TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on December 5, 2022 at 7:00PM in the. Jimmie. L. Morris Boardroom I.C Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Thad Jones, Alderman Russell Ipock, and Alderman Todd McMllen. II. Invocation by Alderman Cannon. IV. Pledge of Allegiance. V. Approval of minutes from last meeting. Alderman Ipock made a motion to approve minutes as corrected. Motion was seconded by Alderman Jones and carried. Vote VI. Approval ofCash Receipts and Disbursements. Alderman Jones made a motion to pay bills. Motion was seconded by Alderman McMillen and carried. Vote 5-0. 5-0. VII. Public Comment. No public comments. VIII. Vanceboro Public Library. Mrs. Michelle Gaskins stated that the Summer Reading Program was a huge success this year. Since July 1" they have issued 176 library cards to patrons. They offer children and adult programming to all ages. The library has installed a new self checkout station. The library applied and received a grant from Bojangles for $1,000. They have installed a new sink at the library. A town citizen will be painting a mural along the wall of the auditorium area soon. A special thanks to the family of the late. Mrs. Janis Cannon for their donation ofa display table and memorabilia of thel library over the years. Thel library needs include: donations for large print books for the older patrons and donations for arts and crafts supplies. IX. Craven County ABC Board. Mr. Chip Chagnon, Chairman of the ABC Board presented the: annual briefing for this year. Craven County exceeded their growth estimates by 3% and sales revenue to 15.7 million dollars. The Flock system is now inj place in our Havelock and Vanceboro stores. Wep provide 7% of gross revenues to substance abuse prevention and drug and alcohol education. The Town of Vanceboro received $4,034 from the ABC Board this year. X. East Carolina Council - Proposal for 160-D. Alderman Ipock made a motion to accept the proposal of $5,500 to bring our ordinances in compliance with the Land Use Laws NCGS 160D and SL 2019-111 set by the State. Motion was seconded by Alderman Belrose and carried. Vote 5-0. XI. Clerk. 2023 Board of Alderman Schedule. Alderman Jones made a motion to adopt the 2023 Board of Alderman Schedule. Motion was seconded by Alderman McMillen and carried. Vote 5-0. 2023 Holiday Schedule. Alderman McMillen made a motion to adopt the 2023 Holiday Schedule. Motion was seconded by Alderman Jones and carried. Vote 5-0. Archive Social Proposal. Archive Social had reached out to the Town about providing backup information for the Town. This would include all social media and etc. Board of Alderman took no action on this proposal for Archive Social. XII. Police Report was presented by ChiefKeys. Our department participated in the Thanksgiving booze it and lose it campaign. We are still waiting for our radar to come in that we ordered with points from the Governor's Safety Program. We have purged evidence from old cases that no longer require us to hold the evidence any Ionger. The evidence will be disposed of at the. NC Crime Lab in Raleigh. Weare currently remodeling thel Police Department. We encourage others to come by and see our progress. We have increased our security checks for businesses during the holidays. XIII. Mayor's Reports. Special thank you to Andy Caprara and his wife for their $2,000 donation to the Police Department. Birthdays this month are. Alderman Thad Jones and Alderman Ipock. Our thoughts and prayers go out to the family of Hazel Ipock, resident of the town. Edging of the sidewalks will resume soon throughout town. Ditch work is about 75% complete throughout town. Coastal Dragline sent a quote for $4,000 to remove the limbs at the temporary site at the WWTP. The next Board of Alderman meeting willl be held on January gth. Recycling will be on December gth. Our town Christmas dinner will be held on December 20th for town employees, Board of Alderman and Planning/Zoning board. The repeater building Meeting Minutes December 5, 2022 out at the Water Treatment Plant has been repaired. Christmas decorations have been put up throughout town, they look great. Hope everyone had a Happy Thanksgiving and enjoyed time with their families. Merry Christmas and Happy New Year to everyone. The annual tree lighting for the town went well; we had the largest turnout yet. It was great to see the schools, daycare and the WCHS marching band participating this year. Thel bad spots on Morningside Drive have been repaired. Thank you to. Alderman Cannon for placing, the four trees at the stoplight. Town Hall will be closed December 23, 26 and 27th in observance of Christmas. The Town Hall will also be closed on January 1*t in observance of] New Year's Day. Iattended the annual Fire and Rescue Dinner; P'd like to thank them for all their work and dedication to the safety of our residents and surrounding areas. To date they have answered the call to 305 fire calls and 1284 rescue calls this year. Congratulations to Lexanne Huffman, she was sworn in as Clerk of Court with Craven County earlier this morning. Thanked Alderman McMillen for all of his hard work: for the Richard W. Bowers' Park. XIV. Alderman Reports. Alderman McMillen stated that he will be attending a presentation with East Carolina's planning and zoning students this Thursday. There is a halt in the progress for the picnic shelter over at the park. There used to be a movie theater located on the corner of Main and White Street. Apparently when it was torn down the bricks and everything was buried in a hole in the ground. Therefore, we now need an engineer to help us with the digging associated with placing the picnic shelter. Ihave al LCD projector that the Town can have to mount to the ceiling of the. Jimmie L. Alderman Belrose stated that he and Public Works Supervisor had looked at Mauls Run. It was trapped up by beavers and debris that had accumulated. The State Alderman Cannon stated that the friends of the library were doing a raffle for a gift basket. The tickets are $2 each or 31 for $5.
