TOWN OF STOKESDALE Town Council Emergency Meeting 8325 Angel Pardue Road Stokesdale, NC 27357 March 13,2018  An Emergency Meeting of the Stokesdale Town Council was held on Tuesday March 13, 2018 at the Stokesdale Town Hall at 8325 Angel Pardue Road, Stokesdale, NC: 27357.The purpose of the meeting was to discuss Personnel issues and the resignation oft the Town Clerk/Finance Officer Kimberly E Hemric. Council Members in Attendance: Mayor. John Flynt, Mayor Pro Tempore Thearon Hooks, Jr. Councilman  William N. (Bill). Jones; and Councilman Tim. Jones. Council Members Absent: Councilman Frank Bruno  Others Present: Kim Hemric, Town Clerk/Finance Officer, John Bain, Town Attorney and Steve Mann,  Northwest Observer.  Mayor Flynt brought the Town Council Meeting to order at: 2:30 pm.  Mayor Flynt stated that this meetingi is being held due to the fact that on March9 9, 2018, Council received ar resignation letter from the Town Clerk/Finance Officer Kimberly E Hemric. Int this letter Kim: stated that she was resigning effective March 22, 2018 which includes working a two-week notice. After a brief discussion and agreement between Council and Kim Hemric regarding the two-week notice, and compensation pay, Mayor Flynt made the motioni to allow Kim to leave effective this day, March13,2018. The Town will pay her for the two-week notice, two weeks of severance pay, and any accrued compensation time earned, (which was believed to have been approx. 90 hours as stated in this council meeting). Mayor Pro-Tem Thearon Hooks asked Kim ifs she would agree to make herself available over the four-week time period that she will be compensatedi for to answer any questions that Council or Staffn may have during transition. Kim agreed that she would make herself available during this time period. Thearon Hooks seconded the Mayor's motion. Council voted 4-0 (unanimously), to allow Kim to leave this day.  March: 13, 2018.  March 13, 2018 at 2:50PM Closed Session  Mayor John Flynt motioned to close the Town Council meetingi in ordert to goi into Closed session to discuss Personnel Issues under the NC G.S. 143-318.11 (a) (3) 143-318.11 (a) (6) Thearon Hooks seconded the motion. Vote to close and go into Closed Session was 4-0. March 13, 2018 at 3:10PM  Council reentered the Council Chambers after closed session.  Mayor Flynt motioned to reconvene the Special Meeting of Town Council. Thearon Hooks seconded the motion. All present voted. Aye. Mayor Flynt made a motion to appoint Alisa Houk the Interim Finance Officer. Thearon Hooks seconded the motion. Vote was 3 Yes to 1 No from Tim Jones to appoint Alisa  Houk the Interim Finance Officer.  1    Mayor Flynt motioned toa appoint Alisa Houk the Interim Town Clerk, Bill Jones seconded the motion. Vote Mayor Flynt motioned to extend an employment offer to Priscilla Hunsucker, to become a part-time Deputy Clerk effective upon receipt of a satisfactory credit and criminal background checks. Council agreed that this position would be part time 'employment at will" at no more than 32 hours perv week, no benefits are offered at this time, with a beginning pay rate of $13.00 per hour reviews at 30, 60, and 90- day intervals. Thearon seconded the motion. Vote was 4-0 to extend the employment offer to Priscilla Mayor Flynt motioned to adjourn meeting. Tim. Jones seconded the motion.
