ADMINISTRATORS REPORT: Town Administrator Seth Eckard made the following announcements: The Sawmills Annual Easter Egg Hunt will be held Saturday, March 28, 2015 at Veterans Park. Signups begin at 10:30 am and the first race begins at 11:00 am. Town Administrator Seth Eckard will be gone all day on Wednesday, March 18, Town received additional grant money for the Duff Drive Sewer Project. The total grant money that the Town has received is close to 1,000,000.00 (one million 2015, to Town Hall Day in Raleigh, NC. dollars). The Town will match 5% (five percent) of the cost. Since this approval, the Company has withdrawn its request to use these funds and the Caldwell EDC and the Western Piedmont Council of Governments have been In. January of 2015, A. McGee Wood Products expressed interest in participating in the project. The EDC and the WPCOG continued to pursue employers within the Town. If renewed, the enclosed contract will be effective starting July 1,2015 and ending June 30, 2016. The amount of the contract will not exceed thirty-two thousand four hundred dollars ($32,400.00) and will be billed in equal monthly payments. Technical assistance shall consist of the provisions of services as described in Attachment A, which is herein made part oft this Contract; provide such technical assistance to the Local Government and; WHEREAS, the Local Government has requested the Planning Agency to WHEREAS, the Planning Agency desires to cooperate with the Local Government in every way possible to the end that the proposed activities are carried out in an efficient and professional manner; NOW, THEREFORE, the parties hereto do mutually agree as follows: 1. 2. The plan took two years to coordinate and write. It is 500 pages long, but it has a breakout section (included in your packet) with only Sawmills' Action Items. Council is asked to adopt the entire document (which is available with Julie Good). Johnny Wear and Elinor Hiltz attended the stakeholder meetings to help form this plan and Seth Eckard, Ronnie Coffey, and Kenneth Teague gave input into the Action Items. The Action Items are just guidelines to follow and Council does not have to implement any Action Items in the future. If this plan is adopted, it will be good for five years and then another plan will replace this one after a similar planning and adoption process. There are no known downsides to adopting the plan. The federal government offers FEMA relief to municipalities who have FEMA-sanctioned hazard mitigation plan like this one. Together these five projects will take approximately ten years to fund and build. This Side- walk Plan discusses the benefits, obstacles, possible funding sources, and next steps for each project. Priority 1: Fire Department to Story's One Stop (Highway 321-A) Priority 3: Cajah Mtn Rdi to Mt Zion Baptist Church and Helena St Priority 4: Sawmills Elementary to Dry Ponds Rd (Sawmils School Rd) Priority 2: Keith Ave Priority 5: Water Works Rd Existing Conditions The Town has existing sidewalks (shown in red on Page 3) on four roads: Sawmills School Road, Highway 321-A, Mission Road, and Baird Drive. Sawmills School Road's sidewalk that were walking to the Elementary School on the road's shoulder. The NCDOT paid for the full cost of the project and did the construction. Next, the Town installed and paid the full cost of the Baird Drive sidewalk in 1993. Then in 2005 the Town requested sidewalks on Mission Road and Highway 321-A as part of the Mission/Cajah Mountain Road realign- ment. The NCDOT agreed and paid the full cost. Either this project, or Sawmills School Road, or both, used NCDOT Division Eleven's Enhancement Funding as the specific was built over twenty years ago after the NCDOT Division office was concerned about kids Sawmills School Rd source of funding. Current Plans The Greater Hickory MPO's Long Range Transportation Plan (LRTP) shows a proposed greenway centered in Veterans Park's walking trail, extending west allt the way to the Burke Hwy 321-A County line and north to Sawmills Elementary School. The segment along Water Works and Sawmills School Road could be either greenway or sidewalk, the LRTP recommends. The LRTP was adopted by the Greater Hickory MPO and Sawmills delegate in January 2014. Often a sidewalk must be shown on an adopted plan to receive certain types off fund- ing (STP-DA for example) or to be competitive in the Transportation Improvement Program (TIP). Transportation proposals should be shown in as many plans and adopted by as many agencies as possible. Sawmills does not have current bicycle, pedestrian or green- way plans, but for a start, in approximately 2017, this Sidewalk Plan could be incorporated into the next LRTP and TIP "call for projects". Later the Town could write more detailed, comprehensive pedestrian and recreation plans, thereby increasing the number of funding opportunities available. In 2011 the Town obtained an Engineer's estimate (Appendix) and One Stop plans and the Town. Attorney drafted easements for the project. At the time the Town inténded (Hwy 321-A) to use Powell Bill money to build the sidewalk but decided on a street repaving project in- stead. The project is still shovel-ready and as such is a strong candidate for other funding A promising source of funding is the STP-DA (Surface Transportation Program-Direct Attribut- able) Fund distributed by the Greater Hickory MPO through a competitive process. In 20151 for example the MPO had $2.7 Million dollars to give to various projects throughout the Unifour. To be eligible, projects must be included in Council-adopted plans. Towns must contribute 20 percent of the project's total cost-an estimated $48,000 to $96,000 in this case. The Town will need an experienced person to administer the grant if won because of time-consuming fed- Ift the proposed sidewalk is included in the Long Range Transportation Plan (LRTP) and makes it onto the TIP through a competitive process, it can be eligible for funding from Divi- sion Eleven, usually from a specific pot of money named Transportation Alternatives (TA). Powell Bill and other local sources of revenue such as bonds, taxes, or fees could finance the Puddles accumulate after heavy rains in this section of Highway 321- A. The installation of catch basins, culverts, and curb and gutter as proposed will make the roadway safer. Drain- age systems account for approximately half of the project's costs, but are necessary. The pro- posed sidewalk will be beneficial because it will link Sawmills core (with the farmers market lot, Fire Department, and Town Hall) to Story's One Stop, a future commercial destination. This route currently receives a lot of foot traffic. Eventually- the sidewalk could be extended to Springlake Mobile Home Park, allowing those residents to safely walk to Town Hall, Munici- pal Park, or Sawmills Elementary School when Priority 2 is built (see next page). The proposed sidewalk stops south of Story's One Stop, not at Springlake Mobile Home Park, because of difficulties obtaining an easement and because of a high bank that would be ex- pensive to grade. To avoid relocating telephone polls the Town has decided not to install the sidewalk within the road right-of-way and is obtaining easements from property owners in- stead.
