Special Town Council Meeting DATE: June 21, 2018 TIME: 7:00 p.m. Stokesdale Town Hall 8325 Angel Pardue Road Stokesdale, North Carolina I. Call meeting to Order: John Flynt II. Pledge of Allegiance: John Flynt III. Members Present: Mayor John Flynt, Mayor Pro-Tem Thearon Hooks, Bill. Jones, Frank Bruno, Tim Jones, Interim Town Clerk Alisa Houk 1. Discuss Contract with Yates Construction: Gene Robertson had submitted ap proposal to Council per our request to take over doing the utility inspections for the Town on the new construction of the expanding water infrastructure. Gene spoke a little bit about what he and Yates already do fort the Town some of which overlaps what McGill and Associates does. There were comments from both Council and the Audience which will be Mayor Flynt motioned to table until the July 12, 2018 Town Council meeting so our Attorney John Bain can review the Yates proposal, confirm on audio recording if anyone wants a copy. that Yates Const. has al licensed Engineer on staff. 2. Discuss Current Contract with McGill Associates: Council's Master Plan once Yates Constructions contract has been accepted and approved and the scope of what they can and can't do, John Flynt proposes that we leave legislative task, and any other professional services that Yates will not be able to perform to McGill Associates. Mayor Flynt motioned to table Yates Bodk 13,Page 3352 contract until the July 12, 2018 Town Council meeting. Tim Jones seconded the motion. Vote 5-0 to postpone until July 12, 2018 meeting. 3.Discuss passing the Plan Review & Inspection Fees Cost to Developers: Mayor Flynt stated that after investigation it was found that prior council has discussed passing the Town's inspections fees on tothe Developers but nothing had been put in place. After discussion of charging $200.00 per lot on Frank Bruno motioned to pass on $200.00 per lot for our Plan Review and Inspections to the developers effective immediately. Tim Jones seconded the motion. Vote: 5-01 to charge $200.00 per lot for our Engineering firms inspections and approval of developer's water plan reviews. to the Developers to help offset our inspections cost. 5. Discuss next step to take with Keystone for not paying penalty fees for 8204 Patterdale: Mayor Flynt we charged Keystone $475.001 for resetting the meter that had been removed, and reinstalled backward. Because they are a repeat offender we also imposed a $500.00 fine. To date Keystone has paid the $475.00 for the installment of the meter but they have not paidt the $500.00 fine. Bill Jones made a motion to have Mr. Bain look at wording a policy change to state until fees and fines are paid the Town for violations will not issue any water meters to any customer that's account is not current. Also, need a graduated offense for tampering with the Town's water meters. Third offense should be $1000.00 and gradually work up to $5,000.00. according to State Law, Bill would like to see a copy of the State Law been included in the mailing of the letter. Thearon Hooks seconded the motion. Vote 5-0 in favor of Mr. Bain wording this Bill Jones second motion: Have the letter state to Keystone that they have 15 days from the date of this letter to pay the $500.00 fine or the Town will suspend their purchase of any further meters. Thearon Hooks seconded the 6. Discuss water tank maintenance and painting: Mayor Flynt stated that we have had 3 different companies come out and discuss the cleaning out and maintenance of the elevated tank. As of this meeting we have only received one formal bid back. Mayor Flynt ask that we continue this until the July meeting. Mayor Flynt motioned to continue. Frank Bruno seconded the motion. Vote: 5-0 change to our current policy. motion. Vote 5-Oto give Keystone 15 days to comply. to continue until July meeting. 2 Book 13, Paye 3353 7. Discuss Dry Tap Fee: Mayor Flynt said he has been working on a policy to address the Dry Tap Fee. He said that anyone paying the dry tap fee has been paying the fee since the original lines were installed. His plan is that anybody that has been paying the dry tap fee since inception and has met the $3,902.00 charge for installation of water lines and a meter, we will consider them paid in full and they will not have to pay the dry tap fee going forward. Andi if at any time they decide to hook onto the water system they will have already paid. His plan will address past due accounts as well. Frank Bruno made the motion to send this policy to Mr. Bain for review. Mayor Flynt seconded the motion. Vote: 5-Oto send policy to Mr. Bain for review. 8. Discuss how to estimate flushing amount for waterbilling to the Town: Alisa Houk stated that she and Bill Jones had been discussing the spikes in the Town's water bill and had concluded that the bill included both the Town Hall, Town Park, 9. Closed Session: Under G.S. 143-318.110):10)1 To protect tconfidential or privileged information. To discuss a couple of Citizen'sindividual water bills. At 9:10PM Mayor Flynt motioned take a temporary recess the regular Town Council meeting to go into Closed Session. Thearon Hooks seconded the motion. and where it showed spikes was the times we are irrigating. Vote: 5-0. Mayor Flynt motioned to adjourn the closed session at 9:30PM and Reconvened the Regular Town Council meeting at 9:30PM. Frank Brunose seconded the motion. Vote: 5-0 3 Book 13,Tage 3354 Mayor Flynt discussed a policy that will allow the Mayorand the Town Attorney to discuss any other account settlements and come to an agreement in writing to be signed by the Mayor on each individual account. Frank Bruno motioned to allow the Mayor and Town Attorney to handle these accounts. Thearon Hooks Mayor Flynt motioned to adjourn the meeting at 9:38Pm TimJones seconded seconded the motion.
