Call meeting to Order: Mayor Flynt called the meeting to order 1. Vote on Rezoning Case #20-06-STPL-03550: AG to RS-30, Peony Drive Property. This isa request to rezone property from AG (Agricultural) to RS-30 (Residential, Single-family). Affected property is located at the terminus of Peony Drive and Treeline Drive, Guilford County Tax Parcels 164112 (part) and 164113 (part), approximately 93.5a acres. Applicant/Owner: William Greco, Ted" T. Lawson, Connie H. Lawson, Jeffrey Mark Lawson, and DeAnne Greene Lawson. The Public Hearing was held during the. July 9, 2020 meeting. There were no comments during the meeting or after meeting for or against. This. July 16,2020 meeting was only for the vote by Council. Mayor Flynt motioned to approve based on, Staff Recommendation of approval the rezoning will allow residential development that is compatible with recent development int the area. Recent rezoning in the areal has allowed residential development with lot sizes similar to or smaller than what the RS-30 district allows. Thearon Hooks seconded the motion. Discussion: Alisa read off the amendments that were suggested by Derek Foy and Kim Thacker: Increase Office Equipment Purchase/Repair by $12,000. New budget New budget New budget line is $18,000 linei is $14,000 linei is $7,000 Decrease Housekeeping, Printing, Office Supplies & Software by $7,000. Decrease IT Security & Website Design by $5,000. Derek stated that what we are doingi is making some modifications to line item ordinances pertaining to IT: sO we can account for this investment under one line item and not have to split it up, that would be messy. The total expenditures int the budget will not increase with this investment. Mayor Flynt asked Derek, sO youa are putting everything into IT Security? Derek said Ibelieve we are putting it all in Office Equipment.. John asked SO what is your total in Officer Equipment? Because, if you consider we have already spent $4500. And already spent $350. And $150. in incidentals on thet first contract, now we've spent $3851. A: second ago, and another $ 11,152.03 on this item we are about to vote on, that total comes to $ 20,651. So, you still don'thave enough money. Derek said het thinks he can explain it. The $4800. Thati is through out the year in monthlyi instaliments can go under line item IT Security and Website Design, that budgeted amount is $7000. So, $6,000. Of that will be committed. Office Equipment's new budget with these modifications will be $18,000. What we have approved is $ 3851.86 and the $11,152.03 comes to $15,000. In addition, Council has already approved $1596.45 for at firewall. That amounts to $ 16,600.34. Mayor Flynt said what concerns him is the $ 405.71 we pay monthlyi fora retainer to TCS. For example, when staff's computers went out Monday TCS was out here! 5 hours. They will charge us an additional hourly rate for that call. And when his computer locked up at few days before they charged $65.00 to remote in and fix the problem. Mayor Flynt said TCS will be billing us periodically hourly rates fori that kind issue. He really thinks we don't have enough set aside.. Jim Rigsbee said he understands Mayor Flynt's concerns the $ 405.71 per month is not just a retainer, it is for backup and cloud storage and stuff like that. What we pay for hourly is for stuff like the other day. Mayor Flynt answered, right.. Jim Rigsbee said his hope going forwardi is we eliminate those cost because we are Book 14 3611 adding two new machines that already have labori fixed in the cost and have 3-year warranties. So, he doesn'tsee us having to spend a lot of money after that on service calls based on the fact that everything will be all new and shiny. Thearon asked Jim Rigsbee if he had looked at the warranties to see what all was covered and what they entailed?. Jim Rigsbee said he couldn't telll him right off the top of his head about the server, but thet two new computers have a 3-year warranty. He said he could put something together for council.
