TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on June. 5, 2023 at 7:00PM in the. Jimmie L. Morris. Boardroom I Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Thad Jones, Alderman Russell Ipock, and Alderman Todd McMillen. II. Invocation by Alderman Ipock. IV. Pledge of Allegiance. V. Approval ofr minutes from last meeting. Alderman McMillen made a motion to approve minutes. Motion was seconded by Alderman Ipock and carried. Vote 5-0. VI Approval of Cash Receipts and Disbursements. Alderman Belrose made a motion to pay bills. Motion was seconded by Alderman Jones and carried. Vote 5-0. VII. Approval ofUtility Services Quote for Prison water tank. Alderman Jones made a motion to approve the quote from Utility Services. Motion was seconded by Alderman Ipock and carried. Vote: 5-0. VIII. Approval of] Budget Amendments. Alderman Ipock made a motion to approve budget amendments. Motion was seconded by Alderman McMillen and carried. Vote 5-0. IX. Public Comment. Mr. Hudson Jordan of 704 College Street inquired about the property at 380 Mill Street having a camper setup with power and has made a driveway. Mayor Braxton stated that hei is not supposed to be living ini it and there will be no water or wastewater services by the Town of Vanceboro. Wel haven't issued a zoning permit. We have talked with the owner and he knows it isn't allowed. X. Police Report was presented by ChiefKeys. Officer Hess left on May 5th. Corporal Herring has now taken over the SRO position at the school. We've interviewed a couple of applicants and hopefully the position at the school will be filled by the start of the new school year. The department participated in the Booze it and Lose itc campaign on Memorial Day. Wel haven'theard back: from the Raptor radar system we ordered from Governors Highway Safety program. Wel have received our portable speed bumps; this will help slow traffic down during checkpoints. Corporal Herring has completed radar training and once he completes his training clocks at work he'll be able to utilize the radar in his patrol car. Our department participated in thel Rugged maniac event in Fayetteville last weekend. This event helped raise money for thel National Fallen Officer Foundation. We have the radar sign on the Hwy 43 end of Vanceboro to slow speeders down coming into town; we had received several complaints of speeders in this area. It has shown a reduction, since wej placed the radar there. Our plate sale is this Sunday from 1:00-4:00 p.m. XI. Mayor's Reports. Proposed budget for the 23-24 year has been approved by the LGC Commission. Some of the main items for this year will include: 4% COLA, ARPA money will be used for salaries, electronic sign for Town Hall, Police car (We will sell the 2008 Crown Victoria), commercial lawn mower, $100,000 for street paving, roof for Town Hall, Flat bed for water department, two new water filters at plant, garbage increase $1 on flat rate, water and wastewater increase $1 on flat rate Coastal Regional Solid Waste Management Authority would like tol havean appointed person to represent the Town of Vanceboro on their board. Alderman Belrose will be the appointed Alderman to represent for the town. Town Hall - Roof- We received two quotes to replace the roof at the' Town Hall. Bengel for $18,000 and Service Metal Roofing $25,000. Alderman Jones made a motion for Bengel to replace the roof at the Town Hall. Motion was seconded by Hope everyone had a good and safe Memorial Day. Birthdays this month include: Corporal Herring, Public Works employee Cornelius Bradley and Chief Keys. Town Clerk's brother in law Mark Wetherington passed away this past month. Our thoughts and prayers go out to her family. Next Board of Alderman meeting will be held on July 10th. Next recycling date will be. June 22"d. Town Hall will be closed on July 4th in observance of Independence) Day. Vanceboro Strawberry Festival was the largest crowd we've had in a while, the weather was nice and everything went well. We sent a letter to the City of New. Bern to thank them for sweeping the streets. Wel have two houses being built in Stewart Park. Thereare five homes being sold in Vanceboro. Wel have been citing properties throughout town for mowing the lawns. Iattended the Friends oft the Library meeting. Ialso attended the Craven County Parks and Recreation meeting. They have several and 3% on the gallon usage. Alderman Belrose and carried. Vote 5-0. Meeting Minutes June 5,2023 pickle ball courts at Creekside Park. There are 30 to 40 teams that play Lacrosse at West Craven Park. They will also be offering t-ball and rookie ball at WC: Park this year. They held Senior Games and Special Olympics through Craven County this year. They will also bel having several camps throughout the summer. Ifyou are interested inj participating reach out to Craven County Parks & Recreation department. Iattended the Memorial Day Service which was. held at the local VFW. They do a great job with this event each year. XII. Alderman Reports. Alderman Cannon stated that Friends of the Library would bel hosting a movie night on July 27th. Summer reading program is starting this week. The flower beds at the library had been redone, thank you to White's Farm for providing the flowers and Kite's Supermarket for providing the mulch. Vanceboro Strawberry Festival was successful this year and it was well attended. Thank you to Chief] Keys and his officers for all they did with the parade. Alderman Belrose helped out a lot. We will need storage for our items of the Strawberry Festival; we're looking at possibly storing at Epworth Fire Department. Ispoke with some of our residents at Alderman Belrose stated that we could possibly move the two trailers of the Police department out to the Water Plant; that would free up two more parking spaces in thel lot beside the Town Hall. He stated that Alderman Cannon worked him to death at the festival. Hei is hoping that we will receive a lot ofvolunteers in the future with the Strawberry Festival. He sold al lot of t-shirts at the festival. Alderman Ipock stated that the Strawberry Festival went very well. He wished Beverly Drake well in her upcoming surgery. The painting at Kent's BBQ looks Alderman Jones appreciated everyone that worked with the Strawberry Festival. He has talked with his new: neighbors and they are really enjoying livingi in Town and especially enjoys the meat department at Kite's Supermarket. Alderman McMillen looks forward to the Town continuing toj progress and move XIII. Closed Session.
