Also, Jimmy Landreth said there is a statement and question that Tim. Jones made to the Auditor Rex Rouse that he thinks is real important and should be added to the minutes. That state is as follows: Councilmen Tim Jones aski for confirmation that the Town spent $56,399.00 more in actual expenses than budgeted. Tim Jones then asked Rex Rouse, "What percentage are we allowed to go over.?" Rex Rouse responded, "not anything." Mayor Flynt agreed they would make the changes to correct the amount oft the overage in the 3480 IPage Book 14 General Fund Budget and add Tim. Jones question to Rouse. Council then discussed the motion being left out of the vote to re-elect Thearon Hooks to Mayor Pro Tem. Town Clerk Alisa Houk told council that both. Jimmy Landreth and Derek Foy nominated Thearon Hooks to be re-elected toi the Mayor Pro Tem position and then they voted without a motion. Council agreed to leave this vote as is. Mayor Flynt asked for a motion to make the changes to. Jimmy's first request regarding the Budget numbers., Jimmy Landreth motioned to correct the overage amount Rex Rouse stated in the General Fund Budget from $56,306.00 to $56,399.00 and to add Tim Jones question as mentioned above to the December 12, 2019 minutes. Lt, Jeremy Fuller, didn't have the numbers tonight but sent them to me on Friday Dec: 13. Lt. Fuller stated in his email that During the month of December the Sheriff's Dept. had at totalof 81 calls. Currently, they! have no crime trends to mention. His tip fori the night is to please be aware ofy your Stokesdale Fire Department: Chief Gauldin, Said the Stokesdale Fire Dept had 37 Fire Calls and 42 medical calls. His tip fori the month is to use caution when cooking. Most stoves have timers and he encourage everyone to use thei timer. He said iti is an old wife's tale to throw flour on a grease fire. Please don't doi that, put al lid on it and cut the burner off. Also please make sure when using! kerosene heaters that you double check the fuel in your can before you pour iti in the heater. People make the mistake of pouring gasoline instead of kerosene in surroundings and ifs something doesn't look right please call the Sheriff's Dept. the heaters and that will cause an explosion. Board & Administrative Report; Frank Bruno, Chairman of the Events Committee, gave an update on the Events: He said he Alisa and Kim run the numbers forl him, and it looks like we probably had the largest parade we have ever had. It looks like we will have $1400. To $1500.00 in revenue from the parade this year. He would like to see council make a motion to give $100.00 donation to NWHS Band, Oasis Shriner's! Hospital, Oak Ridge Military Band, and to Bethany Community School who went over and above in their participation. They not only marched in the parade but came out the night of our Tree Lighting and played during the program. Frank then invited anyone interestedi in volunteering to help with events to please come out and) join them when they meet. Meeting dates are currently the 2nd Tuesday ofe each month at 6pm. Dates will be posted on our website calendar and on the Stokesdale Now *May 2nd 10am to 3pm Spring Festival and kickoff of our Farmers mkt and kick of celebration of Green *May 6th is the official start of our Farmer's Market and will run every' Wednesday from 4pm to 7pm through and regular Stokesdale Facebook pages. Citizen's Comments from the Floor (3-minute Limit per Speaker) James Greene came to the podium: He said several months ago the ORC turned in some Ordinance items to be reviewed by council He doesn'tknow what happened to them, but het feels that council should pass these the items. He also stated that there were some items that had been passed prior council but have not been sent to Mayor Flynt addressed Mr. Greene: He told Mr. Greene to send him what past Council has already approved but hasn't been added by Municode, and that he would look into the items Mr. Greene states he has given to the Mayor and will see which ones can be added to the Planning Board's February Agenda. Municode to be added to the Ordinance Book. 3482 IPage 14 Book Jimmy Landreth spoke up and said: we are getting readyt to put a new member on the Ordinance Review Committee (Deanna Ragan), so its not really shut down. We are going to geti it started back up, he will puti it on the agenda. Jimmy said hei is going to be here, he don'ts see any reason to put somebody else on iti ift they aren't going to starti it back up. Mayor Flynt agreed.. Jimmy said maybe we can start looking at some things like eases things for small businesses. Jim Greene said one of his biggest challenges as Chairman has been finding things to discuss, no one wants to give him anything. He's had to chase down developers, contractors, and: surveyors. The only one that has talked to him is Anthony' Vaughn, Mr. Vaughn talked to him about the dead- end streets. Ift the ORCI meets again it would be good to have some input. Mr. Greene said he had once councilman tell him the ORC didn't do anything. Jimmy Landreth then said well the ORC did do things and the ORC appreciates Jim Greene being their Chairperson and he did a good job.J Jimmy said Council will vote the ORC backi into action. Catherine Buntoff came to the podium: She congratulated the new council members getting elected on behalf oft the Friends of Stokesdale. Then she stated that the Friends of Stokesdale are: seeking support from the town to look at making a part of Downtown a Historic District. She also asked fors support in looking into to adding sewer for the Downtown, and to assist in bringing the old train Depot back to Downtown. Friends of Stokesdale isl hoping through the Town's support, citizens, grants, and donations to make this all happen. Joe Thacker came to the podium he gave the location of their office and ask that people look for upcoming events and projects and if citizens are interested, they are welcome to come and visit andj join theirg group. The office is located at 8410 US Hwy 158, Stokesdale. Thearon mentioned to. Joe Thacker that the Friends of Stokesdale, might want to visit some of the older homes in Stokesdale and talk to the owners about purchasing placards to put at the front of the historical homes in town to give the dates the homes were built and who the original owners were maybe even with a little history on them to help raise money. Jim Rigsbee said he noticed thati theyl have their own web page, but we don't have their information on our page. Would it be possible to send information to the Town Clerk so it can be posted on our page as well? Catherine Buntoff said she would do that.. Jimmy Landreth asked if this Historic District would be mandatory or voluntary. Joe Thacker said it would be voluntary. They are looking at the immediate downtown area, from the Funeral Home to Vaughn Street, those buildings are over 100 years old. They have been contacting people, they have talked to all the Eileen Thiery then came to the podium: She said in reference to the Depot, she thinks the owneri is wanting $189,000.00 fori it. Eileen used to be a commercial and residential tax accessor; shei thinks the land is more valuable than the building. She thinks ifv we could talk to the owner about purchasing only the Depot and Steve Kingsberry came to the podium: He announced that today was National Law Enforcement Day. Hei thinks alll law enforcement deserve al lot of appreciation. He says he hasn't seen any numbers since October: about how many officers District One is down. He thinks the town should be given the numbers he doesn't feel like the Northwest area is getting what we pay for. Hei is also concerned with Republic Waste he doesn't know what is going on. They are back to picking up recycles every week. It took him two or three months to get al bigger can. Mayor Flynt said he new Guilford County Sheriff's department numbers are down. There are several reasons, retirement, reassignment, officers leaving the force. The Mayor said there isn'tal lot of reporting done on the news and int the papers. Mayor Flynt asked Jim Rigsbee his opinion. He suggested putting some of these questions together and presenting them to our deputy and giving him time to prepare some answers for us. Mayor Flynt said he would personally contact the Sheriff and put these questions to him and asked him to come Mayor Flynt thanked. Elizabeth Privette: Read an article in the Northwest Observer regarding the Friends of Stokesdale, all oft these ideas are wonderful, we are trying to add enhancements toi the Town park, he is also remarked that the Town is looking at improving of the water lines in Town. These are all great ideas but not without substantial cost. Her question to Mayor 3483 IPage Book 14 Flynt is what ist the vision for the The Town of Stokesdale? Who is leading this mission to achieve these goals? And how is ith being managed? Do we have an actual vision and how is it being communicated? She doesn't know whatt the vision is or how to find the information. Mayor Flynt answered Elizabeth's questions by telling her that he hopes that Council can start having some work shops where council can meet and talk about visions for the future of Stokesdale. Discuss items like the improvement of the water lines to accommodate the new subdivisions being built and improvements to the park and otheri items. He said council would talk about these work shops later in the meeting. There was al long-range plan put in place about 20 years ago, we need to do that again. Hei told Elizabeth her comments were welli taken. X. 1. 2. Old Business: Vote on Auditor's suggestion of giving the Finance Officerand Budget Officer authority to move money in the Town's Budget line items within a department during the same Budget year. Tabled until Budget meetings. Vote on reassignments of Planning Board Members: The Mayor said first thing Planning Board appoints and Rules have been running July to. July, buti it has been decided to change that, SO everything runs year to date to run. January 11 to. January 1. Thearon Hooks read off the Planning Boards members that have completed the training will be set as sitting members. Jimmy Landreth asked what their terms were supposed to be, 3 years or 2 years. Town Clerk Alisa Houk answered his question that the Ordinance in place states that sitting members sit for two-year terms but can be reassigned as sitting if Council votes to do SO. Alternate members do not have an expiration because they are alternates and as sitting members terms run out, they become alternates fora a year and then can be voted back on as as sitting member. Thearon reiterated that ar rule was voted into place last year that sitting members must complete the training. Jimmy Landreth said that the training modules are great, he was on the planning board and never got through the training. He said he would like for council to look at this in av workshop to reconsider, in years past they have had Oliver Bass come in during a planning board meeting and do the training. Hei feels like the one on one training with him was better. Mayor Flynt said he has sati in on some of thei trainings that Oliver Bass did, and he doesn'ti feel like two hours oft training in a meeting is enough. The Planning Board is making important decisions for citizens of the town and he feels like two hours is enough. Mark Nadel asked to speak at a Planning Board member. Mark: stated that the training was presented to the members almost a year ago. He took and completed the training. The members were given 60 days to take the training, its now been 9 months and stilli there are only two members that have completed it. His opinion isif you don't have time to takei the training you: should step down from the board. Thearon Hooks added that there had been: some changes made in the last year that no one has been made aware of. Council set this training to make: sure every Planning Board member had the same training and was oni the same playing field. This is the fair way to make sure everyone has the same legal knowledge, to be fair also toi the Citizens. Derek: said he has heard legal concerns from Mark Nadel so he would like to hear the Attorney's position. Town Attorney Tom Medlin, then said in he was in total agreement with the Town on requiring the training program for the planning board members. The members do need to understand what their obligations are. Those who have completed the training can give guidance to the one who have not. He as the Town Attorney does attend the meetings and can give guidance. Part of the reason he is there is to make sure they don'tj jump the tracks. Most of the decisions the Planning Board makes are recommendations to Council. So, its going to come back to Council anyway. Council is also going to have to know what their obligations are. With all that in place ife either Board makes a mistake that is what the appeal process is for. The people can take this to a Superior Court. Judge to be heard. As far as liability goes, since both Council and Planning Board members are sworn officers there is no Eileen Thiery said the ORC was supposed to take thei training too and shet thinks that if we had al booki in lieu of the training video that it might make it easier fors some to complete it, as well as make it easier for some to retain the information. Mayor Flynt reminded everyone that they are not limited to watching the videos one time they can come in anytime and review any or allt the that they need to as many times as needed. Thearon Hooks explained the plan was to put together aj job description, advertise iti ini the new papers for about two weeks, interview the candidates share with Council and vote on the best candidate. Mayor Flynt added that he would like to see this person working with us to add improvements to the park. Hel had recently read in the paperwhere Kernersville had made: some improvements to their parks through a grant. He would like for our Parks person to be able to do that for us. It takes a lot oft time to prepare and submit a grant proposal, we need aj person to help us doi this. Ita also takes al lot oft time to prepare for our parade and other events sO it would be nice to have one person that could kind of handle this. Jim Rigsbee motioned to advertise for this position with a 1-year term to be re-evaluate in a year to seei if there is still a need. Mayor Flynt 2nd the motion.. Jimmy Landreth said he is against adding staff toi the town. The parade committee has always been volunteer, everything has always been volunteering it's been that way for years.. Jim Rigsbee said he would agree, but this but we've had a lot more items to handle thisy year than int the past. Mayor Flynt said this would only be about $4200 a year. 10 years ago the town received a grant to put the park in. This is an opportunity to something like that again. Ihate to think we would give up: an opportunity for $50,000. To $75,000. In grant money because we don't won'ti to spend $350 a month to hire someone. Jimmy Landreth then said if we hire a staff member isn't there ar minimum wage law. Jim Rigsbee said ifv we hire on contract that's different. Tom Medlin agreed if wel hire an employee yes minimum wage would apply. But, if we hire an independent contractor we can hire based on an agreed contract price. Jimmy Landreth asked where we are going to advertise? Do we have someone in mind? Mayor Flynt said we can Diana Dean was recognized to speak. She asked if the Census was going to just be data entry, we told her we really didn't know at this time. She suggested contacting the high schools or colleges fory volunteers. Mayor Flynte explained that the auditors never understood nor did he why we had this separate account especially since we don't have sewer. Mayor Flynt motioned to merge the accounts. Mayor Flynt explained many years ago this money was set aside in case the Town ever had to take some property for conservation. It has never been used sO the auditor suggested we eliminate this category and put the money in a useful place. Derek doesn't have a motion hej just wants to voice his and some citizens he polled, 15 citizens have negative feedback regarding every other week pick up, 17 have no problem with it. Hel believes we should all recycle as much as we can. He believes our contract with Republic Waste is upi forr renewal in June and he would likei to see us review and renegotiate the recycle pick up. He added that the best feedback he had gotten was from someone happy with every other week pick up but said we needed to better educate our citizens on what can be recycled. We put too much contaminated products in the bins andi that comes at a cost when they must sort. Mayor Flynt added that Republic Waste has some videos he doesn't know if we could add those to our website or not. Town Clerk added that we had several meetings and a Public Hearing with Republic Waste and they! had hand outs that night, the video, and papers regarding what can and can't be recycled.. Derek Foy: He thanked everyone for being here tonight. He really enjoyed the Christmas Parade this year. It was his first time working behind the scenes. He enjoyed see all the smiling faces. He also wants to recognize al local resident Bill Grano, hei is at teacher at Walkertown Middle School. Mr. Grano earned Teacher of the Year, Hats off to him. He said teachers are Saints, next time you see one give them aj pat on the back and aj job well done.
