Call Council Meeting to Order: Mayor Braswell called the meeting to order at 7:00pm. Invocation: Given by David Homol. Pledge of Allegiance: Recited by Council members: and citizens in attendance. Review and Adopt Agenda: Bill. Jones said that under New Business he would like to discuss capital improvements to the Town Park. Mayor Braswell said that under New Business he would like to issue a Frank Bruno made a motion to adopt the agenda with the changes made. Bill Jones seconded the Reading and Approval of the Minutes for the Following Meetings: July 24, 2014 Council Meeting; Workshop of August 5, 2014; Special Meeting of August 5, 2014; Regular Town Council Meeting of Frank Bruno made a motion to approve the minutes listed without reading them. New Business: Report from Guilford County Sheriff's Department: Deputy Scott Casey said that from the last meeting until today, all of the calls responded to generated nine reports for Part One crimes. Eight Book 13, Page 2693 1 April9 9, 2015 Regular Council Meeting vehicles on Patricia Drive and Athens Road were broken into. A burglary/trespassing occurred at a residence on NC Highway 68 and four teenagers were arrested. Antique signs were stolen out of an Deputy Casey said that it is springtime and there are a lot of landscaping and tree service companies going out to solicit business. He wants to make people aware that if someone shows up, make sure the company is legitimate, has a license, are bonded, and has references. Two people were recently arrested for misrepresenting themselves in the Arbor Run neighborhood. Mayor Braswell said that although Stokesdale does not have an ordinance preventing solicitors, citizens can call the Guilford County Sheriff's Department if suspicious. Deputy Casey said he agrees, sO if something does not look right call the Guilford County Sheriff's Department to come out and verify whether or not the business is NC Sand Volleyball: Coach Glenn Cashion provided a Power Point presentation with pictures. He spoke about NC Sand Volleyball's increased growth over the last five years and the tournaments they have participated in. NC Sand Volleyball players Avery Scott, Kaitlyn Grube, Willa Ma, and Taylor Rhodes spoke about their positive experiences playing sand volleyball and thanked Town Council for allowing Coach Cashion said NC Sand Volleyball has kept the sand volleyball courts at the Town Park well maintained, but would like to request some further improvements. He explained what could be done to add a third sand volleyball court to the two existing sand volleyball courts along with a grass area and presented pictures. He would like to bring in younger players to introduce to sand volleyball. He would like to put a trash can and/or recycle can closer to the sand volleyball courts and money has been put aside for fencing an area. He is trying to get donations for materials and grading. He would like to havea water hose available next to the sand volleyball courts to keep players from overheating and would also like to use the concession stand. He also requested use of the sand volleyball courts for numerous practice dates and for tournaments on April 18"h, May 16", June 20", July 18", and August 1*t. This is NC Sand Volleyball's proposal for their future investment. He thanked Council for giving him this Mayor Braswell said that Council is fine with the dates requested for the sand volleyball courts and he does not have a problem with them using the concession stand. He advised Coach Cashion to check the dates for the concession stand with Carolyn Joyner to ensure there is no conflict with Stokesdale Parks and Recreation's scheduled dates for the concession stand. He suggested that NC: Sand' Volleyball might be able to alternate with Stokesdale Parks and Recreation for the concession stand. Funds for a hose have already been budgeted so that is a definite and he spoke to al local plumberabout installing a small yard hydrant to prevent a safety issue with a hose laid across the side walk. He suggests setting up a workshop with Coach Cashion and Council members to discuss details about the other improvements like grading and an additional sand volleyball court. Coach Cashion said that he would like to schedule the workshop as soon as possible because they will be using the courts soon. All Council members present voted aye and the motion was Suggestions for Town Park. Presented by Laura Gibson: Laura Gibson, a Stokesdale Elementary School parent, proposed a Story Walk for the Town Park. She passed out an information sheet to Council members for their review. This is something that she saw on the news and thought it was an interesting idea, sO she did some research on it. The idea started in Vermont with books in page protectors on wooden tomato stakes. Lisa Davis in Onslow County, North Carolina, took this idea and created a bigger idea now called Story Walk. Ms. Gibson played the news spot she saw for Council members and those attending the meeting. She saw an article in the Northwest Observer about improvements being made to the Town Park and saw on the NerdWallet website that Stokesdale was rated eight out oft the top ten best cities fory young families in North Carolina, sO she thought the Story' Walk idea would be perfect for Ms. Gibson explained that there are 20 stations with display boards that would be posted along the walking path in the Park. She presented an example of what one of the display boards would look like to Council members. Story Walk combines early literacy with getting children active, sO itisag great tool for getting children interested in reading and physical activity at the same time. Each display board shows two pages of a book and underneath those pages are kid friendly interactive ideas that correlate to the story. The story boards are placed inside of a waterproof frame that sits on top of a 4X4 post and the books are switched out every month. There are 20: stations. One is a welcome board, one features the cover of the book and an introduction, 17 are actual story pages, and the last one features the cover of the book again with a code sO that parents can snap a picture to remember the title and get more activities to do at home. A book with 34 pages or less would be chosen for the story boards. If there are empty frames for a particular month, other things that are going on at the Park could be displayed. Children and parents would have access to Story Walk through the year and would draw families, schools, and daycares to the Park for outings from other areas outside of Stokesdale as well. It would give the Stokesdale Town Park a unique feature targeting young families that other parks do not have. Stokesdale Elementary School would work with the Stokesdale Town Council and Stokesdale Parks and Recreation to determine if Story Walk is something that could accomplished as a partnership between them. The supplies needed for Story Walk would cost approximately $1,200.00. The boards may last Bill. Jones asked where the books would come from. Ms. Gibson said that the books would come off of the teacher's shelves that a Kindergarten through First Grade reader would use. The actual books are used for Story Walk instead of copies. She has presented Story Walk to Kim Wheaton, Stokesdale Elementary School PTA President, and Meredith Chandler, Principal of Stokesdale Elementary School who love the idea. Story Walk could be done at the school or could be done as a community project. Sponsors through the school and within the community might be an option for the Story Walk project. Park improvements Proposal by GrowinGreen: Tommy Cowett from GrowinGreen was not present at the meeting. Mayor Braswell said that he would contact Mr. Cowett about the Town Park's soccer fields. approved. the Stokesdale Town Park. eighteenmonths due to sun damage but other options could also be considered. Book 13, Page 2695 3 April 9, 2015- Regular Council Meeting Spotswood Road Abandonment: Mayor Braswell and Mr. Trevorrow reviewed the Resolution consenting to the abandonment of a portion of Spotswood Road (West of US 220) from the Secondary Road System of the State of North Carolina. Discussion took place about no one being present to speak for or against the abandonment. Mr. Trevorrow checked the General Statute. He said that the abandonment process is under the jurisdiction oft the Board of Transportation. The statute requires that the Board of Transportation give the governing Town notice of abandonment. It is up to the Town to decide whether or not a public hearing is necessary, but it is not required. Discussion took place about the portion of Spotswood Road that had already been removed at the two property owners' request Frank Bruno made a motion to approve the abandonment of a portion of Spotswood Road. Joe Thacker seconded the motion. All Council members present voted aye and the motion was approved. 2015 and 2016 Elections: Dates and Contract Verification Form: Carolyn Joyner said that the Director of Elections is confirming that she is still the contact person in order to get into Town Hall to set up the Mayor Braswell made a motion that Carolyn Joyner remains the contact person for this contact verification and the dates. Frank Bruno seconded the motion. All Council members present voted aye Bill. Jones said that volunteers have helped maintain the Town Park by spreading pine needles, mowing the grass, fertilizing the fields, and more, which has saved the Town money. It seems fair that the Town Bill Jones made a motion to start a Capital Fund for Park improvements with the difference between what Council has been budgeting for Park maintenance and what was actually spent, sO the money going into the Capital Fund would vary from year to year. That way money would be put back that citizens have been helping the Town save in order to improve the Park with things that citizens would like to have in the Park. The more money the citizens help the Town save, the more money would be put Frank Bruno asked ifi it could be added as a line item in the Town's budget each year, and allocate funds as needed. Carolyn Joyner said yes. Bill Jones said he did not want it to be a line item. He wanted the Capital Fund to be used for things other than general maintenance. He wants the Capital Fund to be Frank Bruno seconded the motion. All Council members present voted aye and the motion was Mayor Braswell said that he would like to issue a Proclamation. Unfinished Business: Book: 13, Page 2696 4 April 9, 2015- - Regular Council Meeting NCDOT Considering the Designation of NC 681 for Use by Trucks with Twin Trailers: Consider al Resolution Regarding the Designation of NC 681 for Use by Trucks with Twin Trailers: US 158 Committee Letter: Mayor Braswell said that last month citizens commented in a Public Hearing held during the Town Hall meeting about the designation of NC Highway 68 for use by trucks with twin trailers and more comments can be taken tonight if anyone wishes to speak. Comments will be taken my email, phone calls, and letters to Town Hall up until noon of April 14", after which time a packet that includes a resolution in opposition to the designation, citizen comments, and a letter from the US Highway 158 Committee will be sent to Lisa Avery, NCDOT Traffic Safety Project Engineer in Raleigh on behalf oft the citizens of Stokesdale in order to meet the response deadline of April 17th. Mayor Braswell made a motion to stop taking responses on April 14th by noon and pack up the resolution, letters, emails, and responses and send them to Lisa Avery of NCDOT. Frank Bruno seconded James Greene, a citizen of Stokesdale, said that hei is not opposed to allowing trucks with twin trailers on NC Highway 68. He is opposed to designating NC Highway 68 as a route for use by trucks with twin trailers. Right now he sees some trucks with twin trailers on NC Highway 68, but he has no idea how many more trucks with twin trailers would be using NC Highway 68 if it was designated as a route for trucks with twin trailers. It is irresponsible of NCDOT to even consider this. Mayor Braswell asked Mr. Greene to send his response in an email to Town Hall. Mr. Greene said he would do SO. Bill. Jones said that Mr. Greene makes a good point. Right now we see trucks with twin trailers that are not obeying the law. We do not know how many trucks with twin trailers are obeying the law like they are supposed to. We could have 20 or 30 trucks with twin trailers a day coming through here if NC the motion. Highway 68i is designated for use by trucks with twin trailers. All Council members present voted aye and the motion was approved. Park Update on Swings: Frank Bruno said that the swings for the Town Park have arrived and are being temporarily stored in a secure location in the concession stand building while consideration is given to how the swings can be installed on the playground. Some of the playground equipment may need to be moved in order to make more room for the swings sO that the playground space does not have to be expanded. The goal is to have the swings installed before the May 2nd Community Day. Update for Community Day at Town Hall - May 2, 2015: Frank Bruno said that hei is distributing flyers and trying to get local businesses involved. He is looking for businesses, organizations, and citizens to set up a table to sell items. Community Day will be similar to a big community yard sale. Woodmen of the World will be giving out free hot dogs and will provide a bouncy house for the children. He needs volunteers to help set up the book sale which will benefit the library. Community Day is scheduled for Saturday, May 2nd from 9:00am to 2:00pm, with a rain date of Saturday, May gth. Applications to reserve as space can be submitted by regular mail, email, in person at Town Hall, or by calling Town Hall. Stokesdale Water System: on the Stokesdale Water System. Citizens' Comment Period on the Stokesdale Water System: No citizens came forward to comment Book 13, Page 2697 5 April 9, 2015- Regular Council Meeting Other Issues Pertaining to the Water System: Draft Letter in Reference to Refund of Fees Paid for Future Taps When System is Expanded: Joe Thacker said that 12 years ago there were about 50 residents who paid a deposit of $200.00 to have a tap and a meter box installed when the water lines passed their property during construction, but the water lines have not passed their property. Over the years some of those residents decided to continue using their wells, drill new wells, or forgot about it. Town Council is currently working on expanding the water system and thought it would be good to update Town Hall's files about which residents were still interested in connecting to the water system if the water lines eventually passed their property. He wants to offer those 50 residents the opportunity to terminate the old agreement and have the $200.00 fee refunded. He drafted al letter that could be sent to those 50 residents which he read aloud. Frank Bruno said that he thinks the Town needs to let those 50 residents know that if they terminate their original agreement and their $200.00 deposit is refunded, the cost to connect to the water system will be considerably higher than $200.00, if they change their mind in the future. Iti is also possible in the future that if the water line does eventually run past a resident's property, they may be obligated to connect to the Town's water system. Further discussion took place among Council members and Mr. Trevorrow about this possibility and how it would be handled and whether or not it should be added to the letter. Also discussed were the residents that have been paying the customer fee for many years but never connected to the water system and that they may feel this is unfair to them. Council agreed to Plan Review and Inspection Fees: Mayor Braswell said that he and Council were not ready yet to Purchase Auto Flusher and Flush Meter: Mayor Braswell said that Bill Merritt of Meritech, Inc. advised him that he thought the Town would need three auto hydrant flushers. Mayor Braswell wants to purchase one auto hydrant flusher from Fortiline Waterworks, install it, and make sure it works correctly before purchasing two more. Discussion took place about the two estimates received, clarification needed on the 9700 and 9700A item number, and whether al budget amendment would be necessary. Mayor Braswell made a motion to purchase one auto hydrant flusher from Fortiline Waterworks for $1,735.00. Bill Jones seconded the motion. Committee and Board Reports: Budget Committee: April 14, 2015 at 2:00pm: After some discussion, Council scheduled a Park Improvement Meeting with Tommy Cowett of GrowinGreen at 1:00pm and Coach Glenn Cashion of NC Sand' Volleyball at 1:30pm, a Budget Meeting at 2:00pm, and a Special Meeting at 3:30pm on April 14th. Departmental and Administrative Report: Finance Report: March, 2015: Carolyn. Joyner said that in the General Fund, assets increased over the previous month by $31,234.85. Under the General Fund Checking Account Transactions, Guilford County Finance Department was paid $21,143.101 for 4t" Quarter Law Enforcement and $12,500.001 for Planning Book: 13, Page 2698 6 April 9, 2015 Regular Council Meeting Services and stipends were paid for 1*t Quarter. Under the General Fund Accounts Payable, invoices were received from Carolina Safety and Sound for $200.00 for the inspection of the fire alarm system and from JaniKing of the Triad for $711.20. Under the General Fund Savings Account, a Utility Franchise Carolyn Joyner said that assets increased a little over $3,000.00 in the Water Enterprise Account over the previous month and the Water-Sewer Fund went up by about $85.00 which was the interest earned on the CDs. Under the Water Enterprise Checking Account, there were a couple of checks made out to Attorney Brian Walker for a settlement of past due accounts. Energy United and Yates Construction Company were paid for monthly services. MBD Consulting Engineering was paid $577.50 for the inspection of North Ridge - Phase 1. Meritech, Inc. was paid a total of $3,691.00 for their monthly service of $825.00 and chlorinator parts. Additional postage was purchased for the Bulk Mail Permit to send out the water bills. In the Water-Sewer Fund, a Certificate of Deposit matured and earned $155.13. Under the Water Enterprise Accounts Payable, and invoice was received from Meritech, Inc. for 2015 Audit: Carolyn Joyner said that the fee for Cannon & Company will be the same as it was last Tax Distribution was received for $75,220.22. $825.00. year fort the audit and a new contract is expected to arrive soon. Property/Liability Insurance Renewal: Carolyn Joyner said that it is time to renew the Town's Property and Liability Insurance. She will let Council know if there are any changes at the Budget Purchase of Replacement Copier for Town Hall: Carolyn Joyner said that she provided proposals for the purchase of a new copier for Council to review. Discussion took place among Council members and Carolyn Joyner about the pros and cons of a color copier versus a black and white copier and what Joe Thacker made a motion to purchase a Toshiba color copier for $4,569.00 with fax capabilities for Carolyn. Joyner said that for budgeting purposes it would be $270.00a annually for maintenance. Frank Bruno seconded the motion. All Council members present voted aye and the motion was Carolyn Joyner said that she and Bill Merritt of Meritech, Inc. are working on a backflow preventer application in moving forward with people having their backflow preventers tested. This will be part of the process SO Meritech, Inc. can do inspections after the installation of a backflow preventer. The approved. application should be completed by next month for Counci'sapproval. Joyner said that she needs to schedule a water workshop with Dayton Rugg who will present the automatic-read meter system to Council. Avery, North Carolina Department ofTransportation Traffic Safety] Project Engineer, sent a letter dated February 18, 20151 to Mayor Randy Braswell regarding designating NC 68 between I-40 and US WHEREAS, the Stokesdale Town Council asked citizens to provide written comments regarding the designation of WHEREAS, the Stokesdale Town Council held al Public Comment Period at ther regular Town Council meeting on WHEREAS, David & Darlene Conner, 8194: Springbirch Drive, Stokesdale commented! by email indicating the they do not want twin trailers on NC 68 and that accidents are bad now with the regular trailers; and WHEREAS, Lisa Harris, Stokesdale resident, indicated by email that she was strongly against this change; and WHEREAS, Vicki & Scott Lawrence, responded by email indicating that twin trailers should not be allowed on NC 68 due to possible increase of traffic and accidents (and deaths) and thei feasibility and safety of using US 73 when iti is completed should be considered, and that the designation isi inconsistent with the Northwest WHEREAS, Doug Killan, responded by email indicated that trucks with twin trailers should not allowed onl NC68; WHEREAS, Steven Walker, responded by email indicated that he was opposed to the designation due tot the number WHEREAS, David Guy, indicated by email his opposition due to the congestion on NC 68 and that DOT: should WHEREAS, Steve Bowie, by email his opposition and indicated that his neighbor was killed in an automobile accident on NC 68 between Oak Ridge and Stokesdale and NC 68 is overcrowded and unsafe and DOT WHEREAS, Debra &. Joe Cimbala, residents ofOak Ridge, responded by email and indicated their opposition to the use oftrucks with twin trailers on NC 68 due toi inherent dangers oft the twin-trailer truck due to the added weight, length, and waggle on a two-lane local road that would create potential dangers to the truck drivers themseives andt to others and references to websites were given that! had more information about large truck WHEREAS, Ron & Pam Simpson, Oak Ridge residents, indicated by email that twin trailers require longer stopping distances because of the force oft the weight andt they are more prone toj jackknife and the narrow twol lanes, especially in front of the Old Mill ofG Guilford, would not allow room: for the trucks tos stop and/or maneuver 220 in Guilford and Rockingham Counties for use by trucks with twin trailers; and NC 681 for use by trucks with twin trailers; and March 12,2015 in order that citizens could make comments regarding the designation ofl NC 68 for use by trucks with twin trailers; and Guilford County and the Stokesdale Land Use Plans; and and ofaccidents on NC 68 and DOT should wait until I-73 Connector is completed; and wait until the I-73 connector is completed; and should wait until the I-73 connector is completed; and safety facts; and and thes solutioni is already inj progress with the construction ofI-73; and 1 Book 13, Page 2703 WHEREAS, Jackie Mabe, Oak Ridge, indicated by email that motor carriers are lobbying for ani increase in trailer WHEREAS, Bert Schmitz, President of Marshall Woods Homeowners Association, indicated by email his length from 28 feet to 33 feet trailers; and opposition to allowing twin trailers on NC 68 and all truck traffic should use the US 220 improvements to access I-40 and the use of exhaust brakes (Jake Brakes) should be banned as homeowners are impacted by WHEREAS, Susan Stegemann Michel, indicated by email that twin trailers should not be allowed since the roadi is dangerous and there have been many accidents with some resultingi in death and school buses use this road WHEREAS, Mark E. Brown, Summerfield resident, past Mayor of Summerfield, and ai forty year law enforcement officer ofGuilford County, voiced his opposition by email to allowing twin trailers onl NC 68 due to the narrowness ofNC 68, numbers of accidents, deaths, and injuries, and many complaints oft the twin trailers when he was with the Guilford County Sheriff's Department and thel I-73 Connector will solve the this noise duet to the closeness ofhomes tol NC 68; and and she suggested not allowing any trucks and have thet trucks to usel I-73; and problem when iti is completed; and WHEREAS, Eileen Thiery, Stokesdale resident, indicated by email her opposition to twin trailers statingt that single eighteen wheel trucks have difficulty traversing the uphill portions oft the road, especially ini inclement WHEREAS, Wendy G. Golden, sent an email in opposition to allowing twin trailers on NC 681 because oft the extra noise from "Jake braking" and safety issues for homeowners such as turning intol her driveway, whichis located on al hill, when trucks are following and may not be able to stop as well as accessing NC68 during WHEREAS, Roger Brown, 7779 Springdale Meadow Drive, voiced his opposition to trucks with twin trailers at the March 12 Council: meeting and noted that aj pedestrian was recently killed by a car at thei intersection of NC 68 and US 158 where there is an elementary school sol he feels that NC 68 is very busy and quite dangerous and thel I-73 connector willl be completed in a few years andi it could be designated as at twin WHEREAS, Nancy McCoy, 8516 Springbirch Terrace commented at the March 12 Council meeting that she is opposed to the designation ofl NC 681 for use by trucks with twin trailers and she has experienced difficulty WHEREAS, Shevante Keaker, 8118 McCrory Road, commented that she is opposed to trucks with twin trailers on NC 68 since there are no shoulders on NC 68 and no place for trucks toj pull overi ift there is a problem and there are no left turn lanes for some subdivisions and there would be aj problem ifa car suddenly stops on WHEREAS, Layton Spencer, 8280 Coldwater Road, said he is opposed to trucks with twin trailers on NC 68. they require ai much longer braking distance due to the weight of the vehicle, and there are: safety issues for the school children, school buses, and elderly people that drive on NC 68 and the I-73 connector is being WHEREAS, Patrick Sanecki, 8317 McCrory Road, commented that he is opposed to trucks with twin trailers and that UPS and FedEx may be asking for this change in order tos save onI mileage and gas; and WHEREAS, Tom McCoy, 8516 Springbirch Terrace, voiced his opposition to trucks with twin trailers on NC 68 noting that there are small businesses and residential neighborhoods along this part of NC 68 and the money that is being spent on I-73 and US 220 which can better accommodate tandem trucks when iti is weather; and heavy traffic times; and trailer route; and ing getting out ofher subdivision ontol NC 68; and NC 68 ahead ofa truck witht twin trailers to make al left turn; and built; and, completed; and 2 Book 13, Page 2704 WHEREAS, the Stokesdale Roads and Transportation/US Hwy 158 Committee, after consideration of the designation NC 68 between I-40 and US 220 in Guilford and Rockingham Counties for use by trucks with twin trailers stated that the citizens of Stokesdale do not want trucks with twin trailers using this portion of NC 68 and that ultimately thel NC 68/US 220 Connector should handle this traffic and that NC 68 should be a secondary road for regional traffic and boat towing traffic accessing Belews Lake in order that the Town of Stokesdale preserves the Town's culture, follows the long term growth plan to manage the growth oft the Town to retain the heritage oft the small town and farming community. NOW, THEREFORE, BE IT RESOLVED THAT: The Town Council oft the Town of Stokesdale on behalf ofa and in agreement with the comments of citizens who unanimously were opposed to the designation, dol herewith, after due consideration and deliberation and without any comments being heard in favor oft the designation, concur and oppose the designation ofNC 68 between I-40 and US 220 in Guilford and Rockingham Counties for use by trucks with twin trailers.
