TOWN OF STOKESDALE Regular Council Meeting 8325 Angel Pardue Road Stokesdale, NC2 27357 April 10, 2014 The regular meeting of the Stokesdale Town Council was held on Thursday, April 10, 2014, at the Council members in attendance: Mayor Randy Braswell, Frank Bruno, Vicki White-Lawrence. Stokesdale Town Hall at 8325 Angel Pardue Road. Council members absent: Bill. Jones Others present included: William B. Trevorrow, Town Attorney; Deputy B.J. Knight, Guilford County CALL COUNCIL MEETING TO ORDER: Mayor Braswell called the meeting to order at 7:00p.m. Sherriff's Department; Carolyn L.. Joyner, Town Clerk/Finance Officer. INVOCATION: Recited by Pastor Walker from Oak Level Baptist Church. PLEDGE OF ALLEGIANCE: Recited by all Council and citizens in attendance. Mayor Braswell asked Council and anyone speaking to state their name for the benefit of the tape REVIEW AND ADOPT AGENDA: Mayor Braswell stated that he wanted to add item number 6 under Vicki White-Lawrence made a motion to continue item number 4 under New Business. Frank Bruno Howard Jones wanted to addi item number 5 under New Business which would be about Republic Waste Vicki White-Lawrence made a motion to adopt the Agenda with changes. Frank Bruno seconded the COMMENTS FROMT THE FLOOR (3 Minute Limit per Speaker for Non-Agenda Items Only) recording. New Business which is the Abandonment of Adano Road. seconded the motion. All Council members voted aye and the motion was approved. Services. motion. All Council members voted aye and the Agenda was adopted. Pastor Walker from Oak Level Baptist Church said he spoke to Mayor Braswell earlier about his son, Mark Walker, who is running for Congress int the 6th District. He said that they are, going to have a special meeting on April 21, 2014, at the Stokesdale Business Center when Mark Walker will speak about his conservative views and what he stands for. He said he wanted to invite the Mayor, Council members, and others who may bei interested to the meeting. He said that Mark Walker will address issuesand Book 13,1 Page 2487 answer questions. He said there will be refreshments and the meeting starts at 6:30pm and ends at 8:00pm. He said that Mark Walker is a minister and has also been involved in both community and civil affairs. He said that Mark Walker was appointed to the Greensboro City Council War Memorial Commission that oversees the Greensboro Coliseum and other venues, serves on the Budget and Finance Team for the Coliseum Board of Directors, and is involved int the local and statewide campaign. He said he would like permission to hand out literature and see all those who are interested in learning more about Mark Walker and what he stands for at the: special meeting on April 21, 2014 at 6:30pm. He said the literature will be available int the lobby on the way out of the Council meeting. Mayor Braswell Tim. Jones, 8402 Southard Road, Stokesdale, said he picks up the General Balance sheets every time he comes to a meeting and looks at the amount of money the Town has and how much they have been spending over the last few years. He said he wonders how much longer Stokesdale will be able to sustain itself without a property tax. He said that he does not hear a lot of talk about this and he assumes that Stokesdale transitioning from the way it is operating now to a property tax seems like it would be a huge thing. He said that it seems that all it would take is a vote from the Town Council members to approve a property tax and wishes it was a requirement that the voters had to pass a resolution to have a property tax. He said he wonders how much longer the citizens of Stokesdale can expect to live ini this town without having a property tax and does not understand why people are not talking about this more and wonders whether the Town is determined to operate without a property tax or not. He said that he questions the wisdom of what the previous Councils have done regarding the spending they did and if their intent was to keep the Town tax free. He said the Town needs to have more conversations about how they plani to continue to operate without aj property tax. confirmed with Mr. Trevorrow that the literature was allowed to ber made available. NEW BUSINESS: Report from Guilford County Sheriff's Department: Deputy B.J. Knight stated that he was standing in temporarily for Deputy Scott Casey who is out oft town. He said that from March 14th until April 10th, 16 reports were generated, two of which were Part ones. He said one was a burglary and one was ai theft of property. He said that other reports range from minor assaults to drugviolations and DWIs. He said that Mayor Braswell asked Deputy Knight ifi it was possible to get the number of Community Watch Programs in Stokesdale from the Sheriff's Department. Deputy Knight said that Sergeant Fuller handles Safe Community Watch and he will get the phone number to Sergeant Fullert for Mayor Braswell to call. Mayor Braswell asked Deputy Knight if they are doing a National Night Out this year andi if so, was there isa date for it yet because he wants to get iti in the paper. Deputy Knight said he is not sure what the date is, but he will send Deputy Scott Casey an email with Mayor Braswell's request sO he can provide Disaster Awareness Month Proclamation: Mayor Braswell said that Ms. Susan Lukens, who is a member of the Stokesdale Safety Committee, has a Proclamation to present to the Town that he will read to the Council members in her absence. After reading the Proclamation to Council, Mayor Braswell most are misdemeanors involving traffic stops. the date at the next Council meeting. proclaimed the month of May 2014 as Disaster Awareness Month. Book 13,1 Page2 2488 2 April 10, 2014- REGULAR COUNCIL MEETING Mayor Braswell made a motion to approve the Proclamation for the Town. Frank Bruno seconded the motion. All Council members voted aye and the Proclamation was approved. A copy of the Proclamation Consider Ordinances Concurring with NC DOT to Set Speed Limits on Six Roads in Arbor Run: After Council reviewed the documentation, Frank Bruno made a motion to adopt all of the ordinances to change the speed limits on SR 4610 (Zinfandel Drive), SR 4612 (Barbera Drive), SR 4613 (Riesling Drive), SR 4629 (Sangiovese Drive), SR 4639 (Perlette Court), and SR 4640 (Calmeria Court). Vicki White- Lawrence seconded the motion. All Council members voted aye andi the motion was approved. Copies of Ordinances 83-88 are herebyi incorporated into and made a part oft the minutes oft the meeting. Republic Waste Services: Howard Carter. Jones, 7512 Bartonshire Court, President of the Weatherstone HOA, said that due to two recent weather events that caused the roads to be blocked, Republic Waste Services did not come for a whole week to pick up his garbage. He said that Carolyn Joyner made a copy oft the contract that the Town has with Republic Waste Services for him to read and there is nothing in the contract that indicates a citizen is not required to pay their bill in full when their garbage has not been picked up. He said that Republic Waste Services' contract will be upi for renewal in a couple more years SO he would like Council to consider putting a clause ini the contract stating that citizens are not Mayor Braswell asked Carolyn Joyner to make a note on the existing contract SO that they can remember to ask Republic Waste Services about inserting this clause when their contract comes up for Abandonment of a Portion of Adano Road: Mayor Braswell asked Carolyn Joyner to give a quick review of this Agenda item. Carolyn Joyner said that there was a recent rezoning and part of Adano Road would be closed and this is step one in the process. She said that NCDOT (North Carolina Department of Transportation) has requested a Resolution concurring with the Abandonment Petition for the road, so this is the first step. She said that once the Resolution is prepared, it will then come back again to both the Planning Board and Town Council for the actual closure of the road. Mr. Trevorrow stated that the Resolution is a standard format and not approving it tonight would delay the whole process. He: said that the abandonment ist thet first step oft the removal of the road. Carolyn Joyner said that she does not think that the State would recommend abandonment if there were homeowners that were affected since they would also need tos sign the petition. Mr. Trevorrow said that this is at formalized process to remove or abandon this portion of the road from the State Maintenance System and Council needs to concur and: sign offo onit. Frank Bruno said that from what he sees on the map, there should be no problem with approving the Resolution. Mr. Trevorrow: said that he will review the Resolution and then Council will vote for approval Mayor Braswell made a motion to approve the Resolution based on the Town Attorney's review and authorize the Mayor to signi it. UNFINISHED BUSINESS: Park Hours and Field Conditions: Continued from March 13, 2014 Council Meeting: Mayor Braswell said that the Park hours are currently from 7:00am to 8:00pm. He said that on the shortest days they were actually locking the gate at 7:00pm which is an hour early due to security issues, and on the longest days they closed the gate at 8:00pm, although it is still light out until around 9:00pm. He said they want to extend the hours on the longest days during the summer and close the Park earlier on the shortest days during the winter. He said that the other issue is the field conditions and currently there are no restrictions on the soccer field as far as somebody using it when it is very wet. He said that last year an irrigation pipe had ruptured and they played anyway andi it turned into a giant mud hole. He said that he would like a sign that they could post stating that the fields are closed when these field conditions occur. He said that he would like to get a Park Committee together that could address the Park hours, field conditions, and other issues regarding the Park. He said that they have made a significant investment in preparing the fields with reseeding and will continue to spend money to build upt the turf so iti is important to have some way to stop play ont the field when iti isv wet. Mayor Braswell said that they have received two estimates to pressure wash the concrete slab at the picnic shelter. He said that both companies came out to look at it and Sunshine Scapes of Stokesdale submitted the lowest bid. He said they need to pressure wash aftert the winter and after parties. Mayor Braswell made a motion to approve the estimate for $90.00 to pressure wash the picnic shelter concrete slab. Frank Bruno seconded the motion. All Council members voted aye and the motion was Frank Bruno suggested that they authorize Carolyn Joyner to schedule the pressure washing and Consider Approval of Facility Use Agreement: Mayor Braswell said that they received a proposal from Alecia Smith to rent Council Chambers two days a week for four days a month at two hours a day from 5:45pm to 7:45pm for a total of 16 hours per month. He said that she is making an offer of $200.00 for 16hours of usage per month and is offering a 60/40 split, but he does not think they can do that. Frank Bruno said to Mr. Trevorrow that this is a For-profit business and they would be allowing a For- profit business to rent the Council Chambers every month and he does not think that that would be a good idea. Mr. Trevorrow said that he had the same concern because the Town Hall is a public-use facility and that means iti isreally for the use of the citizens of Stokesdale for public purposes and noti for private business. He said that there is already a set fee schedule for facility use within the building and the special events fee that was seti is a fixed fee and Alecia Smith is actually proposing a negotiated fee or flexible fee which is different than what was already approved. He said that she is offering a continuing contract for the use of the facility without any termination date and this makes him Frank Bruno made a motion to deny the request. Vicki White-Lawrence seconded the motion. All Council approved. authorize her to pay Sunshine Scapes for this service. April 10, 2014- - REGULAR COUNCIL MEETING Book 13, Page2490 4 North Carolina Sand Volleyball Company: Frank Bruno stated that he spoke to Glenn Cashion who wanted to schedule some dates for the volleyball court but thinks that there may be some conflicts with some of the dates he requested. Carolyn Joyner said that the Saturday dates he requested are dates Parks and Rec are scheduled to use the facility. Frank Bruno said that Mr. Cashion and Parks and Rec worked it out last year and had no problems. He said that Glen Cashion is out of town at a volleyball tournament sO he could not attend the Council meeting. He said that although Mr. Cashion will be able to attend the next Council meeting, the first date he needs the volleyball court at the Park is scheduled before the next Council meeting, so they are presenting the dates nowt to Councili fori their approval. Frank Bruno made a motion to approve the use of the sand courts for the dates listed on the application, waive the facility use fee for the sand courts, and let Mr. Cashion work out his use with Mayor Braswell stated that as part of or in addition to this motion, sO people understand why the fee was waived, he wants it known that groups can provide financial support or in-kind support for the maintenance or operations of the athletic fields or facilities. Vicki White-Lawrence seconded the motion. Computer Software Updates for Town Hall Computers: Frank Bruno said that there are two different versions of Microsoft Office on the two computers ini the Town Hall. He said that one is Microsoft Office 2003 and one is Microsoft Office 2010 and suggested an upgrade on the new computer with the 2010 version. He said that the Rural Billing software which is currently only on the laptop needs to be installed onto the new computer as well. He said he spoke to Carolyn Joyner about this and there is a one-time fee of $250.00 to purchase the program for the new computer and there would be al licensing fee for Rural Billing. He said that both Microsoft Office 2010 and Rural Billing need to be on both the laptop and the new computer to make the Town Hall computers more efficient. He said that it would be $150.00 for Rural Billing so it would be approximately $400.00 total fort the upgrades and suggested that $500.00 would be the ideal amount needed in the budget. He asked Carolyn Joyner if there were any Parksand Rec of the soccer field on an as needed basis when iti is available. All Council members voted aye and the motion was approved. funds available int the budget or ifal budget amendment would be needed. Carolyn Joyner said that funds were available for the software upgrade. Frank Bruno made a motion to use existing funds for the upgrade to Microsoft Office 2010 and to purchase the licenses necessary for the Rural Billing software, not to exceed a total of $500.00. Vicki White-lawrence seconded the motion. All Council members voted aye and the motion was approved. Water System Issues = If Any: Mayor Braswell said that all of the workshops have focused on the Water Enterprise System and they have talked about everything about the water system. He said that he encourages citizens to attend the workshops because they can learn a lot about the Town, just as he has. He said that the workshops are very informal and asked Frank Bruno to share what he knew about Frank Bruno said that they had a new technology workshop and brought in a few people to talk about upgrading thet telephone system to as state-of-the-art level. He said that they were trying tos stay revenue neutral which means they would upgrade the telephone system at no cost to the Town. He said that they also discussed the security system and its cameras and upgrading that system which would also be the recent telephone workshop. revenue neutral. Book 13,1 Page2 2491 5 April 10, 2014- REGULAR COUNCIL MEETING Mayor Braswell said that on Friday, April 11, 2014, there will be another workshop at 3:00pm. They plan to discuss more water issues and go through the landscape proposals because it is getting close to the time that they will have to start mowing again. He said that Council will be holding a session soon specifically for the landscaping. COMMITTEE AND BOARD REPORTS: Report on Council Workshops: Frank Bruno stated that Council has one month until the new budget will be presented. He said that between now and May 8, 2014, Council will be meeting in order to Further discussion took place on when they would be able to meet. Frank Bruno Department and Administrative Reports: Finance Report: March, 2014: Carolyn Joyner stated that assets increased slightly on both the Water Enterprise Account and Water/Sewer Fund for the month of March. She said that the deposits and checks written on the Water Enterprise Account were routine. The Water Enterprise Accounts Payable transactions were routine except for an invoice received from Redline Data Systems for $192.28 which Carolyn Joyner said that assets increased in the General Fund by $38,494.86 over the previous month. She said that Checking Account Transactions showed that $18,997.05 was paid to Guilford County Finance Department for 4th Quarter Law Enforcement, $12,500.00 was paid for Planning Services fora a six-month period of time, and Council was paid stipends for 1st Quarter. She said that under General was foray year's supply of postcards that are usedi fort the water billing. Book 13,1 Page 2492 6 April 10, 2014-1 REGULAR COUNCIL MEETING Fund Accounts Payable invoices were received for Animal Control for 1st Quarter in the amount of $3,050.00 and a new computer for $459.01. She said that the General Fund Savings Account had a Utility Franchise Tax Distribution of $77,157.01, which was the reason that assets increased during the month. Property/Liability Insurance Renewal: Carolyn. Joyner said that it was time tot fill out and: send ins some questionnaires recently received about insurance, and if the Town intends to: seek insurance from other Administrative Report- t-Town Clerk: CarolynJoyner said that she did not have anything to report. Vicki White-lawrence announced that Stokesdale Fire District Inc. is celebrating 60 years of service and dedication, and everyone is invited to an open house on Sunday, May 18, 2014 at 3:00pm at the Mayor Braswell announced that Adopt-A-Pot will brighten up the Linear Park in Downtown Stokesdale on Saturday, May 10", 2014 from 10:00am to 12:00noon. He said in 2013 they planted ten trees and shrubs and set 20 pots of flowers and this year they plan on setting 20 pots of color again so please help with a contribution and look for 200 daffodils.
