TOWN OF STOKESDALE REGULAR TOWN COUNCIL MEETING 8325 ANGEL PARDUE ROAD STOKESDALE, NC27357 August 13, 2020 AT 7PM Attendance: Mayor Flynt, Thearon Hooks, Jim Rigsbee, Derek Foy, Jimmy Landreth, Tom Medlin, Kim Thacker, Town Clerk: Alisa Houk I. Call to Order Mayor Flynt called the meeting to order. Mayor Flynt wanted to make as statement before the meeting starts. He said a loto of people, from the Bethel Church area has been calling in asking about the Public Hearing for the Pearman Quarry LCID. Due to the complex nature of the Special Permit Hearing, itis best to hear that meeting in person: so it has been postponed until we can do that possibly Review and Adopt the Agenda: Mayor Flynt motioned to approve the Agenda. James Green was not present and there was no one to Events Committee: Has anyone been elected Chair? Derek said Mark was going to givet the Events Comm. report, but he will be happy to do sO since Mark lost connection. Derek said they will elect a new Chairman in their Sept meeting. On Dec! 51 they will have the Christmas Tree Lighting Ceremony at" Town Hall. December 12th is the Christmas Parade. Mayor Flynt asked Derek ift they were still planning to do anything for1 the 160th Anniversary of Green Pond. Derek: said no he did not think so, with the Governor's Order, Kids out of school, logistics involved inj planning it, it seems more prudent to postpone it. report. Property Committee:. Old Business: 1. Council discussion/potential vote on Ordinance Review Committee's recommendation followed by the Planning Board's February 27th unanimous vote to have the Town Council set a public hearing concerning the "Elimination of RS-30 if new dwellings are not hooked up to the Stokesdale Town Water System". Mayor Flynt opened this item with: saying Council had asked the Ordinance Review Committee to look at our RS-30 Ordinance some time ago. It has beena lengthy discussion and process. Mayor Flynt said Derek Ithink you put this on the agenda to set upa a Public Hearing or something. Mayor Flynt said I think we need to come up with some language. He said ify youl looki in the Stokesdale Development Ordinances under Article 4. Section 4-2.1 (B)(2) He thinks if we strike through and eliminate the verbiage "in areas without access to public water and wastewater services". And thei last sentence strike through sewer and replace itwith water services. We should be good. He said if we asked Tom Medlin to look att this and get his approval it might save a lot of other work. Tom agreed to help with the verbiage to enable Council to present it ina a Public Hearing. Mayor Flynt ask if it was the will of Council to set upal Public Hearing at the September 10, Regular Town Council Meeting. Derek Foys suggested holding al Live meeting. They discussed the Governor's Order, restrictions, General Statutes that forbid limiting who can attend a Public Hearing, it was finally decided to investigate how Summerfield is holding their live meetings.. Jim Rigsbee suggested waiting until the Governor's next update on restrictions. It was decided to let Tom put the verbiage together, Council will: set a Public Hearing date. IX. New Business: 1. Discuss and vote on Revision to Separation of Duties policy, page 6 of7 under number 13. Revise this statement to: Cash disbursement ofr recurring expenses can be reviewed and signed by the finance officer but will also need to be reviewed and: signed by one other councilperson on the bank signature cards. Town Clerk Alisal Houk put this ont the agenda because the current verbiage in the Separation of Duties policy in this sentence says the "Mayor and Mayor Pro Tem" now that youl have changed the names and signers you need to change the verbiage. Enact a standard time for all called meetings to 7:00PM, with exception given for Emergency Meetings.. Jim Rigsbee asked fori this item. He said justi for consistency and convenience of Council persons and the public to be ablet to attend the meetings. Jim Rigsbee made a motion that all meetings that require a quorum with exception of emergency meetings be held at 7:00PM. Mayor Flynt seconded the motion. Alisa Houk explained to everyone that the HVAC: system that controls the front lobby, library, hallway, and bathrooms has stopped working shel has two bids from Stokesdale Heating and Air. One bid is for replacing the coil and recharging the unit. $3,520. Ray did say that the uniti is over 10 years old so, this might only be at temporary fix. He also gave al bid of f$9,175 to replace the unit with another comparable' York system. Alisa was asked if these proposals included tax. She was pretty sure it did but could not say positively. Council tabled until the next meeting for Alisa to 4. Review the continuance of the Stokesdale Farmer's Market. There was a long discussion on low attendance of our Farmer's Market reason why attendance might be low. Council tabled a decision ony whether to continue to hold the market int to see how it goes through October. And 5. Vote to appoint a replacement from the Planning Board. Alternate list to the sitting Planning Board for Ronald Southard who asked to move onto the Alternate list. Jimmy Landreth motioned to appoint James Greene as an active sitting member of the Planning Board. Derek confirm if tax wasi included. ift there isi interest next Spring. Foy seconded the motion. Discussion and possible vote for Cleaning Service Vendor, current vendor's contraçt has expired. Town Clerk Alisa Houk said she discovered that our current Cleaning Service. ABS contract has expired. The same dayi Ifound out the contract has expired Ir received a call from B & B Cleaning Services, owned by Clint Blackburn. He came out met with me walked the buildingsa and grounds and sent me very competitive bid of $ 495.00 per month compared to ABS contract at $775.00 per month. There was discussion regarding how to go about ending the services with ABS and have Tom Medlin put al legal contract together for B & B Services. Derek Foy motioned to accept B& BServices proposal that they presented, subject to a modification that the contract will not renew annually but be a: 1-y year contract and then go to a month- to- month contract with an agreement that either party has right to cancel during thei term upon 30 days written notice. Citizen's Comments from the Floor (3-minute Limit per Speaker) Mark Nadel: Mark Nadel thinks that the Town should get 3 competitive bids for replacement repair of Thearon Hooks: Short and Sweet business meeting wel have made some good plans. We are in strange Jim Rigsbee: Said a striking thing to him tonight is a lot of ouri input that each council member brought forward tonight came from individuals within the community. Theiri ideas, their comments, their feedback. Jim Rigsbee thinks this is how local government is supposed to work. Individuals come to councilmen with theiri ideas and its council jobt to discuss it and get it ini the open forum. For government Jimmy Landreth:: said hej just wants to say. Jim Greene is the most honest person he knows. He does speak his mind, but he willl be an asset to the Planning Board. You could not have al better person on Derek Foy Thanked everyone for being on the meeting. He said this next week is back to: school week. He: said this is probably going to be the most unique school year anyone can ever remember. With he wants to recognize all the parents who are having to make special accommodations to stay at home and play the role of parent, teacher, potentially workf from home. They are going to have a very difficult9 weeks. Personally, hei is fortunate that hel has his wife to support that role beçause he must be at work. But his hat is off to those who are not that fortunate. On top of that our teachers and administrative staff are struggling with logistical nightmares as well. His hats off to those individuals too. Mayor John Flynt: said he just wants to add to what Derek, just said. He spoke with a Henry County Virginia School Administrator. The Administrators and Teachers are catching a lot of grief from parents saying why are you doing this to us. Mayor Flynt they are not the ones doing this. The upper echelon, the governor, people like that are the ones making these decisions. For God's Sake people, please do not blame thet teachers and administrative staff, they are just like everybody else having to follow orders. Mayor Flynt said het feels sorry fori them. His son and daughter-in-law are teachers, the Mayors said he cannot imagine even trying to teach remotely. Especially in the Elementary Schools, he wishes them the best ofl luck. They! have at track hoe down ini front oft the old service station they will be tearing down. shortly. Hopefully within the next 91 months we are going to have a nice new BiRite. We had a meeting at the Stokesdale Fire Department, the Mayor said he parked in front ofv what used to be the old Hardware Store. The plywood has been removed so he walked up and just looked through the windows. Mr. Moorefield has done at fantastic job. He. spent a lot of money on that and once he opens that up, Ithink we as a Council should recognize him for a significant contribution to the Downtown Stokesdale, sO once he opens that up the Mayor would like to do proclamation or something and invite him in and let him know. Mayor Flynt said he hopes he holds an open house; he has done a fantastic job. We have had a call fromi the Developer up on Coldwater Road. Hel has! 56 lots, approved by Forsyth County. Winston Salem is going to send in at thing for water, we are going to serve it from the Town of Stokesdale. They will extend our water line up Coldwater about 2500 feet. That is going to help usa a lot. We are growing we approve 93 more acres for Mark Lawson. This place is about tol bust at the seams. Hei thought we had: some major development int the last three years. But with the newi industrial park up on Hwy 73, this place is going to grow and its going to be a special place.
