Regular Town Council Meeting October 12, 2017 7:00p.m. Town Council Attendance: VickiWhite-Lawrence, Mayor Randy Braswell, Tim Jones, Frank Bruno (Mr. Bill Jones absent) Called Meeting to order - Mayor Braswell. Invocation = completed by Mayor Randy Braswell. Pledge of Allegiance - completed by those in attendance. Motion to Review and Adopt Agenda - made by Frank Bruno, Vicki White-Lawrence seconded Approval of Minutes = Frank Bruno motioned to approve all minutes without reading, Vicki the motion. Vote = 3 Ayes, 1 Nay Vicki White-Lawrence - Aye Mayor Randy Braswell - Aye Frank Bruno Aye Tim Jones Nay Comments from the Floor: Citizen June Fulton of Wessex Drive, Dorsett Downs, spoke to trees falling in her yard from the abandoned house. She inquired as to the status of the nuisance ordinance. Citizen Jaycee Spruill, Happy Hill Road, Kernersville, spoke to introduce himself as a candidate for 2017 Town Council. He noted he had served on Stokesdale's Planning Board for eight years and would like to see grants and funding to expand athletic and recreational activities. Mr. Spruill stated he would like Stokesdale to grow, have shops, walk-to restaurants, and a walkway from stoplight to stoplight. New Business: Sergeant Howell of the Guilford County Sheriff's Office gave the publics safety report, sharing that for September, Stokesdale, District 1, had 631 total calls, which was down from the month before. He advised citizens to always remove valuables from their cars. 10.12.17 Regular Town Council Meeting Book 13, Page 3220 Finance Report: Philip Pulliam provided the monthly review oft the Town's financials. General Fund revenue for the first quarter of the fiscal year was $7536.04. Expenses were $53,022.59. Public Hearing: Rezoning Case 17-09-STPL-04683: A request to change zoning from AG to RS-40. Subject property is located on the south side of Warner Road, approximately 2300 feet from the intersection of Anthony Road and' Warner Road, in Oak Ridge Township. The Council voted 4 -01 to approve Sarah B. Combs' to rezone about 2.3 acres. The Planning Board had recommended on October 5, 2017 to approve the request. Subject property is located at the southwest quadrant of the intersection of Anthony Road(s) in Oak Ridge Township, being approximately 15.37 acres. Tax Parcel 0166744. Council voted 4 - 0 to continue the public hearing to the November 9, 2017 meeting given that Combs had expressed some concerns about the rezoning area, to which he could not answer ai few questions. Vicki White-Lawrence Aye Mayor Randy Braswell - Aye Frank Bruno Aye Tim Jones - Aye Town Hall Fees/Facility Use Agreement: Frank Bruno motioned to waive all rental fees for Town Hall's community room and conference room to all Stokesdale citizens, or groups consisting of 50% Stokesdale citizens, unless they were to be used for sales or profit. Vicki White-Lawrence seconded the motion, which did not carry. Bruno and White-Lawrence voted aye, while Tim Jones and Mayor Braswell voted nay. It was also suggested that $100 ofj juice boxes be purchased for the children attending. Planning Board Applicants: Four applications were reviewed for the Planning Board. Randy Braswell motion to appoint. Jimmy Landreth as an alternate. Frank Bruno seconded the motion. Vote = All ayes. Randy Braswell motioned to appoint James Landreth III (also known asJP) as an alternate. Frank Bruno seconded the motion. Vote = All ayes. Motion was made by Randy Braswell that Layton Spencer be appointed as an alternate to the Planning Board. Vicki White-Lawrence seconded the motion. Vote = All ayes. General discussion took place regarding Tech Authority and the website in relation to Spectrum's services. Tim Jones seconded the motion. Vote = All Meritech Contract: Council voted 4-01 to approve the amended contract with Meritech Labs, which will now cost $18,000 annually, to further serve as the Town's licensed operator, which includes testing and sampling. Randy Braswell motioned to accept the new contract. Frank aye. Bruno seconded the motion. Council voted 4- 01 to continue discussion of the part time water technician salary negotiation to the October 18, 2017 business meeting. Attorney Services: General discussion took place of Ms. Gregg's resignation from the Town, effective October 30, 2017 or until replaced. Mayor Randy Braswell made a motion to amend the contract with Brian Pearce to reflect a 30 day termination clause, for either party. Frank Bruno seconded the motion. Vote = All ayes.
