TOWNV OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on April 3, 2023 at 7:00. PM in the. Jimmie L. Morris Boardroom I.C Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Thad Jones, Alderman Russell Ipock, and Alderman Todd McMillen. III. Invocation by Alderman Belrose. IV. Pledge of Allegiance. V. Approval of minutes from last meeting. Alderman McMillen made a motion to approve minutes. Motion. was seconded by Alderman Ipock and carried. Vote 4-0. VI. Approval ofCash Receipts and Disbursements. Alderman Jones made a motion to pay bills. Motion was seconded by Alderman Belrose and carried. Vote 4-0. VII. Public Comment. Andrew Black- 805 College Street thanked the Police Department for trying to stop speeders on College Street. Wished everyone a good Easter. VIII. Craven County Public Library. Michelle Gaskins presented the latest stats for door count, circulation, and use ofhotspots at the library. All areas had increased. Areas ofimprovement are creating book displays and offerings that appeal to more patrons, giving out bookmarks to promote new books and authors, asking patrons for more suggestions ofwhich books to order and getting the word out about the IX. Police Report was presented by Chief Keys. In regards to last month concern oft the increased calls coming from the Oaks Apartments, Ihave talked with the director of Westminster and together we have came up with a plan to reduce calls. We will be having a meeting with both apartment locations discussing drug and gang violence. Effective March 29th, citizens are no longer required to apply for a purchase permit at the Sheriff Office. However when purchasing a firearm from a dealer,you are Summer Reading Program. still required to undergo a background check. We received multiple complaints about speeders on College Street. The sign was set up and multiple stops were conducted. Imet with the director ofl RHA and Trillium this month. We are looking toj partner together to have a case worker within our office that provides immediate support fori individuals with mental health and substance abuse. Myself, Corporal Herring, and Officer Hess will be assisting Grifton Police Department with their X. East Carolina Council. Carlton Gideon stated that North Carolina General Statutes 160D combines elements of1 153A and 160A. This new chapter defines planning and land development regulations for all local governments within the state. These statues were combined for the sake of consistency. The 160D is organized into a more logical, easy to interpret order. Updates also include consensus reforms, XI. Mayor's Reports. This month we collected $2968.84 from Debt Setoff. Birthdays this month include our Assistant Clerk Brittany Mumford. Next recycle for the Town is April 27th. After 15 months ofworking on receiving the back pay from the prison we finally received the $794,541.03. We will use this money to redo the tank at the prison and for water and sewer infrastructure. I thank everyone who had al hand in helping receive these funds. We received an offer of $3500 from Danny Smith for Alderman McMillen made a motion to accept offer. Motion was seconded by Thanks to Officer Herring and his wife for helping me pick up litter.Ireceived a few calls about the house beside the bank. A letter was sent out to the owner in hopes that they will rehab or demolish soon. The budget workshop will be May gth at 6 pm. Town Hall will be closed on April 7th for Good Friday. Shad Festival on the 14th and 15th of April. clarifications and modernized language. the backhoe. Alderman Ipock and carried. Vote 4-0. XII. Alderman Reports. Alderman McMillen thanked the Chief: and his staff for everything they do and stated in such a small town you wouldn't expect things that happen on the world news to bel happening here. I commend the Mayor for all oft the work he does behind the scenes and for staying at it to receive the funds from the prison. Alderman Jones stated he appreciated the Police Department and had heard a lot of positive remarks this past week with them putting the sign out on College Street. I also thank the Mayor for the good job he does. It doesn't go unseen. Alderman Ipock thanked Brittany for the extra effort she has put in with Beverly being out. The Mayor achieved a real big accomplishment. He could have quit but Alderman Belrose thanked the Mayor for all that he does. The lot beside the he stayed on top of things. Vanceboro Cemetery is in need of mowing. Meeting Minutes April3,2023 Alderman Cannon stated things for the festival are going good. Vendors are: still coming in and wel have a few sponsors. Weare coming to an end ofan era for the rescue squad. Iwant to thank the Kite's family along with other sponsors that have been very special to this program. Getting the backpay from the prison is great but even better that they're paying more each month consistently. XIII. Public Works. Vernon Edwards congratulated the Mayor on getting the funds for the prison. Itis really awesome. XIV.
