Citizen's Comments from the Floor (3-minute Limit per Speaker) Mark Nadel: Ask if we could pull the current Christmas Events information off the website. As after discussion and the Events Committee is looking into alternatives to a Traditional Parade and' Tree Eileen Thiery: Said she attended: Summerfield's Electronics recycle collection event and wanted to Johnny Reynolds: wanted to speak on the postponed Town Council Public Hearing regarding Special Use Permit Case 20-05-STPL-03421 PRD LCID, Land Clearing, and Inert Debris, Minor. He asked since we are beginning to meet more in person, how soon could wel hear this case? Mayor Flynt looked to Town Attorney Tom Medlin and Tom said iti is a Quasi-Judicial Hearing and will need to be re-advertised for Eric GoodykKoontz: Stokesdale Elementary PTA Treasurer: Spoke on the Town of Stokesdale past support of the PTA: and how much they appreciated it. He said we would see more representatives from the PTA attending our meetings in the future and they will be speaking during the comments section of the meetings to give us updates on how the school and PTA fundraisers are going, the students progress and hope we will continue to support them. He also invited everyone to start coming by and purchasing their dinner at the Food Trucks that are parking in the school parking lots every Thursday night. Lighting due to Covid restrictions. suggest that Council consider holding one in Stokesdale. the November meeting. IX. Old Business: 1. 2. Request for Stokesdale Elementary School to utilize our fence around the water tower. This Vote to hire current' Town Accountant, Kimberly Thacker to be the Town of Stokesdale's Finance/Budget Officer: Derek Foy motioned to hire current Town Accountant Kimberly Thacker to assume the Town of Stokesdale'sStaff position as Finance/Budget Officer, this will be effective Monday, October 19, 2020. This is a part time role, averaging 20 hours per week, offering no health benefits, and to be compensated at an annual salary of$ $45,000. Mayor Flynt said I thought we item was tabled 3633 were breaking it down to an hourly rate. Derek said no that was never discussed. Mayor Flynt said we have a motion, is there a second. NO YES VES Derek Foy Jimmy Landreth YES YES New Business: Discussion on 2020 Christmas Parade: Derek and Mark Nadel said the Events Committee has been tossing around ideas because due to the Covid-19 Pandemic itsj just not practical to think we could hold a Christmas Parade and" Tree Lighting as we have done over the past years. They are looking into alternative ways for the Town to hold: some type of Event and willl let us know when they come up with some ideas. YES YES YES Derek Foy Jimmy Landreth YES NO Earmarking FY20 (last Fiscal Vear) actual Water Impact Fee Revenue in Capital Reserve Fund to Water System Project(s): : Derek was concerned that we don't have anything earmarked for the' Water Impact Feel Revenue in Capital Reserve Fund for Audit purposes. There wasi much discussion about this. Mayor Flynt and Thearon Hooks both suggested waiting until we meet with Hazen and Sawyer so that we are all more educated on what needs to be donei to the system. Tom Medlin also mentioned that we cannot allocate money to a Capital Reserve Project 3. Suspend Hazen & Sawyer task 2 & 3 untill Hazen and Council can meet in person during a public meeting. Jimmy Landreth said that he understood when Council approved Task 1 that he thought there were going to be maps produced. Then he voted for Task 4, and still no maps. Mayor Flynt ask Alisa, they are working on maps now, right? Alisa explained that there are steps that Hazen and Sawyer had to take with our system to get to the point to begin to make a map. The first two task were to allow Hazen to come in and do an assessment of what the Town needs as far as more water pressure in certain areas, better water quality, updates. The two Task (2& 3), Council just approved are the Task that will produce the maps. Jimmy Landreth Town Accountant Kim Thacker and Finance Officer Alisa Houk suggest a Budget Amendment until we know what the Project is. This was discussion only. No votes. withdrew the item fromi the agenda. 4. to: Decrease = (Revenue) Undesignated Funds/ Town Reserves $55,000 3634 Decrease - (Expenses Capital Outlays) Matching Park Grant (Earmarked)-$55,00 Derek Foy motioned to approve this Budget Amendment to: Decrease - (Revenue) Undesignated Funds/ Town Reserves -$55,000and Decrease (Expenses Capital Outlays) Matching Park Grant (Earmarked) -$55,000 to balance the Budget. Closing Comments from Council Thearon Hooks: asked Town Attorney Tom Medlin if! he had anything, he would like to addi to the meetings to close out the night? Then Thearon said that our next meeting will be held just ai few days after our National Election. We have had al lot of people calling and coming in to inquire about polling places, early voting. Wel had an older couple come in Town Hall said they had received al letter int the mail that told them they needed to register to vote. This made them think that you could be unregistered, taken off the books. They came in to find outi if they were still registered to vote. Alisa pulled up the Board of Elections website looked this couple up and found that they were still registered to vote. Thearon wanted to know if there was something that we: should bet telling people when they call in with these kinds of questions. Tom Medlin's advice was like Alisa said assist people, they are getting all oft this information and it's for multiple purposes either to get people to register, get people to vote, or to intimidate people to not vote. Tom does noti feel that the Town has any responsibility to other than to be receptive to listening and helping when we can or referring them to the BOE. Jim Rigsbee: thanked everyone for coming, its been great being back in person, hopefully we will all come out oft this ina a healthy manner: and look forward to seeing you next month. Derek Foy: Certainly, enjoyed meeting in person. Thanked everyone who came and those that have stayed for the entire meeting. He hated having to cancel the Christmas Parade but after sitting in the Events Committee meetings he is optimistic that we willl be able to have a unique and different Christmas Event fort the Town and llooki forwardi to! brainstorming more with the Events Committee and Jimmy Landreth: When the kids ask, Idid not cancel Christmas you guys! Ic do not know if everyone knows but former Council Member Booby Richardson's son! Scott just passed away.. Jimmy said he went tos school with Scott. Jimmy would just like everyone to keep Bobby, his wife and familyi in their thoughts and prayers. Scott was 60 years old. Thearon said young guy.. John said he served on the Fire Department for a lot of years.. Jimmy said Scott helped withi the basketball program, int fact. Jimmy and Scott played little league baseball together. Thearon said and he was good at fixing HVAC: systems, sharing with everyone. Jimmy agreed. 3635 Thearon Hooks said he would like to mirror what has been said tonight about the Christmas Events and what the Committee is going to do to make something happen. He thinks we are going to have a celebratory event. Hei thinks it will be int the confines of what we can do. Wel had at first last year ati the Tree Lighting when we had al band and choir for the first time. So, maybe we can do that again this year XII.
