MINUTES TOWN OF STOKESDALE REGULAR TOWN COUNCIL MEETING 8325 ANGEL PARDUE ROAD STOKESDALE, NC27357 OCTOBER 21, 2021 AT 7:00PM Members present were: Mayor John Flynt, Mayor Pro-Tem Thearon Hooks, Council Members: Jim Landreth, Derek Foy, Jim Rigsbee, and Town Clerk Dale Martin. 1. CallTo Order. Mayor. John Flynt called the meeting to order. 2. Consideration of proposal for the purchase of new computerlsoftware. Councilman Jim Rigsbee explained that ai new computer is need for the new position, to replace the one used in the Council Chambers and one for the Clerk for taking minutes during the meetings. Town Clerk Dale Martin asked that ai monitor be added to the TCS proposal for the newi position since the Finance and Budget Officer needs tol keep the large monitor she is currently using. Councilman Foy stated that a new desk will also be needed for the new position since there is nothing suitable at Town Hall. He suggested the Council approve a spending limit up to a certain amount since we don'tknow what the exact amount is at this time. He suggested an amount of Councilman Derek Foy made al Motion to approve an expenditure up to $6,000 to cover computer qupmenvinstalation and desk needed for Staffat Town Hall. Councilman Jim Rigsbee seconded the motion and the vote was all for and motion carried. $6,000 to cover all expenditures. 3. Personnel and Staffing: Closed Session in Accordance with NCGS 143-318.11: (a) Permitted purposes: It is the policy of this State that Closed Sessions shall be held only when required toj permit a public body to act in the public interest as permitted in this section. A public body my hold a closed session and exclude the public only (6a) To consider the qualifications, competence, pertormance, character, fitness, conditions of appointment, or conditions ofinitial employment ofa an when a closed session is required: 149 individual public officer or employee or perspective public officer or employee. General personnel policy issues may not be considered in a closed session.. A public body may not consider the qualification, competence, performance, character, fitness, appointment, or removal of a member ofthe public body or another body and may not consider or fill a vacancy among its own membership except in an open meeting. Final action making an appointment or discharge or removal by a public body having final authority for the appointment or discharge or removal shall be taken in an open meeting. Mayor Flynt stated that the Council does not need to go into Closed Session as this item can be Councilman Foy updated the Council on his discussions with the North Carolina League of Municipalities regarding providing al health insurance policy for town employees. He stated that he could not get ai firm quote until wel know the birthdates of all employees. He stated that Councilman Foy then made a Motion that the Town of Stokesdale hire Robin Yount for the position of Assistant/Deputy Town Clerk at a salary of$45,000 per year and that affective January 1,2022 that the Town pay upi to $1,000 fori insurance until such time the Town obtains coverage for employees. The hire date willl be November 8, 2021. Mayor Pro Tem Hooks Mayor Flynt stated that he spoke with Chief Gauldin regarding individual policies fori the Fire Department and was concerned that $1,000 might be too much. The Council discussed different methods ofs structuring the payment with the employee paying a portion VS town paying full cost.
