Review and Adopt the Agenda: Mayor Flynt said Oliver Bass informed him that the Planning Board heard #2 under New Business: Public Hearing Major Subdivision Case 20-08-STPL-05028 Master Plan: Treeline Trails and gave a Conditional Approval so Council does not need tol hear this again and it can be removed from the Agenda. Mayor Flynt asked if there were any other changes to the agenda. No one spoke up so Mayor Flynt motioned to adopt the Agenda with the elimination of#2 under New Business. Events Committee: Has anyone been elected Chair? Derek Foy said he would speak for the Events Committee. They are going to have a meeting on Wednesday! Sept. 22, ati that time he would expect someone to be elected Chair. Right now, the plani ist for the Tree Lighting to be Dec 5th at Town Hall, in addition; the Christmas Parade is scheduled for Dec. 12th at 2pmi in Downtown Stokesdale. Derek said he planned to put the Christmas Parade on the October agenda, he wants Council to vote on having the Christmas Parade and make sure we are doing the right thing. With Covid-19 and the social distancing Property Committee: Jim Rigsbee/limmy Landreth:. Jim Rigsbee said they had nothing to report on. IV. Financials: Kim Thacker gave the financials Iwill attach them to the minutes. he wants a Council vote to make sure we are doing the right thing. V. Citizen's Comments from the Floor (3-minute Limit per Speaker): Mark Nadel: said he sees we have adoption of revisions to the RS-30 Zoning Ordinance and he hopes when Council votes they will Mayor Flynt by request from the National Society of Daughters of the American Revolution, presented have a 100% vote to approve these modifications. al Proclamation in Recognition of Constitution Week. 3620 Mayor Flynt present al Proclamation to recognize November as National American Indian Heritage Month requested by the National Society of Daughters of the American Revolution, American Indians Mayor Flynt said before we move on to Old Business, hej just wanted to acknowledge the passing ofa long serving individual of this community, Clifton Matthews. The Town wants to express their sympathy to his family. Clifton Matthews served asi the Town's first Town Clerk and Finance Officer. He served for 10 or 12 years. He was well respected in the Community andi in his Church. Committee. Both oft these Proclamations will be kept on file in Town Hall. Old Business: 1. Re-visit Proposals from Stokesdale Heating and Airi for repair or replacement of HVAC system for front areas of Town Hall. Mayor Flynt said ify you will remember we tabled this until we could confirm that the labor was included in the proposals given. We received al letter from the owner of Stokesdale Heating and Air that labor was included in the proposals. So, the questioni is do we want them to replace the coil or replace the entire unit. Derek said he wanted to ask do these proposals include labor? Alisa answered, yes. Derek then said I know we paid $3501 to fill the unit with refrigerant. How is the temperature int the building now? Alisa said actually the areai that is cooled by this unit seems to be working. However, the executive areal has been hot sO there is concern that a second unit may need refrigerant. There are five units on the rooft that heat and cool the building. Derek asked for clarification that the until we have the proposal fori is the one that cools the front lobby, library, hallway and bathrooms leading into the chambers? Alisa, agreed that is correct. Ray. Joyner told. Alisa that adding refrigerant to the subject HVAC system would work temporarily, but there is leak sO when that refrigerant runs out, we will be back in the same boat. There was more discussion and it was decided to table this until we have Stokesdale Heating and Air look at the second unit and: see how long the refrigerant last. New Business: 1. Public Hearing on revisions to RS-30: Mayor Flynt Reconvened the Public Hearing that was originally heard on September 8, 2020. He began by reading the current and proposed changes to the Ordinance: Current Ordinance reads: 2.1 General Use Districts (B) Single-Family Residential: 2) RS-30RESIDENTIAL: SINGLE-FAMILY DISTRICT Single-family district. The RS-30, residential district is primarily intended to accommodate moderate density single-family detached dwellings lots in areas without access to public water and wastewater services. The overall density in RS-30 areas will typically be 1.3 units per acre or less. Revision being discussed will read: 4-2.1 General Use Districts (B) Single-Family Residential: (2) RS-30 RESIDENTIALS SINGLE-FAMILY! DISTRICT The RS-30, Residential: Single-Family District is primarily intended to accommodate moderate density single-family detached dwelling lots with access to public water services. Guilford County Planning and Zoning Staff recommend approval. Due to the Covid-19 restrictions on voting during a rezoning case. Council had at few questions that were answered tot their satisfaction. Jimmy Landreth asked Oliver Bass if anything but a Dollar General Store could be built there with this zoning. Oliver Bass assured him as long as it was Department, Variety or General Merchandise type business, yes. We must give at least 24 hours for anyone wishing to comment for or against this case time to reply. Council set September 15, 2020 at 7pm to hear any comments and vote on this Hearing. Mayor Flynt closed the Public Hearing on this case until Tuesday 9-15-20a at 7PM. 3622 4. Public Hearing Rezoning Case #: 20-08-STPL-05132 AG to RS-40 8341 Prince Edward Rd. Mayor Flynt opened the Public Hearing for this case and asked Oliver Bass to give the specifics. This site isl located on 8341 Prince Edward Road, Guilford County Tax Parcel 164313, approximately. 480 west of Green Pond Drive intersection, approximately 5.63 acres. This request is to rezone this property from. AG to RS-40. Applicant/Owner. James S Pegram. This property meets the requirement of the Stokesdale Land Usel Plan. The site has a Residential Development land use designation. This designation isi intended to preserve Stokesdale's rural setting by establishing a uniform residential density. Minimum lot size 40,000 square feet. Increase natural buffers along perimeter roads and entrances into major developments. increase buffers to protect creeks and waterways. Guilford County Planning and Zoning Staff recommend approval. The reason for this request to rezone is because this ist the! 5th lot of a parcel which classifies this as a major subdivision. Mayor Flynt asked ift there were any questions for Mr. Bass? No one. spoke. Mayor Flynt asked if anyone wished to speak inf favor of this request? No one spoke. Mayor Flynt asked ifanyone wanted to speaki in opposition of the request? No one spoke. Mayor Flynt closed the public hearing portion oft this case. Council set September 15, 2020 at 7pm to hear any comments and vote on this Hearing. Then, Mayor Flynt asked if Mark Nadel was still online? Mark answered yes, he was there. Mayor Flynt addressed Mark Nadel and said youl know the history on this and with this, Mayor Flynt went on to say because this is the! 5thl loti in the parcel it classified as a major subdivision. Mark agreed. Mayor Flynt stated this is the 5th lot which trigger it into a major subdivision. Mark answered, right. Mayor Flynt said but that has been over a period of 60 years. To the Mayor that is an undue burden on some ofour property owners, farmers trying to help out their children out. The Mayor said Rockingham County hasa a policy and he would like for the Planning Board to take al look at that and come back with a recommendation on it. Get a copy of it, they allow five lots, everyf five years as long as there is not a new road dedication. Mayor Flynt saidi ify you are talking about 1501 feet of road frontage andi five lots you are going to get many. But to penalize some and make them come and get a rezoning on at farm you've owned for 60 years just bothers my conscious. I would like for the Planning Board to take al look at this. This has come up a couple oft times and the Mayor thinks we owe our Citizens something better than this. Mayor Flynt said he isn't being critical, its nota big probiem but for a few people iti is, it cost this applicant about $2,000. To cut al lot off for his daughter. Mark Nadel said he agrees with the Mayor and he thinks that is something the Planning Board can look at, Derek asked Tom Medlin to please explain to Mr. Pegram why we have to wait fort the 24 hours of public comments when we. are doing a hearing virtually? Derek said he would love to vote on this tonight but we can't. Tom Medlin answered that he did verify that what Mr. Bass said is correct. Because we are doing Virtual meetings in-light oft the Governors Orders that we can't! have but sO many people in a group. They passed a ruling that because of the Virtual Meetings there may be people that don't get an opportunity to participate or offera anyi information they may hear what is going on but they may not be able to access audio to speak. The new rule is to allow an extra 24 hours sO thati ift these people want to send something into Town Hall, for Council to consider their comments, it requiresa a 24-hour. Discussion and Vote on New Payroll Service Provider for Town of Stokesdale. Derek Foy said he added this item to the agenda. Derek would liket to make a proposal to change our Payroll Vendori from our current vendor to ADP. ADP is an industry leader in period to allow that opportunity. 5. 3623 payroll, benefits, HR solutions, likely the largest payroll company in the U.S. they have a very strong reputation. ADP is offering us a significant annual savings of$ 415. Per year. Our annual cost for ADP would be $2214 annually. We pay our current company $2629. In addition, in the 2021 year the Town would see more: savings in the promotion ADP is offering. Derek said in your packets you will see with the promos a savings of $879 for the 2021 year. After speaking with staff please scratch through the $879 promo, he has found that it will be better to hold off switching until the month of October. With that the promo will only bei for four months free at $763 when you add that $763 to the savings, we will realize by having a less expensive product for FY: 2021 would be $1089. Again, every' year will be a $415 savings. The Colonial life policies will be handled in the same way they are now. The Town can cancel at any time if they are not happy. The price we: see today is the price we will have. They are not going to raise on us. The only time the price will raise is if we add additional staff. If we add an additional employee its $2.00 per pay cycle. All employees of the town will be on al bi-weekly paycheck including Council's: stipends. He anticipates us starting with ADP October 23d. Derek made a motion to change payroll vendors to ADPI beginning on the October 23:2020 paycheck date with the understanding that all Town employees including Council will go to al bi-weekly pay schedule. Pay dates are on Fridays. Jim Rigsbee seconded the motion. There was some discussion and questions amongst Council to clarify fees and promos. Also, Tom was asked if a contract was needed. He answered not necessarily. Derek said there would not be a contract as with ADP's agreement isi if you aren't satisfied you can cancel at anyt time. Mayor Flynt asked what the current payroll's policy was on cancellation. Alisa answered its not necessary but as a courtesy they ask for 30 days. Tom Medlin brought up he had mentioned if we add additional employees thatit is $2.00 per pay period or $52 per year. Tom asked that when they put the final numbers together for the agreement that they include that number. Jim Rigsbee asked ifour current company charged an additional fee for W-2 at the end of the year. Alisa answered yes, the current company charges $ 152. For W-2s. VOTE: Mayor. Derek said council had talked about this back in. June when we passed the new FY 2021 General Fund Budget. This past Friday Derek and Jim Rigsbee met with Dr. Chandler; Principal for Stokesdale Elementary she is aware of the budgeted amount for the: school. Derek and. Jim wanted to get a better understanding of what the money will be distributed for. Derek said this has been at tough year for schools with the Covid-19 restrictions. A lot of this money will go toward materials and technology that the school needs to continue to teach under the 3624 Covid-19 restrictions. Derek said it is his honor to make a motion to disburse $10,000 to the Stokesdale Elementary School that has been budgeted fori in the General Fund Budget to assist int the necessary technology and virtual learning and teaching during the Covid-19 Pandemic. Jim Rigsbee will abstain on this vote due to a conflict. Thearon Derek asked Town Attorney Tom Medlin if they needed to vote on Jim Rigsbee's abstention. Tom Medlin answered yes, a vote would be appropriate. Mayor Flynt motioned to accept Jim Rigsbee'sabstention from this vote. Derek seconded the vote. Hooks seconded for discussion. VOTE: Mayor. Thearon explained that in past years we have required a request letter on school letter head with the list ofi items they need to order. So, ifwe could get that fora audit purposes. Derek amended his motion to add int this motion to donate $10,000 will be pending al letter from Dr. Chandler on school letter head detailing the list of expenditures for the school due to the restrictions of the Covid-19 Pandemic. Review and Discuss with possible vote on approval of letter drawn up by Town Attorney" Tom Medlin for payment plan options for Delinquent Water Accounts during the COVID-19. Mayor Flynt explained that there was a period of time during the PandemiƧ when the Town wasi not allowed to collect late fees or penalize people for late or not paying their water bills at all. The Mayor Ask Tom Medlin to speak on this since he was asked to come up with al letter regarding collection. Tom Medlin addressed the Council and said they should all have a copy oft the proposed letter in their packets. He wrote this letter up based on the rulings from the Governor's office and the Institute of Government's interpretation of those rulings. Essentially, youl have a period of time between March 31, 2020 and. July 29, 2020 regarding utilities you were not allowed if people didn'tmake their payments you were not allowed to cut off their services. You were also not allowed to charge them interest or late fees. So, now that we are into September what are we allowed to do to try to collect that. We are required to notify each utility customer who failed to pay a bill during that period oft time. Tom said the wording "accruing between March 31, 2020 and. July 29, 2020" can have more than one definition. Tom thinks the most appropriate definition and the one hei is proposing is the one where there were charges and al bill went out, on the bill was a due date that fell within that time period and that isac cleari indication of whether they werei int that period or out of that period. If their due date 3625 was before march 31 then they fall outside that period and they fall under the normal rules of collection or cut off. They have to pay with interest, late fees, penalties. Ift they received al bill after. July 29th they also fall under normal procedures. Onlyt the individuals that fall between March 31, 2020 and. July 29, 2020, once we determine who those customers are, we send them a copy of this notice and say look you have the right to ask for a payment plan. Once you ask us, based on what you owe us during that period how much your payment plan willl be and how many months you can do that. The other part of the Governor's Order was we have to give them six months. Our plani is going to be a little more forgiving since we are just getting started with it our plan will give them through March 2021 to pay back. There are rules about paying it back. If they fail to make aj planned payment you can disconnect them. Ift they come in after disconnect and pay then we can charge the reconnect fee. Tom said he needs to work with either Priscilla, Alisa, and/or Kim to get al list of those customers. Mayor Flynt motioned to adopt this plan. Thearon Hooks seconded the motion. Yes Yes Ves Derek Foy Jimmy Landreth Yes Yes Discuss meeting the Mayor, Town Clerk, and Gene Roberson had with Hazen & Sawyer Engineers, and vote on approval of Task 2 &3 of Water System Master Plani in order to investigate secondary water source and needs for the increasing number of homes on the water system. Mayor Flynt said he believes everyone got a copy of thet technical memo and task descriptions date. July: 2020 from Hazen and Sawyer. Hazen was looking at our fire flows, water age, water pressures. They highlighted and showed areas of concern with our fire flows, pressures, and gallons per minute. Generally, we arei in good shape on our gallons per minute. There were two areas of concern but they had some badi information on Kelly Lee Drive, they thought there was a 2" inch line serving the entire road. There is actually a 6" inch line that goes down the road to the bubble of the cul de sac. We have discussed that withi them and they will make the correction on that. They! have suggested down on Deer Path Court in the Boone Landing subdivision to tie in with Will Berry's new subdivision Boone Meadows off Ellisboro Road. There isa 2" line currently that runs off Oak Level Church Road that services three or four houses that kind of dead ends and there is a 2" line that runs off of Deer Path Court that serves about three houses. Hazen and Sawyer suggest that we go ahead and upgrade the 2" line that runs off of Oak Level Church Rd to a 6" and run it from there down South Point Drive toi the entrance of Boone Meadows to eliminate the dead end on South Point. It would give both subdivisions better water quality and pressure. Mayor Flynt said we can get' Yates to give us an estimate, he doesn'tthink it would bei too significant. The other thing Hazen has talked about is the age of the water. There is some technical information in their reports. Basically, you don't want the age oft the water to be more than 10 days old. Ita affects the chlorine levels and TTHMS. Our water at the entry point from Winston is about that age. Theyl looked at water age, chlorine levels and TTHMS and they are in good shape but they want us to look at ways to improve ite even more. They are looking at how many subdivisions we have built, how many are coming on line. We may have as many as 700 new houses coming on line ini the next year or two. So, we could double our water customer base. They are, going to give us updated maps we don't have an updated mapping system oft the entire water system sO that is coming. What they want to do after they give us a map of what we currently have they want us to: sit down with them and point out what subdivisions are coming in. This way Hazen and Sawyer can use the Hydraulic Model to figure if we 3626 have enough pressure, large enough lines, whether we are going to need al Booster Pump, etc. Mayor Flynt thinks we have and urgent need to approve Task: 2 & 3. Alisa reminded the Mayor we also discussed with Hazen and Sawyer about the need for a secondary line in case of emergency. Mayor Flynt said he talked to our County Commissioner: a couple of times last week to check the status of our $1.1 ml. The Commissioner and the Mayor thought the State was holding the money but the Commissioner found out Guilford County has some of it and the State has some it. The Commissioner and. Jon Hardister have been communicating back and forthy with the different departments on how to get this money released. They! have to figure out how to get the money Guilford County is holding sent back toi the State. Then the State will send us, Summerfield, and Oak Ridge our shares. With that we can start looking at making some oft these improvements. Mayor Flynt said hel has had conversations with Courtney Driver over in Winston! Salem and they are willing to work with us ini any way they can. He has talked to her about possibly running al line down Haw River/Bethel Church Rd. there is a 16" line in Forsyth County. This line doesn't come quite down to the County line. But if we could get Winston to bringi it to the Guilford County line then we could connect at the line and run it up to Hwy 68 near Arbor Run and Charles Place. Then we would have al loop on the water. The bigt thing about this isifv we lost the main line on Hwy 158 like we almost did during Hurricane Florence, we would have another source of water until Hwy 158 was repaired. This would increase the quality of our water, it would increase our pressure, it would give us significant potential for growth. Our contract with Winston Salem right nowi is 300,000 gallons a day. We are using roughly 120,000 gallons. If we double our customers int the next 4 or 5 years, we might be using 250,000 gallons a day. The Mayor said this is something we need to be looking at. Task: 2 &3 will help us determine what we need. We need to be proactive fori the future. Mayor Flynt said we put Engineering Fees for about $65,000 in the FY: 20-21 Budget for all these tasks. We paid $19,000 out of the 19-201 budget. Mayor Flynt made a motion that we approve Hazen and Sawyer to start Task 2 &: 3, Task: 2 $14,400 and Task 3 $20,000. Thearon Hooks seconded the motion. Thearon began to talk about the importance of updated maps. Derek said guysithought they dida pretty good map when they presented Task: 1. Alisa said that mapi is not complete. Derek said oh okay. Alisa explained that these maps change as wei add subdivisions. The Developers send us As-Built Maps with each new subdivision when they finish, they start to lay the infrastructure of the water system. Each time we receive an As-Builti it will need tol be added tot the Maps to keep them up to date. We request an Auto-Cad CD1 from the developer thati is sent to Hazen and Sawyer to add to the map. Derek said he doesn't know but assumes we do how much capacity, are we at 40-50% capacity? Mayor Flynt said our allotment is 300,000 per day and we are about 120,000 per day on average. Our tanki is a 300,000-gallon tank. Alisa added but you can't fill iti to the top. Youl have to leave air at thet top. Mayor Flynt told council any given day there is probably 150,000 gallons in the tank. Winston Salem probably has as much water capacity as any cityi int the state. They can produce 91 million gallons a day through its 3 plants. We've had conversations with Winston and they are certainly willing to work with us and increase capacity when needed. Mayor Flynt added that some cities work on allocations and you have to pay for the capacity you could use whether you use it all or not, like Rockingham County. Winston Salem only charges usi for what we use. Derek said he would love to have a water work: shop. Alisa told Derek that she and the Mayor had already talked to Hazen and Sawyer about having a zoom meeting with them after they begin work on Task 2 &3 3.This meeting would bet for all of Council to be brought up to date on the water system and its needs. We also lost Carl Brown from the Baptist Church here int town. We also lost. Jimmy Matthews sometimes we forget about some of the regular folks.. Jimmy Matthews used to have a little repair shop and worked on lawn mowers and stuff where. Jimmy's garage is now. He was 86-87 years old and lived here all this life. Those three gentlemen are going to be a great loss to the Town. Jim Rigsbee just wants to thank everybody1 for being here tonight. He wants to recognize and that our teachers and school: staff for the hard work they! have been doing through the Pandemic.
