TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held. their regular monthly meeting on September 11, 2023 at 7:00PM in the. Jimmie L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call' Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Keith Cannon, Alderman Thad Jones, Alderman Russell Ipock, and Alderman Todd McMillen. III. Invocation by Alderman McMillen. IV. Pledge of Allegiance. V. Approval of minutes from last meeting. Alderman Jones made a motion to approve minutes. Motion was seconded by Alderman Ipock and carried. Vote 5-0. VI. Approval ofCash Receipts and Disbursements. Alderman McMillen made a motion to pay bills. Motion was seconded by Alderman Belrose and carried. Vote 5-0. VII. Public Hearing. 8514 Main Street- Rezoning request from R8 to R10. Billy Whitford - 225 Vance Street- He was appreciative of the Police, Fire and Military individuals for all they do. The Town has approximately 450 water meters for residents throughout town. Out of those around 100 meters are] provided to low income housing. We already have around 22% of low income housing throughout town and would love to see: new home buyers building on vacant lots instead of more Louann Bryan and' Tamara - 8518 Main Street = stated that they were opposed to the rezoning request in their area of residence. They would like the Board of low income housing coming to town. Alderman to keep the zoning for single family residences. Brandon Bradshaw - 200 Grand Avenue - would love to see prosperous families movei into town and build homes. Iam against the rezoning of the property at 8514 Main Street because its sits right next to my property and I want to ensure: safety for Royce Jordan - 8522 Main Street - stated that he would like to see Vanceboro remain the same, he has lived here a long time and it feels like the country even though it's in town. He lives in this area and doesn't want thej property rezoned at Alderman Jones made a motion to close the Public Hearing. Motion was seconded Motion to deny request for rezoning of property located at 8514 Main Street from my family and kids. 8514 Main Street. by Alderman Ipock and carried. Vote 5-0. R8 tol R10. Police Report was presented by Chief Keys. All ofo our officer's are now radar certified. We will be reordering a new radar when the online portal opens up for the Governor's Highway Safety Program. The order for a 2024 Ford Explorer for the department will go out by the end of month. Corporal Herring is currently working as the School Resource Officer at Farm Life Elementary. Sean Johnson is shadowing Corporal Herring until his paperwork comes back from the State. Hopefully we should have the paperwork soon. We conducted a back to school campaign to help reduce speeders in town. Wei issued 44 violations during this campaign. The Oaks and Bailey Lane apartments are searching for a new site manager. We are monitoring these areas heavily to help reduce unwanted traffic to Mayor Braxton stated that the apartments in town consist of about 15% of our population. 75% of calls made to the Police and Fire Departments come from the these areas. apartments. X. Clerk. Craven County Disaster Debris Removal Cooperative Purchasing Agreement with Ceres Environmental Services, Inc. and Tetra Tech. Meeting Minutes September 11, 2023 Alderman Jones made a motion to accept the agreement with Ceres Environmental Services, Inc. to remove debris after a disaster. Motion was seconded by Alderman Alderman McMillen made a motion to accept the agreement with Tetra Tech to monitor the debris after a disaster. Motion was seconded by Alderman Belrose and Ipock and carried. Vote 5-0. carried. Vote 5-0. XI. Mayor's Reports. ALE Agent for our area, Matt Knight passed away, our thoughts and prayers go out to his family. Mrs. Evelyn Evans, long time resident of Vanceboro passed away. Her family is in our prayers. Town Hall roofwas repaired last month for $17,900 which was originally thought to costs around 25K. Paving throughout Town has been completed. Our next Board of Alderman Meeting will be held October 2nd. Next recycling date will be September 14t. Public Works department received their new flat bed truck, it had been ordered since last fiscal year. They also have a new John Deere lawn mower, this is the first commercial grade mower we. have ever had. We also got our new backhoe at the end ofl last fiscal year. Hopefully within the next two years we can get a new tractor. Electricity will bei installed tomorrow at the picnic shelter in Bowers Park. Thank you to Roy Hicks for allowing the town to use his trencher for free. Special thanks to Alderman McMillen for all of his work with Bowers Park. I'd like to remember all of the people from 911 that gave their lives back in 2001. Our new officer's paperwork should be back from Raleigh soon and then Mr. Sean Johnson will be the new School Resource Office at Vanceboro Farm Life Elementary. I'd like to welcome Beverly Drake back after having two knee replacements this year. Thanks to Assistant Clerk, Brittany Mumford for all of her hard work during the clerks time off. She did a great job. On August 2nd, Brittany Mumford celebrated five years with the Town. On August 3r4, Pernell Fields celebrated twenty-five; years of service with the Town. Thank you both for your service. We received quotes to install a generator at the Water Plant and at the Well from R. Brown Electric. Quote was for around $150K. Currently we store water in the tanks when preparing for a storm in our area. We usually have enough for three days, we can tap into Craven County should we need to. Craven County will be receiving over the next fifteen years $18 million dollars through an Opioid settlement. These funds should help in the fight for individuals struggling. XII. Alderman Reports. Alderman McMillen stated that the Christian Help Center had spent $10K improving the building. They have two split system units, replaced ceiling and tiles, new led lights, electrical upgrades and will be replacing the roof on the back room of thel building on' Thursday. They provide food for approximately 300 to 400 families an month. They also arel looking into helping families dealing with opioid addictions. Alderman Jones had no comment. He thanked the Police for all they do. Ihave noticed speeders on Farm Life. Avenue in the morning on the way to school. Can we get the radar trailer on Farm Life Alderman Belrose stated that hei is the representative for the Coastal Regional Solid Waste Management. Authority for the Town of Vanceboro. Iattended the meeting which was held in Pamlico County. This county has had the biggest increasei in waste. They are able to measure waste by categories such as: yard, recycle, tires, etc. I'd like to encourage the board to attend the tour on October 26th from 10:00 Alderman Cannon thanked the citizens that had come out for the meeting tonight. He stated that Dr. Sandhu, from Vanceboro Internal Medicine had heart surgery Avenue again? a.m. to 1 p.m. at the' Tuscarora Landfill. Iti is very interesting. and is doing well.
