII. 2023 Ford F350: Reg Cab 4x2 w/ 12' Flat Bed Dump. Alderman Cannon made a motion to amend the original budget for the flat bed truck by $3,657.79. Motion carried. Vote 4-0. was seconded by Alderman Belrose and carried. Vote 4-0. IX. Public Comment. Ted Frederick - 307 Harvey Street stated that he was placing the order for the new Bruce Whitford - 328 First. Avenue questioned why the Town granted the variance for the new mobilel homes that would bei in the mobile home park at Harvey Street. mobile home but he could only order it in gray or clay color. X. NC Department ofTransportation. Mrs. Hemal Shal with the NC DOT presented the Craven County Comprehensive Transportation Plan to the Board of Alderman. This plan is designed to assist municipalities in making decisions for roadways, pedestrian routes, bicycle paths, bus transit, passenger rail, and other transportation facilities over the next 25 to 30 years. The plans include improvements to our sidewalks on Main Street and Farm Life. Avenue at this time. Alderman McMillen made a motion to adopt the Craven County Comprehensive Transportation Plan (CTP). Motion was seconded by Alderman Ipock and carried. XI. Police Report was presented by ChiefKeys. Both Sergeant Sheldon and Officer Hess have completed their training. Thank you to Corporal Herring for training Officer Hess both as the School Resource Officer and for the Town of Vanceboro. According to the data collected with the radar sign we show an increase of speed on Sunday's. We have changed our schedules and we will have an officer on duty every day working 12 hour shifts. This should help reduce the speeder and help to deter crime around town. We have ordered a new radar system for the Silverado through the Governor Safety Highway Points. We participated in the Halloween Booze it and Lose it campaign, which should help earn more points to qualify for free equipment for the department. There is a new property manager at the Bailey Lane and Oaks Apartments. Wearel looking forward to working with Nicole Lidwell. We delivered 177 pounds of medications to the SBI that had been dropped Vote 4-0. in the medicine box outside of the police department. XII. Mayor's Reports. Our hearts and prayers go out to Alderman Cannon and his family. Mrs.. Janis Cannon was a resident of the Town which we considered to be our Town Historian. She put together a slide show for the 300th Anniversary for Craven County and also put together a CD for the Town of Vanceboro. She will be greatly missed by all that knew her. Our prayers go out to Carson Jones' family; he used to run the hardware store here in town. Thoughts and prayers to the families oflate Commissioner Lee Allen of Craven County and Betty Harris, my wife's aunt. December 1*t, will be the' Tree Lighting at the Town Hall. Ties have been placed on the fence at the Basketball Court. Trunk or Treat was a great success, thank you to Vanceboro United Methodist Church and other area churches for providing this safe place for kids. The annual ditch mowing has started throughout Town and should be complete within the next couple ofweeks. Sidewalk curbing/edging has begun throughout Town. We have made contact with Coastal Dragline to have the limbs removed from the disposal site out at the Wastewater Treatment Plant. Next Recycling date is November 10th. Town Hall will be closed on November 11thi in observance of Veteran's Day. Next Board of Alderman meeting will be held on December 5th. Town Hall will be closed for Thanksgiving on November 24th and 25th. William Lilly with Lilly's Excavating put new lights up at the Wastewater Treatment Plant. Vanceboro Library has a new librarian, her name is Michelle Meeting Minutes November 7, 2022 Gaskins and willl bei full time at this location. Mrs.Julie Cox will be full time at the Cove City Library. We wish both ladies well. Iattended the Craven County Tax Revaluation meeting at West Craven High School. The public works department as well as the Police department are monitoring the potential storm threat for the end oft this week and making preparations now. Hope everyone has a safe and Happy Thanksgiving. XIII. Alderman Reports. Alderman McMillen stated that preparation work for the picnic shelter should begin this week for the park. Drake Construction will start the shelter within the next two to three weeks. Wes are also looking at placing 108' of sidewalks but Alderman Ipock thanked Vernon Edwards and Chief Keys for all of their work with Alderman Belrose suggested we purchase a recording device to record the board Alderman Cannon stated that the library board met and welcomed the new librarian Michelle Gaskins. They received $1,000 grant from Bojangles. They are making a shadow box with items from the Town to be opened at a later date. They welcomed Blair Wetherington to the board. Movie night in October was successful; they had about 60 people attend. Kat Clowers wants to change the shelter that was supposed to bel built into a meeting room that would hold around 50 people. Vanceboro Strawberry Festival met and the Rescue Squad made a motion that this would be the last year they would sponsor the festival. They are looking into maybe the Town taking it over or other options. West Craven High School Football isi in looking to see how water will drain. the Halleluiah Night. meetings to help assist in the minutes being more accurate. their2"d, round of playoffs. XIV.
