Public Safety Reports: Guilford County Sheriff's Report: Thearon Hooks: Yes Mayor Flynt: Yes Captain Hall, of Guilford County Sheriff's Dept. reported that the Sheriff's Office responded to 75 callsi in April. No major or violent crime. Three oft the reports werei for burglary, one on Coldwater Rd., one on Colgate Road, and one on NCI Hwy 68 North near Haw River Rd. One of those was a larceny someone left their wallet and a gas station and someone else helped themselves toi it. There was an arrest on Happy Stokesdale Fire Dept Report: Fire ChiefTodd Gaulden reported that Stokesdale Fire Dept. responded to 78 service calls in April. 51 oft the calls were medical calls, 271 fire related calls. He said thisi is the time of year for grilling out, be sure to move your grill a safe distance away from your house and other Hilll Rd. related to al burglary in Oak Ridge. 3417 Book1 13 combustible items and structures, take time to wet the fire down after use. Monthly Financial Review: documents are in council packets and on table ini the lobby. Town Clerk Alisa Houk gave the monthly report. Bank of Oak Ridge CDARS accounts are as follows: Water Enterprise has current earnings of $243,806 at an average rate of2%. Watera and Sewer Account has current earnings of$2 241,287. At2.12 %. And General Fund has current earnings of $2,466,104.. Atai rate average of2.5%. Bank of Oak Ridge checking account balance is $245,150. General Fund Fidelity Savings account $ 43,897. Fidelity checking balance is $168,370. Water Enterprise Fidelity Savings account balance is $45,023. Water Enterprise Tim. Jones had a question about three checks showing on the April balance sheet that were written to him. Alisa Houk answered that they were his stipends. Tim: stated he wanted to ask in front of council, the town attorney and everyone present that what he isi telling Alisa Houki is that he wants her to get him a print out of every check that the Town of Stokesdale has written to himi fort this fiscal year so far. He wants to make sure hei isn't being paid too much. Hej will takei this balance sheet and try to decipher it and see what is going on. He then asks Alisa Houk ifs she understood his request which Alisa answered, yes. Alisai told him she could print out the payroll journal showing the checks written. Tim said he wanted copies oft the actual checks 2. Present 2019-2020 Town of Stokesdale Budget Proposal. Mayor Flynt stated that tonight we were just presenting the Budget Proposals. There willl bei time fort the public and council to review these proposals and bring questions and comments toi the next Budget workshop and the final will be presented discussed and voted on at the. June 13, 2019 meeting. He asked Frank if he wanted to present anything tonight. Frank: said thisi is al budget in process based on past spending and future projected expenses. Frank: said soi far, hel has only received one request from Stokesdale Elementary School to add something to the Budget. So, from now until. June 13, 2019 he would like the citizens to review the proposed budgets and bring questions and suggestions to the next budget workshop. Frank said he would liket to: schedule the next budget workshop later ini the evening so all ofthe citizens would have an opportunity to come and be involved. The Budget Proposals for both General Fund and Water Enterprise will be available at Town Hall and oni the! Stokesdale website for viewing until the Budget is adopted. The applicant is requesting an interpretation from the Board of Adjustment to determine whether an Ice Vending Machine business is a similar use to Ice Manufacturing (SIC Code 2097) or Miscellaneous Retail Sales (SIC Code 5999) as listed in Table 4-3-1 Permitted Use Schedule oft the Stokesdale Development Ordinance. Oliver Bass presented" the case and statedi that he was unable to determine which SIC code fit this type of business. There was a 30-minute discussion between members of council and Eileen Thiery who clarified the purchase oft the clock and sign were with a grant and not the Town's money to which Mayor Flynt also stated that the balance of the clock purchase was a financial contribution from Eileen Thiery. Mayor Flynt read the Vendor Policy that has been in place for over a year and doesn't see that any changes should be made to bei fairt to all vendors applying to do 5. Review, Discuss and vote on individual proposals from: Danal Luther, CPA and Kerry Crutchfield, CPA, for assistance with financial reports. Mayor Flynt said he doesn't have anything in his file as fara as proposal. Thel Mayor said hei is ata al loss of what we are supposed to be discussing. He willl leave this open to whoever put it ont the agenda. Thearon said he put it on the agenda because he has asked Bill and Tim for copies oft the two individual's proposals by last Friday but he still doesn't have anything. Frank said hei isi inviting everyone interested to attend the next Events Committee meeting Monday, May 20th at 3pm to 5pm or later if anyone requests to hold it later. Hes said we still need volunteers for the Events Committee and for the Christmas Parade. He would love to see more people participate and XI.
