MINUTES TOWN OF STOKESDALE 8325 ANGEL PARDUE ROAD STOKESDALE, NC: 27357 APRIL: 20, 2021 AT 7:00 PM SPECIAL CALLED TOWN COUNCIL MIEETING Members present were: Mayor John Flynt, Mayor Pro-Tem Thearon Hooks, Council Members: Jim Landreth, Derek Foy, Jim Rigsbee, Interim Town Clerk Dale Martin and Finance and Budget Officer Kim Thacker. 1. Call To Order and Invocation. 2. Pledge of Allegiance Mayor Flynt called the meeting to order at 7:00 PM the vote was all for and motion carried. 3. - Citizen Comments None presented. Councilman Hooks presented the following Resolution requested by the State ofl North Carolina and Guilford County. RESOLUTION R-2021-01 HAZARD MITIGATION PLAN ADOPTING GUILFORD COUNTY MULTI-JURISDICTIONAL WHEREAS, the citizen and property within the Town of Stokesdale are subject to the effects oft natural hazards that pose threats to lives and cause damage to property, and with the knowledge and experience that certain areas ofthe county are particularly vulnerable to hazards such as drought, extreme temperatures, hurricanes and tropical storms, thunderstorms, tornadoes, winter storms, floods, wildfires, and numerous other hazards; and WHEREAS, the County desires to: seek ways to mitigate the impact ofidentified hazard risks; and 36 special called meetings in place ofa Town Clerk for this fiscal year. He asked for additional discussion onj pursuing a full time Clerk position. The Council discussed staff needs for a parttime and fulltime position and the need for stability within Town Hall. It was noted that the workload will be increasing with additional homes. It was the consensus of the Council to include funds to hire a full time Clerk and put in place an insurance plan and join the State's Retirement system. Currently $124,000 plus Fica is budgeted for salaries andi it was noted that the Town is still paying the previous Town Clerk until the end of the year. It was decided to budget approximately $50,000 to $70,000 for ai new Clerk for salary and benefits. Appropriate amounts for health insurance and retirement are to be split between the general fund and the water fund. The Council discussed the possibility ofimplementing some flexible hours between employees as well. Mrs. Thacker updated the Council on the status ofthe corrected W2's from ADP. Mayor Flynt asked if the $56,000 Coranavirus funds were put in the general fund. Mrs. Thacker stated that these funds were added as a separate line item called the Cares Revenue Act. Mayor Flynt added that wei may be able to get more monies from Guilford County. We need to provide them with al list oft things we want to do with those funds along with cost estimates. Councilman Foy suggested we advocate approximately $800,000 for the park infrastructure. Mayor Flynt stated that the County was unaware that Stokesdale has been giving $10,000 a year to the school system and indicated that he would try to get the Town a: refund of those: monies. Mayor Flynt asked about funds for Memberships and Dues. It was explained that this includes Piedmont Triad Council of Government, the NC League of Municipalities and the UNC School The Council then discussed various park expenditures for mowing, soccer fields, the water tank, and the removal oftrees. The importance ofhaving vendors lined up: for next fiscal year was noted. Also, the Council discussed the difficulties of putting cost estimates in place until we Councilman Foy asked if Gene Robertson with Yates has been able to give us a list of addresses that are in a danger zone and ini need ofrepair. Mayor Flynt said hei thought it was 212, however, Mrs. Hunsucker has the information. Councilman Hooks explained the process for changing out the old meters with electronic meters which will run parallel with newi meter installation. The Council briefly discussed a way to change out the old meters effectively.
