MINUTES TOWN OF STOKESDALE REGULAR TOWN COUNCIL MEETING 8325. ANGEL-PARDUE ROAD STOKESDALE, NC27357 OCTOBER 13, 2022 AT 7:00PM  The following members were present: Mayor Mike Crawford; Mayor Pro Tem Derek Foy; Council Members: Jimmy Landreth and Tim Jones; Town Attorney Tom Medlin; Finance and Budget Officer Kim Thacker, Town Clerk Dale Martin, and Deputy Town Clerk Robbie Lee Wagoner II.  The following members were absent: Councilman Jim Rigsbee. Call to Order, Pledge of Allegiance, and Invocation.  1.  Mayor Mike Crawford Called the meeting to order and led the Pledge of Allegiance. Reverend  Jerry Walker, Pastor ofOak Level Baptist Church, delivered the invocation.  2.  Presentation by Josh Meyers  This agenda item was moved to the Citizen's s Comments portion oft the meeting.  3.  Proclamation to declare the month of November to be Family Court Awareness  Month.  Mayor Crawford presented a Proclamation declaring November to be Family Court Awareness Councilman Jones made a Motion to approve the Proclamation after the validity of the Family Court Awareness Month Organization was confirmed by Town Attorney Tom Medlin. Review and Approve Minutes: October 14, 2021 Town Council minutes, September  8, 2022 Town Council minutes. Public Safety Reports: Fire Department  Randy Southard, Deputy Fire Chief for the Stokesdale Fire Department, presented the monthly  report for September.  7.  Administrative Reports:  a) Administrative Report from Town Clerk:  Dale Martin, Town Clerk, presented the monthly Administrative Report for September.  b) Planning Board: None presented.  Events Committee:  None presented.  303    d) Property Committee: None presented. 8.  Financials: Finance/Budget Officer: Kim Thacker  Kim Thacker, Finance/Budget Officer, presented the Financial Report for the General Fund and  the Water Fund for September.  9.  Citizen's Comments from the Floor (3-minute Limit per Speaker)  Josh Meyers, Guilford County Soil and Conservation Supervisor, presented programs and efforts Michael Stys, Assistant Principal of Stokesdale Elementary School, addressed safety concerns  by Guilford County to preserve farms and farmland in the area.  with traffic at the school, OLDE BUSINESS:  10. Presentation by Allison Bennet, Principal of Stokesdale Elementary School.  304    Allison Bennett, Principal of Stokesdale Elementary School, made Council aware of her safety conçerns due to traffic around the school and requested that Council provide funding for a deputy Councilman Jones made a Motion to authorize Town Staff to draft a Resolution to both the Guilford County School System and the Guilford County SheriffsOffice: requesting that they fund al Deputy to direct traffic at Stokesdale Elementary School on the first week ofs school. Consideration of Proposal by Mueller Septic Service for $2,646.00 to install a new Councilman Jones made a Motion to pre-approve an expenditure of $3,200.00 for the cost of a new Rhombus Control Panel and the installation of the control panel onto the septic system at the  Rhombus Control Panel on the town's septic system. Councilman Landreth made a Motion to approve a payment of $700.00 to Wilson Pumping Services for the pumping of the septic tank at the Town Park provided that Wilson Pumping Services provide Town Staff with a written quote for $700.00 prior to the completion of this  service. Adoption of the 2022 Coronavirus State and Local Fiscal Recovery Funds Records Mayor Pro Tem Foy made a Motion to adopt the 2022 Coronavirus State and Local Fiscal Recovery Funds Records Schedule and Frequently Asked Questions guide. Consideration of Budget for Deputy Clerk's Attendance at the Clerk's Certification Mayor Crawford made a Motion to adopt the Budget for the Deputy Clerk's Attendance at the Clerk's Certification Institute for 2023-2024. Councilman Jones seconded the motion. Discussion of tabled agenda item #10 "Review and Adopt the 2022-2023 Schedule of Mayor Pro Tem Foy made a Motion to adopt the 2022-2023 Schedule of Fees and Charges as Councilman Jones proposed an Amendment to change the Non-Resident Water Usage Feet to state "$8.71 per 1,000 gallons of water" rather than the current statement of"130% of Resident rate."  Fees and Charges (Currently making edits)"  written. Councilman Landreth seconded the motion.  Mayor Pro Tem Foy and Councilman Landreth accepted the amendment. (3-minute Limit per Speaker)  Latoya Jackson, Teacher at Stokesdale Elementary School, discussed the safety of our students and requested that Council consider the needs of the school as they were discussed earlier in the 18. Mayor Pro Tem Foy thanked staff and those in attendance for being at the meeting.  Councilman Jones thanked staff and citizens for being at the meeting and expressed his frustration with Guilford County Schools and the Guilford County Commissioners for their lack of funding  and lack of safety concerns at the schools within the county.
